DATE: OCTOBER 14, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF CANCELLATION OF REGULAR
MEETINGS ON NOVEMBER 11, 2025 AND DECEMBER 23, 2025
RECOMMENDATION:
It is recommended that the City Council cancel the regularly scheduled meetings on November 11, 2025 and December 23, 2025.
BACKGROUND:
The City Council has traditionally cancelled the second regularly scheduled meeting in December. This year, this meeting will fall on the 23 rd of December.
In addition, this year the Veteran’s Day holiday falls on a Council meeting day.
DISCUSSION:
The second meeting in December this year falls on December 23 rd
. There are
normally many activities and scheduling conflicts around the holidays, many employees request leave, and City Hall is closed during the week following Christmas. Cancelling the meeting allows the Council and staff to enjoy the holidays with their families and friends.
This year, it is also recommended to cancel the first meeting in November because it falls on Veterans’ Day on November 11th. City Hall will be closed, so staff will not be available for the meeting.
COST ANALYSIS:
The meeting cancellation typically results in a small savings in overtime pay.

FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF GUIDELINES FOR CICLOVIA
PARTICPANTS AND VENDORS
RECOMMENDATION:
It is recommended City Council adopt a Resolution establishing guidelines for participation in the 2025 King City Ciclovia event.
BACKGROUND:
The King City Ciclovía event is scheduled to take place on Sunday, October 19th from noon to 4:00 p.m. Broadway Street in the downtown area from First Street to San Lorenzo Avenue will be closed to vehicle traffic for walkers, cyclists, runners and other non-motorized transportation. It is part of the City’s overall Blue Zones Project efforts. It will also feature activities, entertainment, kids’ games, free Blue Zones approved food items, raffle prizes, and information on community and social services – all items designed to support health, happiness and overall well-being.
Since Ciclovia is a public event, it is difficult to restrict participating organizations and vendors without established criteria. As a result, staff recommend the City Council adopt a Resolution establishing guidelines.
DISCUSSION:
The purpose of the event is to promote Blue Zones Project principles intended to help community members live longer, healthier and happier lives. Therefore, staff have designed the event to focus on well-being related activities. It is recommended to limit booths to non-profit and not-for-profit community organizations, government agencies, and public safety agencies providing information on services and volunteer opportunities that address needs to improve overall well-being. Food is limited to Blue Zones Project approved vendors and menu items or community organizations providing food items
RESOLUTION NO. 2025-5062
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF KING
SETTING FORTH GUIDELINES AND CRITERIA FOR CICLOVIA EVENT
PARTICANTS AND VENDORS
WHEREAS, the City of King sponsors an annual Ciclovia event designed to promote public health through Blue Zones Project principles; and WHEREAS, the City has the legal authority to establish restrictions on activities permitted to occur in the public right-of-way when events and street closures are sanctioned by the City, and
WHEREAS, the City Council desires to establish criteria for participation in the Ciclovia event to ensure activities and food promote the Blue Zones Project principles and purpose of the event to support the City’s overall efforts to improve quality of life in the community.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of King that criteria for participation of organizations and vendors in the annual Ciclovia event be established as follows:
1. Booth participants shall be approved only for non-profit and not-for-profit community organizations, government agencies, and public safety agencies providing information on services and volunteer opportunities that address needs to improve overall well-being.
2. Food vendors in and adjacent to the event shall be limited to Blue Zones Project approved vendors and menu items or community organizations providing food items meeting Blue Zones Project criteria.

DATE: OCTOBER 14, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF MEMORANDUM OF UNDERSTANDING
WITH THE KING CITY POLICE OFFICERS ASSOCIATION
RECOMMENDATION:
It is recommended the City Council: 1) ratify the Memorandum of Understanding between the City of King and the King City Police Officers Association (KCPOA) for the period of July 1, 2025 through June 30, 2027; and 2) eliminate $20,000 budgeted in FY 2025-26 and FY 2026-27 for the downtown façade enhancement grant program.
