ENGINEER
RE: CONSIDERATION OF FY 2025-26 STREET IMPROVEMENT

PROJECT, INCLUDING ADOPTION OF FINDING OF A
CATEGORICAL EXEMPTION, PURSUANT TO SECTION 15301

OF THE CEQA GUIDELINES
RECOMMENDATION:

It is recommended the City Council: 1) adopt a Resolution designating street projects for revenues from SB 1 - The Road Repair and Accountability Act of 2017 for FY 2025-26; 2) approve the FY 2025-26 Street Improvement Project; 3) approve a tentative 5-year plan for future street projects; and 4) adopt a finding of a categorical exemption, pursuant to Section 15301 of the CEQA Guidelines.

BACKGROUND:

A Street Improvement Program 5-Year Capital Improvement Project is being proposed again as part of the Recommended FY 2025-26/FY 2026-27 Biennial Budget. The primary sources of funding include the Transportation Agency for Monterey County (TAMC) Measure X sales tax funds and the SB 1 funds approved by the State.

In conjunction with TAMC, the City has developed a Pavement Management System. The system takes into account data on the condition of each street to manage street improvement projects over time in the most cost-efficient manner.

Therefore, this system is used to help identify recommended streets for resurfacing and slurry seal treatments each year.

The State requires the City to specifically designate the projects proposed to be funded with SB 1 funding. The window for submitting proposed SB 1 expenditures for FY 2025-26 ends June 30, 2025 with a second deadline to submit of October 1, 2025. Updated Measure X and SB 1 revenue figures have

been received for FY 2025-26. Therefore, staff have prepared a revised list of projects so staff can submit the required documentation in compliance with SB 1.

Since many of the street projects utilize a variety of funding sources, the SB 1 report submittal provides a good time to outline and seek Council’s approval for the entire street improvement CIP. This enables staff to coordinate funding sources to address the highest priorities, integrate revenues in the most effective manner, and notify other utilities of upcoming projects so they can schedule their street work prior to resurfacing projects.

DISCUSSION:

The FY 2021-22 budgeted street improvements included repaving the South San Lorenzo Street area. It was delayed to coordinate with the sidewalk improvement project. Staff believed this area is a good candidate for Community Development Block Grant (CDBG) funding. As a result, it was included in the CDBG application recently submitted and is projected to be completed in 2025-

26. Staff also recommend a delay in repaving Metz Road to coordinate with a future proposed Cal Water waterline upgrade project. Lastly, staff recommend making improvements to Broadway Street in coordination with the ATP Bike lane project scheduled to begin construction in 2026-27. Therefore, postponing the use of 2025-26 street funds for 1 year is recommended to generate the funding needed.

The Pavement Management System maintains staff’s recommended approach of reconstructing a few of the streets in the worst condition each year, while at the same time applying a slurry seal to some of the streets in better condition to prevent them from deteriorating to a point where reconstruction is necessary.

The slurry seal projects will follow the schedule set forth in the Unfunded Priority Needs Plan and will be recommended at a later time. Staff are requesting the City Council approve staff’s recommendations for present and future programmed street projects, which include the following:

FY 2025-26
CDBG Project:

San Lorenzo Street (Broadway Street to Pearl Street)
Luckett Street (San Lorenzo Street to Mildred Avenue)
Talbot Street (Canal Street to Mildred Avenue)

Staff are attempting to maintain the street improvement schedule in the Unfunded Priority Needs Plan as closely as possible. However, since the Sales Tax Measure was unsuccessful, there will be delays over time.

COST ANALYSIS:

The current balance of SB 1 funds is $666,163 and Measure X is $1,299,245.

The projected funds from SB 1 in FY 2025-26 are $372,982, the projected funds from Measure X are $529,950, and the projected funds from RSTP Fair Share are $30,000, which are recommended to be allocated in full to these projects.

The following are projected funding sources and expenditures for the projects proposed to be programmed:

RESOLUTION NO. 2025-5045

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF KING ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2025-26 FUNDED BY
SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of King City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and
WHEREAS, the City of King must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, the City of King, will receive an estimated $372,982 in RMRA funding in Fiscal Year 2025-26 from SB 1; and
WHEREAS, this is the eighth year in which the City of King is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community’s priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate roads in the City that are in tremendous need of rehabilitation; and WHEREAS, the City has many streets in poor condition and this revenue will help the City establish an ongoing pavement management program that will significantly increase the overall quality of its road system over the next decade; and
WHEREAS, the SB 1 project list and overall investment in the City’s local street and road infrastructure will improve safety, road conditions, appearance of the City, and reduce future costs by enabling the City to maintain its street system in a more efficient manner.

