STAFF REPORT
MEETING DATE: February 11, 2026
PRESENTER: Theresa Johnson, Community Services Director SUBJECT: Award of Contract for Rotary Park Ballfield Lights Replacement and Approval of Budget Amendment (TJ)
RECOMMENDATION: Council by motion adopt resolution approving budget amendments to appropriate funds for the Rotary Park Ballfield Lights Replacement and awarding contract to Techline Sport Lighting in the amount of $179,5000 and authorize the City Manager to sign the contract.
EXECUTIVE SUMMARY:
The Rotary Park ballfield lights have exceeded their expected service life, resulting in failing light fixtures that can no longer be replaced. Over the past three years, Parks and Facility Staff have replaced numerous bulbs, many of which continue to burn out sooner than anticipated.
Replacement fixtures are no longer manufactured due to the age and type of the existing system, leaving the City without viable repair options.
This project was included in the Capital Projects section of the 2025/2026 Fiscal Year Budget adopted by the City Council on June 11, 2025. The final contracted amount of $179,500.00 exceeds the adopted budget by $139,500.00, as only $40,000.00 had been allocated. The cost increase is primarily due to higher-than-anticipated light fixture prices and installation expenses that were not reflected in the initial budget estimate.
The City participates in a Cooperative Purchasing Agreement through the Master Intergovernmental Cooperative Purchasing Agreement (MICPA) with Sourcewell. Under this agreement, Sourcewell conducts a competitive procurement process on behalf of participating agencies. This approach—commonly referred to as “piggybacking”—maximizes cost savings and staff efficiency by leveraging cooperative purchasing and volume-based pricing. Through this competitive process, Techline Sports Lighting was identified as the qualified contractor for the Ballfield Light Replacement Project.
To fully fund the project, the additional $139,500 will be sourced from the Unallocated General Fund Reserves (Capital Project). Beginning the project immediately will help avoid disruptions to the Cal Ripken baseball league, which relies on the fields for practices and games from February through June.
18 Section 7, Item A.
FISCAL IMPACT:
The total project cost is $179,500.00. The 2025/2026 Fiscal Year Budget includes $40,000.00 for this project within the Capital Projects Budget. An additional $139,500.00 is required to fully fund the Ballfield Light Replacement Project. Sufficient funds are available to support this request.

The following list only applies when a Participating Entity accesses Supplier’s Equipment, Products, or Services with United States federal funds.
A. EQUAL EMPLOYMENT OPPORTUNITY. Except as otherwise provided under 41 C.F.R. § 60, all contracts that meet the definition of “federally assisted construction contract” in 41 C.F.R. § 60-

event of an award?
In the event of an award with Sourcewell, Techline Sports Lighting's expectation is to continue to increase our footprint across the nation by working with purchasers who value Sourcewell's benefits combined with Techline Sports Lighting's unique value proposition. Per our Marketing Plan section, we will aggressively promote Sourcewell both internally to our team and to our customers. *

of credit, and detailed reference letters.
Upload supporting documents (as applicable)
in the document upload section of your

Techline Sports Lighting has been 100% focused on turnkey sports lighting solutions for over 23 years, and has been profitable every year. In 2022 we experienced YoY sales growth of 42%, and based on current Works in Progress and Pipeline, we anticipate another 40% growth in 2023. We currently carry over $3M in operating cash reserves with no debt, and a $2M working capital line of credit with $0.00 balance drawn. With over $5M of sports lighting solution inventory, and our own fleet of rigs, trucks, and trailers, Techline Sports Lighting can ship projects immediately, out of inventory. We currently sit on the IESNA RP6 Sports Lighting Committee, and typically attend over 30 tradeshows and conferences every year.
We also sponsor numerous high school and collegiate associations as their Official Sports Lighting Provider. Attached is our Bonding Certificate and Techline Sports Lighting will provide our COI that includes Sourcewell as additional insured upon notification of award.
*
13 What is your US market share for the
solutions that you are proposing?
While many other "sports lighting" companies only manufacture sports lighting fixtures and require the addition of numerous other products from other companies, Techline Sports Lighting is one of the very few who are a complete, turnkey, sports lighting solution provider, and is 100% focused on sports lighting solutions. As such, a market share for complete sports lighting solutions is difficult to determine.
Techline Sports Lighting has YoY double digit growth each year for the last three years and are looking to continue to expand that growth. That said, we estimate our market share in the complete sports lighting solution market to be approximately 10%.
*
14 What is your Canadian market share for the
solutions that you are proposing?
While Techline Sports Lighting has completed projects in Canada, we have not aggressively pursued the Canadian market.
*
15 Has your business ever petitioned for
bankruptcy protection? If so, explain in detail.

PROPOSER AFFIDAVIT AND ASSURANCE OF COMPLIANCE
I certify that I am the authorized representative of the Proposer submitting the foregoing Proposal with the legal authority to bind the Proposer to this Affidavit and Assurance of Compliance:
1. The Proposer is submitting this Proposal under its full and complete legal name, and the Proposer legally exists in good standing in the jurisdiction of its residence.
2. The Proposer warrants that the information provided in this Proposal is true, correct, and reliable for purposes of evaluation for contract award.
3. The Proposer, including any person assisting with the creation of this Proposal, has arrived at this Proposal independently and the Proposal has been created without colluding with any other person, company, or parties that have or will submit a proposal under this solicitation; and the Proposal has in all respects been created fairly without any fraud or dishonesty. The Proposer has not directly or indirectly entered into any agreement or arrangement with any person or business in an effort to influence any part of this solicitation or operations of a resulting contract; and the Proposer has not taken any action in restraint of free trade or competitiveness in connection with this solicitation. Additionally, if Proposer has worked with a consultant on the Proposal, the consultant (an individual or a company) has not assisted any other entity that has submitted or will submit a proposal for this solicitation.
4. To the best of its knowledge and belief, and except as otherwise disclosed in the Proposal, there are no relevant facts or circumstances which could give rise to an organizational conflict of interest. An organizational conflict of interest exists when a vendor has an unfair competitive advantage or the vendor’s objectivity in performing the contract is, or might be, impaired.

And with Techline Sports Lighting, our goals were easily exceeded. Our new system is over 70% brighter, with no warm up time. We love the instant on/off! We also can schedule the lights on and off preventing energy waste and unauthorized use of the lights. STAFF REPORT
MEETING DATE: February 11, 2026
PRESENTER: John Jansons, City Manager
SUBJECT: Discussion Regarding Madera Avenue Streetscape Design (JAJ) RECOMMENDATION: Council to discuss bench placement as part of Madera Avenue Streetscape Project with possible direction to Staff.
DISCUSSION:
The Madera Avenue Streetscape Project was jointly funded through the CALTRANS Clean California program and City Measure M funds. The goals of the program included landscape renovations, water saving irrigation, street furniture (benches and trash receptacles), wayfinding signage, and community identity and branding elements (murals) to deliver beautification and convenience, water conservation, enhanced safety, and community identity and pride.
The project focused on a Phase 1 area along Madera Ave (CA 145) from Kearney Blvd to the North, to California Street to the South.
Many of the key elements of the project were developed in the Madera Avenue Streetscape Master Plan of 2012, which due to a lack of funding was never implemented.
In January, Councilmember Dhaliwal requested that this item be placed on a future agenda for Council discussion regarding the placement of benches within the Madera Avenue Streetscape Project, with possible direction to staff.
