STAFF REPORT
MEETING DATE: May 13, 2026
PRESENTER: John Jansons, City Manager
SUBJECT: Update on Fresno County Transportation Funding Renewal Initiatives (JAJ) RECOMMENDATION: Council hear a brief update on status of transportation funding renewal initiatives.
BACKGROUND:
Measure C, managed by the Fresno Council of Governments (FCOG or “COG”) and the Fresno County Transportation Agency (FCTA), has provided sales tax supported transportation improvement funding for 40 years and is set to expire in 2027.
In late 2025, the COG discontinued its effort to advance a funding renewal ballot measure to extend the Measure C. In place of a COG and County led effort, two citizen led ballot initiatives were developed to take the lead in extending a sales tax increment program to fund countywide transportation improvements, administration, and public transportation.
In order for either proposal to be considered in the November 2026 general election for voter approval, each are required to collect and submit registered voter signatures for verification to qualify for ballot.
DISCUSSION:
On April 14, 2026, the Better Roads - Safe Streets campaign has submitted signatures to meet this requirement, and those signatures are currently under review by the Fresno County Election Office. It is not known at this time, when or if, those signatures will be approved to meet the qualifications for the November election.
Likewise, it is not known whether the Fix our Roads campaign has, or will, submit their required signatures, nor is it known what the eventual disposition of those signatures will be regarding qualifying for the November election.
City Council received presentations from both organizations, their supporters and sponsors, and decided to wait and see if both should qualify. The Council would then consider a resolution of support for their favored proposal.
Should only one proposal qualify the ballot, the Council would then be asked to consider a resolution of support for that initiative to rally support of its passage by the voters in November. 214