NOW, THEREFORE IT IS HEREBY RESOLVED, ORDERED AND FOUND by the City Council of the City of King, State of California, as follows:

1. The foregoing recitals are true and correct.

2. The City does not propose a Street project that will be funded in-part or solely with fiscal year 2025-26 Road Maintenance and Rehabilitation Account revenues.

3. The City proposes to carry over fiscal year 2025-26 funds into fiscal year 2026-27.

REPORT TO THE CITY COUNCIL
DATE: MAY 27, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF PUBLIC HEARING REGARDING

VACANCIES AND RECRUITMENT AND RETENTION EFFORTS
RECOMMENDATION:

It is recommended the City Council: 1) receive a presentation from staff on City staffing vacancies and recruitment and retention efforts as set forth in Government Code Section 3502.3; 2) open the public hearing, allow for presentations by union representatives, allow for testimony by the public, and close the public hearing; and 3) provide any comments or direction to staff.

BACKGROUND:

AB 2561 was introduced to address the issue of job vacancies in local government, which adversely affects the delivery of public services and employee workload. Among other requirements, the bill mandates that public agencies present the status of vacancies and recruitment and retention efforts during a public hearing before the agency’s governing body at least once per fiscal year. The bill was enacted into law and is codified as Government Code Section 3502.3. The new law became effective January 1, 2025. It requires the public hearing be held prior to adoption of the budget.

Other specific requirements of Government Code Section 3502.3 include the following:
• During the hearing, the public agency shall identify any necessary changes to policies, procedures, and recruitment activities that may lead to obstacles in the hiring process.
• The recognized employee organization for a bargaining unit shall be entitled to make a presentation at the public hearing at which the public agency

presents the status of vacancies and recruitment and retention efforts for positions within that bargaining unit.
• If the number of job vacancies within a single bargaining unit meets or exceeds 20 percent of the total number of authorized full-time positions, the public agency shall, upon request of the recognized employee organization, include all of the following information during the public hearing:
o The total number of job vacancies within the bargaining unit. o The total number of applicants for vacant positions within the bargaining unit.
o The average number of days to complete the hiring process from when a position is posted.
o Opportunities to improve compensation and other working conditions.

Representatives from each labor group were notified and invited to make a presentation at the public hearing. If vacancies exceed 20 percent of the authorized full-time positions, the union representative was instructed to provide the City a minimum of 5 days notice prior to the public hearing if requesting the additional information set forth under Government Code Section 3502.3.

DISCUSSION:

Staffing
The City is currently allocated 44 full-time positions. There are roughly an additional 75 part-time positions, including part-time firefighters and seasonal recreation employees.

Of the 44 full-time positions, 39 are represented by 4 unions and employee associations, which consist of the following:
• King City Confidential Employees Association (“KCCEA”) • King City Police Sergeants Association (“KCPSA”)
• King City Police Officers Association (“KCPOA”)
• Service Employees International Union Local 521 (“SEIU”) Full-time staffing is allocated as follows:

Total 44
Vacancies
There are currently 4 vacancies, including the following positions:

Police Officer 3
Police Records Technician 1
Police Customer Service Assistant 1
Two of the vacancies are represented by SEIU. They represent a total of 19 positions, so it results in a vacancy rate of 10.52% for their union. Three positions are represented by the KCPOA. There are currently 11 police officer positions, so that results in a vacancy rate of 27.27%. Therefore, those vacancies trigger the additional requirements under AB 2561. The City Manager received a formal request from KCPOA to present the additional information at the public hearing, which is attached as Exhibit 1. The information requested has been incorporated into the staff report.

Recruitment Process
The City has established a recruitment process to fill its hiring needs.

Recruitment begins once staff are notified of a resignation or other termination of employment. The recruitment process consists of the following; • The Human Resources Manager and the hiring manager collectively review the job description and identify any changes to the role and responsibilities of the vacant position. A timeline is created with dates for identifying panelists, projected panel interviews, and the hiring manager’s interviews. • Once the needs are identified, the job description is open and posted for the specified timeline (typically 30 days). Posting is placed on the City website and any other social platforms depending on the hiring department. This could vary from any of the following; POST, Government jobs, LinkedIn, local newspaper, City Instagram and City Facebook.

