RE: CONSIDERATION OF CONTRACT SERVICES AGREEMENT
FOR BUILDING INSPECTION, PLAN REVIEW AND PARCEL
MAP REVIEW SERVICES
RECOMMENDATION:
It is recommended the City Council: 1) approve and authorize the City Manager to execute a new Contract Services Agreement with CSG Consultants, Inc. for building plan review and inspections and parcel map review services for an additional 3-year period; and 2) authorize the City Manager to make nonsubstantive changes as deemed necessary in a form approved by the City Attorney.
BACKGROUND:
In September 2017, a contract with CSG Consultants, Inc. was approved to provide all building inspection, plan review and related building official services.
The agreement was renewed in October 2018 and hours of the Building Official were expanded. In April 2019, the contract was expanded to include temporary code enforcement services, which was later discontinued when a full-time position was created. It was also later expanded to add parcel map review on an as-needed basis. The existing agreement was renewed in 2022 and expires in June 2025.
DISCUSSION:
The services provided under this contract have been very good. It has resulted in improvements to both the City’s building permit and code enforcement functions. The City is no longer utilizing the code enforcement services, but they are still included in the contract to provide the capability of utilizing services on a temporary basis when needed. The new contract is proposed to be for another term of three years.

RE: CONSIDERATION OF THIRD AMENDMENT TO KING CITY
GOLF COURSE OPERATION CONTRACT SERVICES
AGREEMENT WITH FIRST TEE MONTEREY COUNTY
RECOMMENDATION:
It is recommended the City Council: 1) approve and authorize the City Manager to execute an amendment to the contract services agreement with Future Citizens Foundation DBA (First Tee Monterey County) for operation and management of the King City Golf Course; and 2) authorize the City Manager to make non-substantive changes as necessary in a form approved by the City Attorney.
BACKGROUND:
At the October 11, 2022 meeting, the City Council approved an agreement with First Tee Monterey County to operate the King City Golf Course beginning November 1, 2022. The Council then approved an amended agreement at the November 8, 2022 meeting to address issues with the landscape maintenance contract.
The 2023 winter floods caused substantial damage to the Golf Course, which has had a significant impact on the operations and revenues. The agreement was amended in January 2024 to increase the payments to First Tee to address a portion of the financial impact. Those payments expired at the end of 2024. First Tee has continued to operate the Golf Course at a loss through 2024 due to damage to the facility, so they have requested additional financial assistance this year since their revenue comes from donors who have made contributions for youth programming.

At the March 25, 2025 meeting, the City Council approved an additional monthly subsidy of $15,000 for the period of April 1, 2025 through June 30, 2025. At the May 29, 2025 Budget Study Session, staff recommended and Council approved extending the subsidy for an additional 2-month period.
DISCUSSION:
The Golf Course renovation project is facing several challenges due to delays, budget constraints, cost increases, and cash flow constraints. The attached third amendment to the contract services agreement will approve the additional 2- month subsidy amount. The purpose of the extension is to provide time to work on a potential solution involving financial participation from a local non-profit. If a solution has not been agreed upon by the end of the subsidy period, Council directed to staff begin work on plans to shut down the Golf Course and identify other potential uses for the property. No subsidies are budgeted past January 1, 2026.
COST ANALYSIS:
The cost of the increased subsidy is $30,000, which is included in the proposed FY 2025-26/FY 2026-27 Biennial Budget.
ENVIRONMENTAL REVIEW:
Operation of the Golf Course is not a “project” for the purposes of the California Environmental Quality Act (CEQA) as it does not have the potential for resulting in either a direct physical change to the environment or a reasonably foreseeable indirect physical change in the environment. The environmental review process has been completed for the restoration project and the determination will be presented to the City Council for consideration when the award of bid is presented. No further action is required under CEQA for City Council action.
ALTERNATIVES:
The following alternatives are provided for City Council consideration:
1. Approve staff's recommendations;
2. Modify the extension period for the subsidies;
3. Do not approve any additional Golf Course subsidies; or
4. Provide staff other direction.

