A. Consideration: An Ordinance Establishing Chapter 8.41, of Title 8, Special Assessment for Unpaid Billing for Refuse and Recycling Services
City Manager Steve Adams introduced this item.
General Manager Patrick Mathews further introduced this item going over the process of what actions will happen.
Jim McNulty stated he is a landlord in town, don’t tax the landlords. He passed out his question and some statements that he had typed up on a page.
Mr. Requena stated that he has an issue of being forced to pay for services that he doesn’t use much. He stated that the general public don’t understand that Waste Management and Salinas Valley Recycles are two separate entities. He feels that this is being shoved down the politic process of people being made to pay for this situation. A business man is being denied to be able to put his house trash in his business trash and has to pay for two separate bills.
Jacqueline Vasquez is a concerned landlord. She doesn’t feel that the property owner would have to pay for the tenant for their trash. She wanted to know how the property owner would know that the tenant is not paying their bill. City Attorney Roy Santos stated that every property owner would receive the same notice that the tenant receives with the total amount they owe on it.
Mayor LeBarre explained why we are here. He started with the requirements of having trash pickup and it is a health and safety issue. He explained the delinquency that is happening now is being paid by the property owner that is paying their bill. This process will make the delinquent individuals pay their share.
Councilmember DeLeon stated that this is an unfortunate situation, going to collections didn’t work however half a million dollars is a half a million dollars. Councilmember DeLeon asked the City Attorney if the trash can be included in the rent. City Attorney stated we can give legal advise to the public however the trash can be incorporated into the rent.
Mayor LeBarre read the title of the Ordinance into the record.
Action: Motion to approve 1) waive the second reading by title only and adopt an Ordinance establishing Chapter 8.41, of Title 8, of the King City Municipal Code pertaining to a special assessment for refuse and recycling service delinquent accounts; and 2) approve a Memorandum of Understanding by and between the City and Waste Management, Inc. (WM) setting forth the responsibilities of both parties in the process by Avalos seconded by Victoria.

RE: CONSIDERATION OF AWARD OF VISITOR AND HISTORY
CENTER REMODEL PROJECT (PHASE 2)
RECOMMENDATION:
It is recommended the City Council: 1) award the Visitor and History Center Demo and Rough Carpentry Project (Phase 2) to the low bidder Two Team Construction Inc. in the amount of $359,356; and 2) authorize the City Manager to approve change orders up to 10%.
BACKGROUND:
In 2017, the City Council approved a draft Downtown Streetscape Conceptual Plan, which included a proposal to create a downtown plaza on the property at the northeast corner of Broadway Street and Vanderhurst Avenue. At the February 13, 2018 meeting, the City Council approved a purchase and sale agreement to acquire the property. The Downtown Plaza design proposed to convert the rear building at 110 N. Vanderhurst Avenue to a Visitor and History Center. A number of planning meetings were held with stakeholders to discuss coordination of the project. Reiss Design Studio was later hired as the architects to prepare the final design documents for the improvements.
Improvement Plans and Specifications were put out to bid. The project consists of remodeling the existing 1100 SF historical building to include a new interior layout, new mechanical system, and modifications to the exterior elevations to bring back the historical character of the original building.
The project bids came in well over the budgeted amount. Staff determined it was due to many of the uncertainties regarding the condition of portions of the building that weren’t visible. As a result, the City Council rejected the bids and decided to phase the project. The first phase consisted of interior demolition and

rough carpentry of the new interior layout. In March 2023, the City Council awarded the construction contract for Phase 1, and the work was completed in December 2023.
DISCUSSION:
Phase 2 will complete the improvements as shown on the architectural plans which includes, but is not limited to, the following:
1. Provide dumpster for debris and proper disposal.
2. Install all sheetrock and insulation, as per plans
3. Install finish plumbing per plans.
4. Level concrete floor as required.
5. Provide roof inspection.
6. Install new windows
7. Install finish electrical per plans.
The following allowances were included in the Phase 2 bid. Submittal/shop drawing approvals will be required for approval of materials and actual cost.
Windows ......................................................... $40,000 Front Door......................................................... $6,000 Built-in cabinets/display cases ........................ $30,000 Window F.......................................................... $2,500 Exterior Signage ............................................... $2,500 The City solicited and received the following bids:
Contractor
Rod Wadsworth Construction $ 412,600.00
Chris Madson Construction Inc $ 395,291.00
Two Team Construction Inc. $ 359,356.00
Staff believes this is a good bid for the scope of work defined.
Staff recommends the City Council award the Visitor and History Center Rough Carpentry (Phase 2) to the low bidder, Two Team Construction, in the amount not to exceed $359,356.00 and authorize the City Manager to approve change orders up to 10%.

FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF DISPOSITION OF SURPLUS PROPERTY
RECOMMENDATION:
It is recommended the City Council adopt a Resolution declaring and approving disposition of surplus property.
BACKGROUND:
There are two items with some unique historical interest that staff propose be declared surplus property and disposed. The first is the old gas station sign that formerly stood at the corner of Broadway Street and Vanderhurst Avenue. The City took ownership of it when it acquired the property for the Downtown Plaza project. Since the time the building was demolished, the sign has been stored at the Public Works Corporation Yard. Staff have received some inquiries from 2-3 people who have expressed an interest in acquiring it as a collector’s item.
The second item is the surfboard that was presented to the City at the Amgen Tour stage start in 2018 after being signed by every professional cyclist participating in the race. It has been housed in City Hall, but the City has never had a suitable location to display or store it. In addition, City Hall already has the framed winner’s jersey displayed on the wall, which serves as an adequate souvenir from the event.
CITY COUNCIL
CONSIDERATION OF DISPOSITION OF SURPLUS PROPERTY
FEBRUARY 13, 2024
DISCUSSION:
It is proposed the sign be disposed of through an online auction. It is recommended that the surfboard be donated to First Tee Monterey County to be included as a silent auction item at their upcoming fundraiser on March 2 nd to
help fund services to the community. A minimum bid would be required.
COST ANALYSIS:
The disposition of the property will result in some minimum of revenue to the City.
ENVIRONMENTAL REVIEW:
This action is not a “project” for the purposes of the California Environmental Quality Act (CEQA) as it does not have the potential for resulting in either a direct physical change to the environment or a reasonably foreseeable indirect physical change in the environment. No further action is required under CEQA for City Council action.
ALTERNATIVES:
The following alternatives are provided for City Council consideration:
1. Adopt the Resolution;
2. Modify the Resolution to exclude one of the items;
3. Adopt the Resolution, but direct staff to dispose of the property through alternate means;
4. Do not approve disposition of these items; or
5. Provide staff other direction.
RESOLUTION NO. 2024-4981
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF KING
DECLARING CERTAIN PROPERTY SURPLUS AND PROVIDING FOR
THE DISPOSITION OF SAID PROPERTY
WHEREAS, the City of King (“City”) is the owner of a gas station sign that was previously located at 332 Broadway Street; and
WHEREAS, the City acquired the sign when it purchased the property for a public plaza; and
WHEREAS, the City owns a surfboard with signatures of all the professional cyclists who participated in the Amgen Tour stage start that took place in King City in 2018; and
WHEREAS, the City has no current use or appropriate area to store these items.
NOW THEREFORE, BE IT RESOLVED THAT the City Council of the City of King declares the gas station sign and surfboard listed in Exhibit A as surplus and authorizes the City Manager to dispose of said property.

Item No. 11 (A)
REPORT TO THE CITY COUNCIL
DATE: FEBRUARY 13, 2024
TO: CITY COUNCIL
FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF KING CITY FIRST TEE STUDENT
LEARNING CENTER PROJECT
RECOMMENDATION:
It is recommended the City Council approve the conceptual plan for the King City First Tee Student Learning Center project and direct staff to proceed with the formal approval process.
BACKGROUND:
First Tee has proposed to develop a student learning center at the King City Golf Course, which will be similar to a facility they have constructed and operate at their program in Salinas. It is proposed to be a joint effort with the King City Rotary Club as their Centennial project, which will take place in March 2026.
They are proposing to kick-off a capital campaign in March. Therefore, staff are recommending City Council provide approval of the project concept at this time.
Staff will return with recommendations for formal approval requirements within the next couple months.
DISCUSSION:
The proposed project concept consists of a roughly 3,200 square foot building where the barbeque is currently located. It will include a kitchen, 2 classrooms, golf studio, community room and office. The goal will be for First Tee to provide an opportunity to expand after-school programming, a public area for students to study and improve academics, project-based learning opportunities, community enrichment, a center for outreach programming, an outdoor gathering area, and a facility for community use.