CITY COUNCIL

CONSIDERATION OF PUBLIC HEARING REGARDING VACANCIES AND

RECRUITMENT AND RETENTION EFFORTS

• Applications are collected during the posted timeframe. Candidates receive communication from Human Resources confirming the application has been received along with a timeline of an expected response update. • At the end of the posting cycle, the position is closed from all posted platforms. Applications are reviewed and assessed based on qualifications for the position. A shortlist of selected candidates is created, thus moving to the next phase of the interview process. Human Resources begins scheduling interviews with an impartial panel.
• Once panel interviews have been completed, the panelists rank the candidates and recommend the final selection of the most suitable candidates to discuss with the hiring manager. These candidates move forward to the final interview with the hiring manager for interview and final selection.
• The selected candidate for the position is extended a conditional offer of employment from the City with the requirements to begin the required background process.

It has taken on the average 82 days from the time of posting a police officer position to interviews, background, screening and the final hire. This does not provide the entire picture regarding the time involved. The Police Academy then takes roughly an additional 5 months to complete before a hired police recruit can begin field training as an officer. In addition, the police recruit may sometimes need to wait several months before the next available Police Academy begins.

Status of Recruitments
Recruitment is under way and interviews have occurred for the police officer vacancies. The vacancies resulted from several unique circumstances. Only one occurred due to a resignation. The City received a total of 6 applications.

Recruitment is also under way and initial interviews have been completed to fill the Police Records Technician position. The City received a large number of applications from qualified individuals, so staff are optimistic that the position will be filled soon. A total of 21 applications were received.

The Police Customer Service Assistant position is proposed not to be filled due to budget constraints.

Recruitment and Retention Efforts
Salaries and Compensation:

King City’s salaries and compensation were historically the lowest in Monterey County, which was due largely to the financial constraints of a severe negative General Fund balance. The City has worked hard to eliminate its debt and develop a financial reserve. It has also made a significant investment in improving its employee salary and benefits.

The City primarily competes with other South Monterey County jurisdictions to hire employees, so the City Council has established those cities as its comparison cities in ongoing salary surveys. As a result of its investment, King City is no longer the lowest in the survey. Instead, every position is no lower than third and in many cases is second among the 4 cities. Therefore, significant progress has been made in establishing competitive salaries. The City also maintains a competitive benefit package.

Police Recruit Position:

A few years ago, the police recruit position was established to expand potential candidates for the police officer position. Under this program, the City can recruit and hire individuals with no police experience. The City then pays the recruit a salary and tuition to attend the police academy. Once the police academy is successfully completed, the recruit is promoted to police officer and begins his or her field training.

Step Increase:

In January 2024, the City provided a one-time bonus by awarding a one-time salary step increase to all officers and sergeants not already at the top step. The purpose was to increase the retention of existing officers.

Recruitment of Local Candidates:

The City has established a targeted effort to recruit candidates for police officer vacancies who live in the local area. The intent is to increase retention by attracting officers who are more likely to maintain employment for an extended period. This is more likely if new employees do not have to relocate. It also attracts officers who are knowledgeable of, and committed to, the community.

CITY COUNCIL

The City developed a promotional program, which included a flyer advertising the recruit program mailed to every household, local radio ads, articles in the City newsletter mailed to every household, and announcements on social media and the City’s website.

Police Academy Outreach:

Police staff have visited several police academies to make presentations and meet with potential recruit candidates. The goal is to recruit candidates that have already committed to a law enforcement career and begun the police academy, so they will graduate and be able to begin employment sooner. Teams visiting the police academies have included the Chief or Captain and officers who can share their perspective on the positive reasons to work for King City.

Organizational Values:

The City has established and is committed to organizational values, which are based upon the following:

Building trust through ethics, integrity, accountability and communication; Respect others and each other at all times;
Effectiveness through dedication and commitment to the community.

These values are the foundation of how the City organization operates and are reinforced at all stages of employment. They also represent the basis of how organization leaders are selected. The City has worked hard to create a reputation for maintaining a quality work environment.

Training:

The City supports and has developed several opportunities for employee training and development in all areas of the organization.

Relationships with Allied Agencies:

The Police Department established relationships with staff from allied agencies who refer potential police recruits when they do not have a vacancy to fill. The overhire currently in the police academy is one such referral.