RE: CONSIDERATION OF AGREEMENT WITH SEE MONTEREY
FOR MEMBERSHIP IN THE MONTEREY COUNTY
DESTINATION MARKETING ORGANIZATION
RECOMMENDATION:
It is recommended the City Council approve and authorize the City Manager to execute an Agreement with See Monterey for destination marketing organization membership and services.
BACKGROUND:
See Monterey, formerly known as the Monterey County Conference and Visitors Bureau, is a Destination Marketing Organization that markets, promotes and provides programming designed to increase visitors and visitor serving business in Monterey County. Their focus was traditionally targeted on the peninsula destinations, but the South Monterey County cities have recently been approached to join as Jurisdiction Investing Partners as a way for them to expand their programming and the destinations offered.
At the September 13, 2022 meeting, the City Council approved submitting a Letter of Intent to join as a Jurisdiction Investing Partner beginning July 1, 2023.
At the April 9, 2024 meeting, the City Council approved an agreement for the membership, scope of work and fee. That agreement has expired, so staff are recommending a new two-year agreement be approved.
DISCUSSION:
As a Jurisdiction Investing Partner, See Monterey coordinates the majority of the City’s tourism marketing effort. Staff believe it is beneficial for the City because it enables the City’s participation in an extensive and high tech visitor promotion effort that the City could not provide on its own or in partnership with just the

other South Monterey County jurisdictions. It has been particularly effective in expanding and improving social media outreach. It is now even more important to increase the City’s marketing efforts to take advantage of the investments that have been made in downtown improvements to help attract visitors.
Some of the key benefits outlined in the Letter of Intent include the following:
• Inclusion in See Monterey business development and marketing programs that target leisure, group and international travelers
• Destination page on Seemonterey.com
• Inclusion in advertising, co-op and advertorial opportunities offered to King City, including its points of interest and local businesses • Representation in media relations programs, including press releases, media visits, pitches and satellite media tours
• Amplification of King City and local businesses and events on See Monterey social networks and digital platforms
• Access to See Monterey expertise, data, research, images and videos, and community training programs
COST ANALYSIS:
The annual fee for participation is 3% of the City’s Transient Occupancy Tax revenues, which is estimated to be $12,500. The cost was included in the proposed FY 2025-26/FY 2026-27 Biennial Budget.
ENVIRONMENTAL REVIEW:
Tourism promotion programming is not a “project” for the purposes of the California Environmental Quality Act (CEQA) as they do not have the potential for resulting in either a direct physical change to the environment or a reasonably foreseeable indirect physical change in the environment. No further action is required under CEQA for City Council action.
ALTERNATIVES:
The following alternatives are provided for City Council consideration:
1. Approve staff's recommendation;
2. Direct staff to pursue modifications to the Agreement;
2. Do not approve the Agreement; or

RE: CONSIDERATION OF APPROPRIATION FOR LIBRARY AIR
CONDITIONER REPLACEMENT
RECOMMENDATION:
It is recommended City Council: 1) approve an appropriation of up to $30,000 for replacement of the air conditioning unit at the Library; and 2) authorize the City Manager to execute a contract to the low bidder to perform the work.
BACKGROUND:
The King City Branch Library is owned by the City and operated by Monterey County Free Libraries. The City is responsible for building repairs. Staff have been receiving complaints from the Library staff for several months regarding problems with the HVAC. The City contracted for repairs, but they were unsuccessful. As a result, staff anticipates that replacement may be necessary.
DISCUSSION:
Staff have not received a cost estimate yet or a final determination of the work and upgrade needed. It is hoped to obtain one prior to the City Council meeting.
If it is received, staff will distribute an updated staff report.
Staff believe it would be beneficial to appropriate and authorize the expenditure in advance. If a heat wave were to occur in the next couple weeks, the project may be an urgent need that staff will want to address prior to the next meeting COST ANALYSIS:
The expense will have to be funded from the General Fund unappropriated fund balance. Staff anticipate the cost will be significantly less than requested, but it is