BACKGROUND:
The City’s current MOU with the KCPOA expired on June 30, 2025. The City’s appointed negotiators have met and conferred with representatives of KCPOA pursuant to the requirements of the Meyers-Milias-Brown Act and reached agreement on a new MOU.
DISCUSSION:
Key changes and items negotiated and agreed upon in the MOU include the following:
• Cumulative 7% increase in salaries during the two-year period of the MOU with the FY 2025-26 cost of living increase retroactive to the first full pay period in July 2025
• Establishment of standby/on-call pay – primarily for investigators to ensure someone is available if a significant crime occurs
• Increase in uniform/equipment allowance
• 5% special pay for School Resource Officer (SRO)

RE: CONSIDERATION OF AWARD OF BID FOR THE 2025 KING
CITY SEWER REPLACEMENT PROJECT, INCLUDING
ADOPTING FINDING OF A CATEGORICAL EXEMPTION,
PURSUANT TO SECTION 15301 OF THE CEQA GUIDELINES
RECOMMENDATION:
It is recommended City Council: 1) award the base bid for the 2025 King City Sewer Replacement Project as proposed by low bidder, Katch Environmental, Inc., in the amount of $1,767,201.24; 2) authorize the City Manager to approve change orders up to 10%; and 3) adopt a finding of a Categorical Exemption, pursuant to Class 1, Section 15301 (b) of the CEQA Guidelines.
BACKGROUND:
The City maintains approximately thirty-three miles of gravity sewer lines ranging in size from 6 inches up to 27 inches in diameter. The current minimum standard size sewer line is 8-inches. The 6-inch lines are generally located in the older part of the City and were constructed out of vitrified clay pipe (VCP).
In 2017, the City’s Collection Systems Master Plan was prepared by Carollo Engineers. The Master Plan is intended as the guiding document to plan and implement sewer collection system improvements to accommodate future growth and to propose sewer improvements required to correct existing deficiencies.
An important component of the study was to look at prioritizing the required capital improvements for the City’s sewer collection system. The improvements were prioritized based on two factors: 1) upgrading existing facilities to mitigate current deficiencies and to serve future customers; and 2) building new trunks necessary to serve future users. South Second Street, South Third Street and South San Lorenzo Street have been identified as the highest distribution system

improvements needed at this time. The City has been working on constructing its recycled water distribution system for the last 22 years. Recently, the City has prepared a recycled pipe (purple pipe) network to serve the City’s schools, parks and golf course. The City is prioritizing the installation of purple pipe in streets that are scheduled to be paved.
Improvement Plans and Specifications were put out to bid for the 2024 King City Sewer Replacement Project on August 1, 2025. The project consists of replacing the existing 6-inch clay sewer lines with 8-inch PVC sewer lines, connecting the existing sewer laterals to the new line, replacing the sanitary sewer manholes and providing trench restoration. In addition, the project includes installation of a 12-inch recycled water pipeline (purple pipe).
It is essential to construct this project at this time because the City has a street resurfacing project planned for these streets in spring 2026. It is important to ensure that all projects planned for excavation of the street are completed prior to the street reconstruction.
DISCUSSION:
The Collection System Master Plan placed the small diameter sewer replacement program as project 3 in Phase 1 (2018-2027). Improvements to existing facilities will provide sufficient capacity to mitigate existing issues and to convey increased flows resulting from future growth. Capacity deficient sewer lines are to be upgraded to a larger diameter following the same slope of the existing lines.
The street resurfacing component of the project will take place in a separate improvement project funded by a grant and is part of a larger effort to increase mobility, transportation connections and correct deficiencies along daily routes for the community.
The project needs have been identified by a long history of sewer backups on these streets where Public Works staff are called out during working and nonworking hours to run the sewer jetter and unplug the lines. For the past few years, staff have identified these streets as potential sewer spill hot spots and conducts sanitary sewer manhole inspections and quarterly sewer line cleaning to minimize sewer backups.
