Special City Council Meeting
March 22, 2023
1. CALL TO ORDER:
Regular Meeting called to order at 6:01pm by Mayor LeBarre.
2. ROLL CALL:
City Council: Mayor Mike LeBarre, Council member, Carlos DeLeon, Rob Cullen Mayor Pro Tem Carlos Victoria
City Staff: City Manager Steve Adams (Teleconference); City Attorney Roy Santos (Teleconference); City Clerk, Erica Sonne.
3. FLAG SALUTE:
The flag salute was led by Mayor LeBarre.
4. PUBLIC COMMUNICATIONS:
None
5. REGULAR BUSINESS:
A. Consideration: Appointment to Councilmember Vacancy in District 1 Recommendation: 1) provide each applicant an opportunity to make a statement of up to a maximum of 5 minutes each followed by Council questions; 2) provide an opportunity for public comment; 3) following Council discussion, rank the candidates on the attached form, which will be tallied and the results announced by the City Clerk; and 4) adopt a Resolution appointing of one of the applicants to fill the Council seat in District 1.
City Manager Steve Adams introduced this item for consideration.
City Attorney Roy Santos further introduced this item for consideration.
Each applicant (Michael Oliveira, Erica Gonzales, Oscar Avalos) did a 5-minute introduction of themselves.
Mayor and Councilmembers did about four rounds of questions.
Karen Jernigan, Mildred Ave., District 3, is encouraged by the people that applied. She feels they represent a diverse group. Any of them would be good. Any not appointed apply for Planning Commission or the Parks and Recreation Commission. She thanked them for applying.
Ranking forms were filled out and the City Clerk tallied them and reported out the totals.

Action: Motion to adopt a Resolution appointing Oscar Avalos to fill the Council seat in District 1 by and LeBarre seconded by Victoria.