intended to ensure the amount necessary is available if the project needs to be addressed on an urgent basis.
ENVIRONMENTAL REVIEW:
Staff have performed a preliminary environmental assessment of this project and have determined that it falls within the Class 1 Categorical Exemption set forth in CEQA Guidelines, section 15301 as this expense is for the repair of an existing facility, which will not result in expansion of the facility. Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, section 15300.2 apply to this project.
ALTERNATIVES:
The following alternatives are provided for City Council consideration:
1. Approve staff's recommendation;
2. Appropriate a lower amount;
3. Do not approve the item and direct staff to wait until bids can be obtained; or
4. Provide staff other direction.

RE: CONSIDERATION OF FY 2025-26/FY 2026-27 BIENNIAL
BUDGET AND FY 2025-26 APPROPRIATION LIMIT
RECOMMENDATION:
It is recommended the City Council: 1) adopt a Resolution approving the FY 2025-26/ FY 2026-27 Biennial Budget; and 2) adopt a Resolution establishing the appropriation limit from tax proceeds for FY 2025-26.
BACKGROUND:
Staff are pleased to present the Recommended Biennial Budget for FY 2025-26/ FY 2026-27 for the Council’s consideration. Copies of the budget have been distributed to the City Council, which includes a budget message, overview information, summary of General Fund accounts, summary of enterprise funds, summary of special funds, the Capital Improvement Program (CIP), and the Long-Range Financial Plan. Please review the budget message for a more detailed discussion of the contents and analysis of the proposed budget.
The City Budget Advisory Committee reviewed the recommendations at their meeting on May 21, 2025 and unanimously recommended the City Council adopt the budget as proposed. The City Council considered the proposed biennial budget at a public budget workshop held on May 29, 2025 and provided direction to staff on requested amendments. Those amendments have been incorporated into the budget document, which is now recommended for final approval along with the FY 2025-26 appropriation limit.
DISCUSSION:
The budget document is a proposed work plan for the upcoming two fiscal years based upon the collective expertise and consensus of the City staff leadership

team. The budget was drafted based upon the major budget goals/priorities that were approved by the City Council in the first step of the budget process. They include the following:
• Maintain existing staffing and service levels for core priority services. • Maintain the City’s reserve policy goal of 20% of the General Fund operational budget.
• Complete the roundabout and bike path projects.
• Pursue additional grant funding and obtain approvals for the multimodal transit project, completion of the streetscape project, and the citywide planting strip project.
• Promote new housing development.
• Fund professional consultant services to assist the City in developing the proposed 2026 sales tax measure and outreach effort.
In addition, the City Council approved operational goals for each department which are also addressed in the proposed expenditures. They are presented with the overview for each department in the General Fund section of the budget document along with FY 2023-24/ FY 2024-25 Accomplishments.
In the General Fund, expenditures are proposed to exceed revenues by $1,119,291 in FY 2025-26 and by $5,871 in FY 2026-27. This is due to a combination of diminishing revenues, increasing costs outside the control of the City, and the proposed use of reserves for large and unique one-time expenditures.
Some of the primary budget impacts include the following:
• Reduction in sales tax projections
• Increase in liability, workers’ compensation and property insurance costs • Increase in legal costs
• Increase in emergency dispatch costs
• Increase in medical insurance costs
• Increase in police overtime costs
• One-time unanticipated expenditures (use of reserves)