Process Improvements:

Staff have taken the following actions to improve the recruitment process:
• To improve recruitment efforts, staff ensure job descriptions are up to date to optimize postings. Staff are using more of the City’s social media platforms to extend job postings, share employee benefits and attract candidates.
• During the recruitment phase, Human Resources remains in communication with candidates to ensure they remain interested and feel they are treated fairly and responsively.
• The City strives to retain existing staff by continuing to improve employee morale and engagement. While staying within budget constraints, staff develop ongoing opportunities to plan employee events and continue to enhance an appealing work environment.
• Staff have attempted to create opportunities for advancement and emphasize promoting from within when possible.
• The staff team encourages and promotes work-life balance.

Future Efforts
Sales Tax Measure:

Staff are proposing the sales tax measure be placed on the ballot again at the next election in 2026. It will be important for it to pass to provide the financial resources needed to maintain competitive compensation in the future and to address staffing needs.

Reduction of Overtime:

One of the most significant issues in the Police Department impacting working conditions has been the amount of overtime required on an ongoing basis. It has resulted from several issues, including the following:
• Periodic staffing vacancies
• Increase in shooting incidents over the past several years, which require a major response and follow-up investigation activities

• The number of ongoing special events and parades that require police participation and/or security
• The number of activities requiring special patrols, such as fireworks enforcement during July 4th, major events, threats that are reported, etc. • Overtime needed to backfill employees on leave; sick, compensatory, and/or vacation
• Overtime needed to backfill employees sent for training; state mandated and/or training identified as a departmental priority to maintain effective police services
• Overtime needed to backfill for officers transporting an arrestee to jail; usually a 4 to 6 hour process for transport and booking • Small staff, which results in less officers to share overtime coverage needs Some of the measures being worked on to address overtime include the following:
• Recruitment efforts to fill vacancies and increase retention as described above.
• A temporary overhire of one position was approved to address a position on leave.
• Additional private security and volunteers are being requested for many special events.
• Approval of special events and parades will be more closely evaluated in the future.
• It may be required to reduce special enforcement activities to only those determined as essential.
• Block parties are going to be replaced with two activities held in public parks.
• Public education may be necessary to address community expectations of service levels related to non-emergency activities.

RE: CONSIDERATION OF NEW FRANCHISE AGREEMENT WITH USA

WASTE OF CALIFORNIA (DBA WASTE MANAGEMENT) FOR SOLID

WASTE, RECYCLING AND ORGANICS COLLECTION AND

PROCESSING SERVICES AND RATE ADJUSTMENT EFFECTIVE
JULY 1, 2025
RECOMMENDATION:

It is recommended the City Council: 1) approve the new Franchise Agreement with USA Waste of California (DBA Waste Management, hereinafter “WM”) for a tenyear term with up to 2 5-year extensions; and 2) adopt a Resolution approving the recommended rate schedule with a 13.07% rate adjustment effective July 1, 2025.

BACKGROUND:

The City’s current franchise agreement (Agreement) with WM for the subject services was approved in January 1996. Several subsequent minor amendments have been approved since then, the latest on June 27, 2017. The term end of the Agreement expires June 30, 2025.

As the designated contract administrator, the Salinas Valley Solid Waste Authority (SVSWA) has been working with the four South Monterey County Cities to plan for a new service agreement. In June 2022, SVSWA solicited proposals from consultants to conduct the new franchise hauler procurement for the Cities. After no proposals were received, the cities authorized SVSWA to administer the procurement process. A Request for Proposals (RFP) for waste hauler services was released on March 17, 2023. On June 30, 2023, SVSWA received proposals from three companies (GreenWaste Recovery, LLC, Recology, Inc., and WM). The proposals were reviewed and analyzed by the RFP evaluation team (made up by

SVSWA and South County cities’ staff). The rates proposed were compared to the equivalent services at the current contract rates and found to be significantly higher.

The proposal rates ranged from an average of 33% to 55% increase in certain customer service rates, with some services reaching almost 100% increase. As a result, in October 2023, all four cities rejected all proposals and directed SVSWA to enter into discussions with the two current South Monterey County franchise haulers for a potential contract extension.

Based on the City’s direction, SVSWA contacted Tri-Cities Disposal & Recycling Service, Inc., the waste hauler for Cities of Greenfield, Soledad, and Gonzales about the possibility of including King City in their contract extension. However, the company owner declined due to the costs involved in expanding their operation.

