10. WORKSHOP:

A. Consideration: Land Use Element and Housing Element Update Recommendation: 1) conduct a workshop and receive a presentation on the process of preparing updates to the Land Use Element and Housing Element; 2) provide an opportunity for public input and questions; 3) discuss concepts and alternatives; and 4) provide staff direction on alternatives involving the Land Use Element opportunity areas.

Community Development Director Doreen Liberto introduced this item and Principal Planner Scott Bruce further introduced this item with a PowerPoint presentation.

Opportunity Zone 1, 2, and 3 were gone over with most of the discussion on Opportunity Zone 2. Council's opinion on Opportunity Zone 2 is that the Mayor likes Mixed Use Residential for that area and Council member Cullen would like to see 218 N. First St. stay in Opportunity Zone 2. Council member DeLeon asked if staff could have further discussion on Opportunity Zone 2.

David Gill part owner of 218 N. First St. would like to see the TUP that they currently have go beyond the 10 years since they do not have a high or better use for the property.

City Attorney Roy Santos explained no more extensions past the 10 years is allowed.

There is an option of changing the use to permanent with a CUP and meeting all the requirements for the CUP.

City Council consensus is to keep 218 N. First St. in Opportunity Zone 2 and to try to work with the property owners to keep it housing.