When funding for one-time expenditures and capital improvements is removed, the remaining ongoing operation revenues and expenditures are balanced. It is typically not recommended to use reserves for ongoing operational costs because it will create a structural budget imbalance.
The one-time expenditures and capital improvements addressed in the budget with reserves include the following:
Item FY 2025-26 FY 2026-27
Sales tax consultant $50,000 $25,000
Completion of homeless projects $297,000 $0
Carryover for approved outdoor dining grant $100,000 $0 Golf course operation subsidy until renovated $90,000 $0 Golf course renovation local share $551,000 $0
Carryover for pool fence project (grant received) $240,000 $0 Sidewalk improvements CIP $0 $50,000
Total $1,328,000 $75,000
The majority of homeless project funding is designated as contingency funds for the construction of improvements to the Homekey project at the former Days Inn site. Therefore, it may not be used if the project is completed within the budget.
The primary cause of the need to use a large portion of reserves is the flood damage to the Golf Course. Staff are studying options on how to proceed with that project, so it is possible that some of that funding won’t be used depending upon the strategy selected by the City Council. Options will be presented in more detail for discussion at the Budget Workshop.
Despite the recommended use of reserves, the ending General Fund balance for FY 2026-27 is projected to be $2,896,911 which represents 25% of the General Fund Budget and maintains the City’s reserve policy goal. It also continues to represent substantial progress when compared to the roughly $5 million negative fund balance in 2016.
The recommended General Fund allocations represent what can be described as a “bare bones” budget aimed primarily at maintaining basic service levels while preventing layoffs. Little discretionary spending or projects are proposed, which is necessary to maintain operational expenses balanced with operational revenues.
The following budget reductions and revenue enhancement measures have been incorporated to achieve the goal of balancing ongoing costs and revenues and minimizing the use of reserves:

• Elimination of a vacant customer service representative position in the Police Department.
• Reduction of the façade improvement grant program.
• Reductions in consultant services for engineering, grant writing, disaster preparedness and training.
• Reduction in community promotion and event funding, including elimination of the fireworks show contribution and block party program and reduction of funding for Ciclovia. This will require the elimination of some programs and more reliance on grants and sponsorships for others.
• Elimination of General Fund revenues budgeted for capital projects, including streets and ADA improvements.
• CPI increases to the City’s Master Fee Schedule.
• Proposed increase to the refuse and recycling franchise fee. • Increases to airport hangar lease rates.
At the May 29th Budget Workshop, the City Council directed staff to make the following adjustments:
• Elimination of funding for 2 annual block parties proposed at City parks, which resulted in the reduction of $10,000 in both FY 2025-26 and FY 2026- 27 in the Police Department account.
• Elimination of the General Fund appropriation in the Capital Improvement Program for sidewalk improvements in FY 2025-26, which resulted in a reduction of $50,000 to the FY 2025-26 budget.
• A deadline on the Golf Course subsidy with resulted in a reduction of $90,000 in both FY 2025-26 and FY 2026-27.
• A condition that a contribution of $150,000 will be required in order to proceed with the Golf Course renovation.
These changes resulted in a total decrease in costs of $300,000 in FY 2025-26 and $100,000 in FY 2026-27. City Council also directed staff to pursue cost

recovery for police services for special events and to reduce the overtime required where possible by requiring private security.
In addition, staff have incorporated the following additional recommended changes with a further net expenditure decrease:
• Funding was reduced in the City Manager account professional services line item.
• Funding was added to the City Manager account recruitment line item for the consultant to assist with the City Manager recruitment. • Funding was added to the Non-Departmental account professional services line item for upgrade of the website system to provide new software to assist the City Clerk with the challenge of responding to a substantial increase in public records requests that has occurred over the past couple years.
The changes that were made to the preliminary budget have created a net projected increase to the FY 2026-27 General Fund balance of $430,000.
Other funds are balanced. Despite budget constraints, the City has been able to maintain an extensive list of planned projects in the capital improvement program funded primarily through grants and special funds. Major projects proposed include the annual Street Improvement Program; Multimodal Transit Center, Broadway Street/San Antonio Drive Roundabout, design and construction of the San Antonio Drive Bike Path Project, downtown electric vehicle charging station and pool complex fence.
Two scenarios of the Long-Range Financial Plan are presented again this year.
The Scenario I – Base Plan demonstrates that the recommended expenditures cannot be maintained over the next 10-year period. The fund balance decreases under these projections and becomes negative by FY 2033-34. To address the long-term unsustainability of the budget, staff recommends an additional ½ cent sales tax measure be considered. Measures were proposed on the ballot in 2022 and 2024, but both were narrowly defeated. Scenario II demonstrates that approval of the sales tax measure will address the funding shortfall and generate excess revenue available to meet important unfunded needs, such as increased public safety staffing and street improvements.
The Long-Range Financial Plan scenarios demonstrate that the City Council can adopt the current recommended revenue and expenditure allocations without the fund balance dropping below the City’s policy level of 20% prior to consideration