SVSWA has since been working with WM and the City to finalize the proposed Agreement.

DISCUSSION:

During negotiations, various services from the original RFP were evaluated. Cost control was established as the highest priority. Therefore, the proposed Franchise Agreement primarily revises language to address new state requirements and adds only limited new services.

The following are the additional services recommended in the Franchise Agreement along with the cost impact of each.
• Curbside Bulky Item Collection – for an increase of 0.53% in the proposed new rates, residents will be able to schedule a bulky item pickup once per year at no cost, limited to three bulky items per collection. Multi-Family Dwellings owners/property managers will also be able to coordinate one bulky collection event for all units once per year. Staff believe this is an important item because staff respond to a large number of abandoned bulky items, such as mattresses and appliances.
• Curbside Used Battery Collection – at no additional cost, residents will be able to place used household batteries in a sealed plastic bag placed on top of the Blue Container on their regular collection day.
• Curbside Holiday Tree Collection – at no additional cost residents can schedule a holiday tree collection between January 1 – 31. Staff believe this is an important item because staff respond to a number of abandoned Christmas trees after the holidays.

• Optional Street Sweeping Services – for a cost, the City may request that WM provide street sweeping services at any time during the franchise term. It is not recommended at this time, but the provision will provide some flexibility to the City to expand street sweeping services in the future and reduce costs.

Pricing will be negotiated at the time of the service request.

The proposed customer rates are composed of seven contractual rate components and the City’s franchise fee. Each year, these components are adjusted based upon the franchisee’s financial results for the period of January through December of the previous year. Each component is then assigned a percentage weight based on the proportionate share of its rate component costs to the total cost.

The new Agreement proposes an initial 13.07% overall rate increase to the current customer rates. Although this number is relatively high compared to increases in previous years, it is considerably lower than the original RFP costs that ranged from 33% - 55% increase, but with less added programs.

The size of the increase this year is partially due to operational costs that have increased more than CPI over the course of the term of the franchise agreement.

Therefore, the increase is composed of three parts: 1) a catchup provision to address the disparity between costs and revenues that has grown over several years; 2) the annual increase based on the rate methodology set forth in the Franchise Agreement; and 3) the cost of adding the bulk item pickup service and the City’s proposed increase in the franchise fee. A credit is also applied due to the savings generated from implementing the delinquent payment assessment process.

The proposed net catchup provision to WM’s service costs is 6.38%, which is broken down as follows:

WM Base Rate Bridge Gap
Driver Wages 2.7%
Truck & Maintenance Costs 0.1%
Operations Support Costs 0.1%
SGA x-Bad Debt 2.9%
Fuel Index 1.3%
Profit Standard 7.8%
Actual Bridge Gap 14.8%
Bad Debt Reduction -8.4%
Net Total Bridge Gap Increase 6.38%

The 6.38% adjustment would bring their base rate to a reasonable profitability standard and is due to a number of financial factors impacting the operation since 2017 that have resulted in accrued shortfalls:
• CPI has not kept up with actual costs over the lifetime of the current agreement.
• Labor, maintenance and repair, parts, etc. costs have increased above CPI. • Collective bargaining agreements have been renegotiated during the contract, which have resulted in higher than typical costs due to the impacts of the labor shortage. For example, one year experienced a 14% labor increase while the CPI was only 3.2%.
• A new truck in 2017 was $250K vs $450K in 2023. CPI was on average 3.3% year-over-year while the actual cost for operating capital increased at 10.5%. • New 64-gallon carts cost $45 in 2017 and in 2023 cost $59 dollars. • In 2017, environmental fees averaged about $8K annually while in 2023 they were $20K.
• Increased scrutiny on personal hygiene post-Covid led to increased supply and compliance costs.
• WM profit was $17K total over the last seven years.
• $1.03M of bad debt was unable to be recouped from 2017-2021. A mechanism to capture the rate losses was not approved until 2022 and the special tax assessment process for delinquent payers was not established until FY 24-25.

To ensure that there is a checks and balances mechanism, WM has agreed to include and partially fund financial reviews during the term of the Agreement to satisfy contract oversight and fiduciary responsibility.

