It doesn’t have to be monetary it could be through relationships. Even if we know any businesses that want to come in. His goal is to help in that area. REPORT TO THE CITY COUNCIL
DATE: FEBRUARY 25, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF AWARD OF CONTRACT FOR

DOWNTOWN ELECTRIC VEHICLE CHARGING STATION

PARKING LOT ENGINEERING AND DESIGN SERVICES
RECOMMENDATION:

It is recommended the City Council: 1) approve and authorize the City Manager to execute a consultant services agreement with Kimley-Horn in an amount not to exceed $75,000 for design and project management for the Downtown Electric Vehicle Charging Station Parking Lot Project; 2) appropriate $75,000 for the project from funds allocated by KCCP; 3) authorize the City Manager to make non-substantive changes to the agreement in a form approved by the City Attorney; and 4) authorize the City Manager to execute change orders in an amount up to 10% of the contract amount.

BACKGROUND:

In 2023, the City Council approved a Citywide Electric Vehicle Charging Station Plan. One of the City’s major budget priorities approved by the City Council for FY 2023-24 was to plan and obtain grant funding for sustainability and resiliency projects. A key component of these efforts was to establish King City as a leader in providing an extensive network of electric vehicle charging stations.

One of the key components of the plan was to establish a Downtown Electric Vehicle Charging Station at the vacant property at 225 Broadway Street. Grants have been approved for the project, so the City is ready to proceed with project design, property acquisition and construction.

DISCUSSION:

Staff obtained a proposal for the necessary design work from Kimley-Horn. The City has an on-call engineering services agreement with Kimley-Horn. The contract was established through a Request for Proposal process in which engineering firms were selected for ongoing work in several disciplines. KimleyHorn was selected for engineering services related to transportation projects.

The design work is needed at this time to complete the environmental review process, which in turn is needed to obtain the funding agreement for the Federal approved grant in order to proceed with property acquisition and construction.

The proposed scope of work includes engineering, survey and design. It includes both design of the parking lot and electric design and coordination with PG&E for the infrastructure needed to power the charging stations. PG&E coordination covered under the contract will include all the charging stations funded by the grants. In addition to 5 charging stations at the Downtown Electric Vehicle Charging Station lot, a grant obtained from the Association of Monterey Bay Governments (AMBAG) will fund 2 charging stations at City Hall, 2 at the Recreation Center and 2 at the Golf Course.

The cost proposal is as follows:

Project Management and Coordination $4,200
PG&E Coordination/ Application & Design Process $12,500 Electrical Design $26,500
PS&E $26,500
