1. CALL TO ORDER:
Regular Meeting called to order at 6:00pm by Mayor LeBarre.
2. ROLL CALL:
City Council: Mayor Mike LeBarre, Mayor Pro Tem Carlos DeLeon (absent), Council member Rob Cullen, Council member Carlos Victoria (absent), Council members Oscar Avalos
City Staff: City Manager Steven Adams, City Attorney Roy Santos; City Clerk Erica Sonne
3. FLAG SALUTE:
The flag salute was led by Mayor LeBarre.
4. CLOSED SESSION ANNOUNCEMENTS:
No reportable action.
5. SPECIAL PRESENTATIONS:
A. Proclamation in Support of the Salinas Valley Relay for Life was presented by Mayor LeBarre.
Ashley McDonald, Norma Aguilar and Nancy Valdez accepted on behalf of Relay for Life. Ms.
McDonald spoke about the Relay for Live event on September 20th and Paint Your Town Purple on August 28' where they would appreciate a representative from King City to take the torch.
6. PUBLIC COMMUNICATIONS:
Rosie Savage is a member of The Grand Jury and wanted City Council to know that if they need her to represent them for anything she is now a member.
7. COUNCIL COMMUNICATIONS:
Councilmember Cullen stated that while he was gone to Washington DC he went on a tour of the White House and the Capitol, he enjoyed both.
Councilmember Avalos stated he had nothing to report tonight Mayor LeBarre stated he had nothing to report tonight.
8. CITY STAFF REPORTS AND COMMENTS:
City Manager Adams encouraged City Council to check their mailbox for the invitation to the groundbreaking ceremony for Casa De Esparanza.
City Attorney Santos stated he had nothing to report tonight
9. CONSENT
A. Consideration: Meeting Minutes of July 8, 2025 Council Meeting B. Consideration: City of King Check Register July 1, through July 15, 2025
C. Consideration: Second Reading of General Plan Amendment and Zone Text Amendment to the Neighborhood Commercial CN Zoning Designation
D. Consideration: Award of a Consultant Services Agreement for Plans, Specifications & Estimate Document (PS&E) of The San Antonio Drive Path and Safe Routes to Schools Improvements Project E. Consideration: Extension of Agreement with the County of Monterey for Award of Encampment Resolution Funding (ERF) and Other Grant Funding for the Temporary Homeless Shelter, Homeless Rental Assistance Programs and Permanent Supportive Housing Project Action: Motion to approve consent agenda item A-E by Cullen seconded by Avalos.

A. Consideration: City Manager Recruitment Executive Search Firm City Manager Adams introduced this item.
Action: Motion to approve and authorize the City Manager to execute a consultant services agreement with Peckham and McKinney to assist the City Council with the City Manager recruitment and selection process by LeBarre seconded by Avalos.