Item No. 11 (B)
REPORT TO THE CITY COUNCIL
DATE: JUNE 10, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF THIRD AMENDMENT TO MONARCH INN
LEASE AGREEMENT
RECOMMENDATION:
It is recommended the City Council: 1) approve and authorize the City Manager to execute a Third Amendment to the Lease Agreement for the Monarch Inn for the temporary homeless emergency shelter program; and 2) authorize the City Manager to make non-substantive changes as necessary in a form approved by the City Attorney.
BACKGROUND:
The City has experienced an ongoing significant level of homelessness. A substantial number of homeless individuals formerly resided in encampments in the Salinas Riverbed area, which created issues regarding unsafe living conditions, environmental damage, public safety concerns, and fire hazards. The City has undertaken efforts to do its part in addressing homelessness in a proactive manner.
The most significant step was the application and approval of a Homekey project, which is proposed to be a permanent supportive housing facility. The former Days Inn hotel was acquired, but the City has experienced significant delays due to serious financial problems, fraud and mismanagement of the project by the developer (Shangra-La Industries, LLC).
The City has now obtained approval for the additional grants needed to proceed with the project. The property is in escrow and the project is anticipated to be under construction within the next two months.
CITY COUNCIL
CONSIDERATION OF THIRD AMENDMENT TO MONARCH INN LEASE
AGREEMENT
JUNE 10, 2025
Due to the ongoing delays, the City and its agency partners developed an interim plan to shelter homeless living in the riverbed at the Monarch Inn hotel. The City Council approved an overall Interim Riverbed Homeless Strategy at the June 13, 2023 meeting. Implementation began in July 2023, which has been successful and operated within the budget approved by City Council.
The original agreement was established for 18 rooms with the motel owner through the end of October 2023. Extensions were later approved by the City Council at the December 12, 2023, January 9, 2024, May 14, 2024, and October 8, 2024 meetings and the number of rooms leased was expanded to 20. The individuals residing in the Monarch Inn will transfer to the permanent supportive housing project once it is available. Another extension is proposed to maintain them in housing until that time.
DISCUSSION:
The Leadership Council of the Coalition of Homeless Services Providers recently approved an allocation of $250,000 of HHAP 5 funds to extend the Monarch Inn lease. Due to the project delays, it is now estimated that the Monarch Inn will be needed for the current occupants until February 2026. However, sufficient funding is only available to extend the lease through December 2025. As a result, staff have submitted a request for additional funding to the Coalition of Homeless Services Providers for the remainder of funding needed. The Leadership Council is scheduled to consider the request prior to the end of the month.
The proposed lease would extend the term through December 31, 2025 at the same lease rate terms. It also includes a provision automatically extending the lease through February 15, 2026 under the same terms if the funding request is approved.
An additional room has become available. As a result, the Third Amendment proposes to increase the number of rooms to 21 to accommodate individuals on the waiting list.
COST ANALYSIS:
The total cost for the lease from June 12th through December 31st is $378,895. If grant funding is approved to further extend the lease to February 15, 2026, the total additional cost of the lease will be $85,858.