CITY COUNCIL
CONSIDERATION OF AWARD OF BID FOR THE 2025 KING CITY SEWER
REPLACEMENT PROJECT, INCLUDING ADOPTING FINDING OF A
CATEGORICAL EXEMPTION, PURSUANT TO SECTION 15301 OF THE
CEQA GUIDELINES
OCTOBER 14, 2025
The City received the following bids:
Contractor Base bid
Katch Environmental, Inc. $1,767,201.24
Whitaker Construction Group $2,264,600.00
Sierra Construction & Excavation $2,393,560.00
Hartzell General Engineering $2,512,520.00
Anderson Pacific Engineering $2,553,547.00
Pacific Underground Construction $2,500,400.00
Monterey Peninsula Engineers $2,697,840.00
Cal Valley Construction $2,892,450.00
COST ANALYSIS:
The City has budgeted funds for sewer line replacement for the past few years, allowing funding to build up to allow for the construction of a substantive project.
Funding for this project will come from the Sewer Fund. The upsize of these lines will remove them from the hotspot list and eliminate the cost of quarterly sewer line cleaning.
ENVIRONMENTAL REVIEW:
It was determined the project falls within the Categorical Exemption set forth in Class 1, Section 15301 (b), which exempts repair and maintenance of existing facilities. Furthermore, staff has determined that none of the exemptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2, apply to this plan.
ALTERNATIVES:
The following alternatives are provided for Council consideration:
1. Award Base Bid of the 2025 King City Sewer Replacement Project as proposed by low bidder, Katch Environmental, Inc., in the proposed amount of $1,767,201.24;
2. Reject bids and solicit new bids;
3. Do not award the 2025 King City Sewer Replacement Project; or
4. Provide other direction to staff.

RE: CONSIDERATION OF AWARD OF BID FOR THE 2025 KING
CITY SEDIMENT REMOVAL PROJECT
RECOMMENDATION:
It is recommended City Council: 1) award the base bid for the 2025 King City Sediment Removal Project as proposed by low bidder, Monterey Peninsula Engineering, in the amount of $78,994.00; and 2) authorize the City Manager to execute the contract and approve change orders up to 25%.
BACKGROUND:
On September 12, 2017, Council approved entering into an agreement to participate in the Salinas River Maintenance Program. The purpose of the agreement is to ensure compliance with the terms and conditions of the U.S.
Army Corps of Engineers’ 404 Permit, State Regional Water Quality Control Board 401 Certification, and the Program Guidelines.
A component of the Salinas River Stream Maintenance Program is to remove sediment along the San Lorenzo Creek. Maintenance of the San Lorenzo Creek Channel is a high priority to the City due to potential flooding during major storms. Sediment has built up over the years, reducing the flow capacity of the creek. To help minimize the damage to adjacent properties along the San Lorenzo Creek, Monterey County Water Resource Agency (MCWRA) has obtained environmental permits to perform various maintenance activities within the Salinas River and the San Lorenzo Creek. These permits consist of the U.S Army Corps of Engineers (USACE) General 404 Permit and the State of California Regional Water Quality Control Board (RWQCB) 401 Water Quality Permit. These permits restrict the activities performed within the Salinas River and the San Lorenzo Creek by the adjacent property owners.

CONSIDERATION OF AWARD OF BID FOR THE 2025 KING CITY SEDIMENT
REMOVAL PROJECT

The permits allow for 2,000 Cubic Yards of sediment to be removed within each permit year. The City prepared and submitted a work plan to remove sediment and transport it to a site upstream. The upstream site was sold by the City, but the rights to place sediment associated with this program were retained.
The City participated in the program in 2017 and removed the first 2,000 cubic yards of sediment along the Creek between US 101 bridge to the first golf course access bridge. In 2018, the City did not participate in the program due to budget constraints. In 2019 through 2024, the City resumed participation in the sediment removal program upstream from the US 101 bridge. This would be the seventh round of sediment removal to help reduce the potential of flooding.
DISCUSSION:
The City received an approved Verification Request Form (VRF) under Routine Maintenance Agreement No 1600-2016-0016-R4 for the proposed work.