Below is the breakdown of the overall 13.07% increase to the current customer rates by the different base fee components:

9. Bulky Item Program (new) 0.53%

10. WM Base Rate Bridge Gap (Yr 1 only) 6.38%
TOTAL 13.07%
• Item 1 is the result of WM’s recently approved labor contract. • Item 2 is the result of a decrease in fuel costs from the previous year. • Items 3-6 are pass-through fees approved by SVSWA and collected by WM. • Item 7 is WM’s cost for processing recyclables, currently at Monterey Regional Waste Management District.
• Item 8 reflects a compounded 1% increase in the City’s Franchise fee. • Item 9 is the added cost for the new bulky item collection program. • Item 10 is the bridge gap request from WM to bring them up to their profitability margin as described above. WM has advised that in the past several years CPI adjustments have not kept up with the increased costs, which have led to substandard profit margins.

The table below reflects the 13.07% fee increase allocated to the respective rate components to a residential customer with a 35-gallon garbage container and to a commercial customer with a 3-cubic yard bin with weekly service.

COST ANALYSIS:

It is projected that the proposed FY 2025-26 customer cap rates will increase franchise fee revenue to the City by approximately $46,000 per year based on adjusted first year revenues.

ENVIRONMENTAL REVIEW:

The fees and Franchise Agreement are not considered a “project” for the purposes of the California Environmental Quality Act (CEQA). Therefore, the fee adjustments do not have the potential for resulting in either a direct physical change to the environment or a reasonably foreseeable indirect physical change in the environment. No further action is required under CEQA for City Council action.

ALTERNATIVES:

The following alternatives are presented for City Council consideration:

1. Approve staff’s recommendations;

2. Approve the Franchise Agreement and direct staff to negotiate the provision of street sweeping services;

3. Request changes to the terms of the Franchise Agreement;

4. Request additional analysis on any of the specific components of the rate increase to potentially justify a modification to the rate increase; or,

5. Provide staff other direction.

REPORT TO THE CITY COUNCIL
DATE: MAY 27, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF CITY MANAGER RECRUITMENT AND

SELECTION PROCESS
RECOMMENDATION:

It is recommended the City Council: 1) approve the proposed recruitment and selection process for the new City Manager; and 2) appoint a subcommittee of 2 members of City Council to assist the City Manager in selection of the executive search firm.

BACKGROUND:

The City Manager has announced his pending retirement, which will become effective in January 2026. The intent is to provide time for the selection of his replacement and a smooth transition. A process for attracting and selecting the best replacement possible is proposed. The City Manager, Human Resources Manager, City Attorney and City Clerk will assist the City Council. However, hiring an outside consultant is recommended to provide professional expertise and the ability for Council to work directly with the consultant in an impartial and independent manner on priorities and the selection.

DISCUSSION:

It is proposed the City Manager help guide and administer the process of selecting a professional executive search firm. Under the recommended process, the City Council would select a subcommittee of two representatives to assist with interviews and recommendation of the selected firm. The City Manager and staff can also assist in providing the consultant with information on operations and the community for creation of the job announcement. It is advised not to involve the City Manager in drafting priorities for the position, interviews and the selection deliberation so the Council can be comfortable in discussing any desired changes. The Human Resources Manager can assist the

consultant with any logistical needs. The City Manager will of course be available for any questions the City Council may have along the way if desired.

The following tentative schedule and steps are proposed:

City Manager prepare and release RFP 6/2/25
Proposals due 7/2/25
Screening of proposals by City Manager 7/4/25
Interviews of finalists by City Manager and Council subcommittee 7/14/25 Subcommittee recommendation and Council contract approval 7/22/25 Consultant development and Council approval of job announcement 8/26/25 Open recruitment 9/1/25
Close recruitment 10/20/25
Scheduled interviews 11/7/25
Follow-up interviews 11/17/25
Complete background process for selected candidate 12/4/25 Council approval of appointment 12/9/25
Begin employment 1/19/26
Additional details regarding public outreach, the interview process and other measures will be decided in collaboration with the consultant. The City Council has cancelled the second meeting in July during the past several years to accommodate vacation schedules. Under this schedule, the City Council would need to reconsider that practice this year or select a different meeting. There are several time sensitive projects under way, so it may be necessary to forego cancelling a meeting this summer.

COST ANALYSIS:

The estimated cost for consultant services is projected to be $20,000. There are sufficient funds in the draft budget to address those costs.

ENVIRONMENTAL REVIEW:

This matter is not a “project” for the purposes of the California Environmental Quality Act (CEQA) as it does not have the potential for resulting in either a direct physical change to the environment, or a reasonably foreseeable indirect physical change in the environment. No further action is required under CEQA for City Council action.