Improvement Plans and Specifications were put out to bid for the 2025 King City Sediment Removal Project. The proposed project consists of sediment removal of 2,000 cubic yards out of the San Lorenzo Creek form the First Street bridge to the US 101 bridge. Sediment is to be trucked out along an established access route. No more than two feet in depth of sediment will be removed, and the upstream-to-downstream slope will be maintained. The areas where sediment removal will take place are devoid of vegetation, so vegetation removal will not occur. Access will follow existing routes. No new access routes will be created.
The City received the following bids:
Contractor Base bid
Specialty Construction Company Inc. $89,995.00
The Don Chapin Company Inc. $81,000.00
Monterey Peninsula Engineering $78,995.00
COST ANALYSIS:
Funding for this project was included in the 2025/2026 budget. The City appropriated $100,000.00 to prepare plans and specs, perform the work, and provide inspection and biological monitoring.
ENVIRONMENTAL REVIEW:
MCWRA has obtained environmental permits to perform various maintenance activities with the Salinas River and the San Lorenzo Creek. These permits consist of the U.S Army Corps of Engineers (USACE) General 404 Permit and

1. Overview
This document is submitted following the Routine Maintenance Agreement 1600-2016-0016-R4, amended and restated on July 18, 2025, for the Salinas River Stream Maintenance Program (SMP).
Under this program, SMP participants voluntarily collaborate and support to conduct the work in defined work areas (primarily secondary channels and associated mitigation sites) on their respective lands along the river corridor. As the Permittee, the RCD of Monterey County holds the RMA on behalf of all the SMP participants of the program, who sign the SMP Agreement as Sub-Permittees, thereby binding themselves to the requirements of the RMA. Discussion and planning occur with each SMP participant to agree on maintenance activities to be part of the work plan, including information about the proposed Maintenance Projects for that season.
The RCD uses this information to complete a summary work plan table, which includes a description of maintenance activities, fees, and maps of Project Activities. Once the RCD and the SMP participant agree on the work proposed, the RCD compiles and submits the Work Plan to CDFW Region 4 for approval. Fall Season Work Plans are due 45 days before any maintenance activities for CDFW approval. This due date may be extended to 30 days with prior approval from CDFW. This Work Plan includes each representing Secondary Channels, Selective Treatment Areas, Tributaries, outside-channel mitigation areas (arundo treatment and retreatment), or mitigation tree planting areas as summarized in the tables that follow.
The total maintenance activities in this Work Plan for which we are requesting approval include vegetation removal (initial treatment and retreatment), sediment removal, sediment grading without removal, Arundo Removal (initial treatment and retreatment), and tree planting. Work is proposed in RMUs 1, 3, 4, 5, and 6. No work is proposed in RMU 7 or RMU 2.
2. Proposed Maintenance Projects
The Maintenance Projects and associated fees included in this 2025 Fall Work Plan are summarized Table 1. A total of $12,040.00 is owed for the proposed Fall 2025 Maintenance Projects. An amount of $10,911.75 sent to CDFW on July 25, 2025. Remaining fees to pay for the Fall 2025 Maintenance Projects total $1,127.75.
3. Sediment Removal and Grading
On Table 2. below is the estimated sediment removal and grading for each secondary channel, selective treatment area, and tributary corresponding to the respective river mile.
4. Vegetation Impacts
A total of 99.70 acres of vegetation removal (initial treatment and re-treatment) will take place in secondary channels and selective treatment areas. For the 2025 Fall Work Plan, existing access routes will be utilized; no acres of vegetation removal are required for new access routes (Table 3).

Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 9
5. Description of Maintenance Projects
Tree planting near 1.11b:
Planting of 280 remedial trees will take place near secondary channels 1.11b. Cottonwood tree species will be planted 10 feet apart or at an adequate distance to allow for maintenance activities, such as irrigation and thinning. A drip line will be used to support the growth of the trees. The cuttings will be collected from within the SMP Area near secondary channel 1.11b. Cuttings will be taken from branches between ½ inch and two inches in diameter, and no more than 5% of the foliage of a single tree will be removed for cuttings. Trees will be planted using hand tools and irrigated on an existing drip line.
Access will follow existing roads. No new access routes will be created, and no new vegetation impacts will occur.
Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 10 Arundo mitigation near secondary channel 1.27:
8.4 acres of initial arundo near the secondary channel will be sprayed as mitigation for work on secondary channel 1.26. A spray crew with a spray rig will spray the arundo using only aquatic-approved herbicides. When possible, backpacks will be used to minimize overspray. No boom sprays will be used as part of this project.
Herbicide treatment will follow permit requirements.
Access will follow existing roads. No new access routes will be created, and no new vegetation impacts will occur.
Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 11 Arundo mitigation inside secondary channel 1.27:
0.11 acres of initial arundo inside the secondary channel 1.27 will be sprayed. A spray crew with a spray rig will spray the arundo using only aquatic-approved herbicides. When possible, backpacks will be used to minimize overspray. No boom sprays will be used as part of this project. Herbicide treatment will follow permit requirements. Herbicide treatment will follow permit requirements.
Access will follow existing roads. No new access routes will be created, and no new vegetation impacts will occur.
Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 12 Arundo mitigation near secondary channel 1.32:
Retreatment of 4.0 acres of arundo near secondary channel 1.32 will occur. Arundo will be treated with an aquatic-approved herbicide applied by hand to standing canes, following methods described in the RMA (backpack or power sprayers) to minimize overspray. Mowing and cutting of Arundo after spraying may occur where plant material is dead and dormant, only as specified in the RMA. Arundo will be mowed with a rotary or flail mower attached to a skidsteer vehicle or tractor.
Note: that the map shows the larger area in which up to 4.0 acres of scattered patches of arundo will be treated.
Only arundo will be treated.
Access will follow existing roads. No new access routes will be created, and no new vegetation impacts will occur.
Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 13 San Lorenzo Creek Tributary, secondary channel 1.38:
Removal of 2,000 total cubic yards of sediment over 2.9 acres will be completed using a bulldozer and excavator.
There will be no sediment stockpiled temporarily within the SMP Area. Sediment will be removed from the SMP channel areas using established access routes. No more than 3 ft of sediment in depth above the thalweg of the stream will be removed, and it will not go deeper than nine inches above the elevation of the surface water, if present. An upstream-to-downstream slope will be maintained. The areas where sediment removal will take place are devoid of vegetation, so vegetation removal will not occur.
Access will follow existing routes. No new access routes will be created.
Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 14 Secondary channel 3.15 maintenance activities:
Initial vegetation removal of 0.95 acres and retreatment of 6.05 acres will occur, for a total of 7.0 acres, by mowing with a rotary or flail mower attached to a skidsteer vehicle or tractor. There may be some limbing of riparian trees using hand-held tools. Tree limbs will not be removed higher than half the height of each tree, and/or trees four inches in dbh or greater will be limbed no more than 10 feet from the ground. Tree removal will be avoided, when possible, but up to 25 riparian trees 2" dbh or greater may be removed.
All removed trees will be recorded and mitigated.
Sediment removal of no more than 15,000 cubic yards over 7.0 acres will be done using a bulldozer/excavator. No sediment will be stockpiled within the SMP Area. No more than 3 ft of sediment in depth above the thalweg of the stream will be removed, and it will not go deeper than nine inches above the elevation of the surface water, if present. An upstream-to-downstream slope will be maintained. All sediment will be removed from the secondary channel and riparian areas along access routes by the end of the Fall Work Season.
Retreatment of arundo: 1.8 acres of arundo will be sprayed with an aquatic-approved herbicide applied by hand to standing canes, following methods described in the RMA (backpack or power sprayers) to minimize overspray. 6. Compensatory Mitigation
Arundo Mitigation
No new arundo mitigation is required in 2025. Based on Vegetation Removal impacts from the 2016- 2024 Work Seasons, plus the Demonstration Projects which were conducted under Operational Law authorizations from CDFW, a total of 80.11 acres of arundo are required to be mitigated.
The 2024 Annual Report states that 138.71 acres of arundo have been treated, and 90.01 acres of arundo have satisfied mitigation requirements. As of 2025, there are 58.6 acres of arundo surplus from 2016-2024 mitigation. While no new mitigation is required, additional arundo treatment efforts will continue as part of the 2025 Fall Work Plan. This Work Plan includes 8.5 acres of arundo initial treatment and 50.45 acres of arundo re-treatment.
Tree Planting
One tree planting project will be completed in 2025 and will take place near Secondary Channel 1.11b to mitigate the tree removal that occurred during fall work in 2023. 280 remedial cottonwoods will be planted to ensure success criteria are met.
7. Suitable Habitat for Species
Table 4 indicates which maintenance areas have suitable habitat for the San Joaquin kit fox, California tiger salamander, special status plants, California red-legged frog, foothill yellow-legged frog, roosting bats, Monterey dusky-footed wood rat, coast horned lizard, and California legless lizard. The determination of whether suitable habitat is present for each species in each proposed work area is based on presence of habitat characteristics at each site that are important for different life stages of the species, as determined through aerial photographs and field observations, as well as examination of records of species occurrences and their proximity to the work sites, with consideration given to published maximum dispersal distances for the species.
Table 5 explains what “No” and “Yes” mean for whether suitable habitat is present for each species.
Further discussion of how these determinations were made is also provided in Table 4. In determining whether suitable habitat may be present for each location, a variety of sources were consulted, including CNDDB records, the Salinas River SMP Biological Assessment, field guides, consultation with expert biologists, and records of biological surveys conducted in the SMP Area in the course of work activities for the SMP and the RCD’s Invasive Non-native Plant Control Program annually since 2014.
Note that every work site is surveyed by experienced senior biologists and RCD biological monitors before work commences. If suitable habitat for any species is determined to be present at the time of these surveys, or if protected species are detected, additional surveys will be done, or no-disturbance buffers will be placed following the RMA, even if the determination in Table 4 indicates no presence of suitable habitat.

Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 44 Table 5. Explanations of suitable habitat determinations in Table 4 Species Code Explanation
SJKF Yes
Suitable habitats for SJKF include grassy, open landscapes with scattered shrubby vegetation, loose, sandy soil for burrowing, and an adequate supply of prey. RMU 1, 2, and 3 provide some shrubby vegetation and sandy soil suitable for cover and foraging of SJKF habitat. These areas are closer to known or potential populations south of the SMP Area than RMUs farther north.
SJKF No
Suitable habitat conditions for SJKF are not present in RMU 4-6. These areas contain sparse herbaceous vegetation and bare sand, combined with invasive plant species and early successional perennial riparian vegetation. These areas flood regularlyRMUs 4-6 are not considered suitable habitat for SJKF because they are too isolated from the closest known and potential populations south of the SMP area.
Dispersal from adjacent foothills is extremely unlikely due to high intensity agriculture and wildlife-impermeable fencing separating possible habitat areas from the Salinas River riparian zone. No SJKF burrows or individuals have been detected in any maintenance area in the history of the SMP.
CTS Yes
Suitable habitats for CTS include annual grassland habitats, oak savannah, and oak woodland with rodent burrows for aestivation within dispersal distance (~1.25 miles) to breeding ponds.
While, vegetation in the SMP area (including the proposed work sites in this Work Plan) typically consists of early- to mid-successional or sparse herbaceous riparian vegetation and non-native arundo (not typical suitable habitat), RMUs 4 and 6 are considered possible suitable habitats due to the proximity of the boundary of these RMUs to known breeding ponds within 1.2 miles of secondary channels.
CTS No
Suitable habitat conditions for CTS are not considered present in RMUs 1, 3, and 5 due to the lack of known or potential breeding ponds within 1.25 miles of the RMU boundaries.
Additionally, suitable upland habitats such as annual grasslands or oak woodlands are also absent.
SSP Yes
Suitable habitat for Toro manzanita (Arctostaphylos montereyensis) includes sandy soils in maritime chaparral, cismontane woodland, and coastal scrub.
Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 45 Suitable habitat for Monterey spineflower (Chorizanthe pungens var. pungens) includes fine, sandy soils derived from stabilized dunes that have little to no vegetative cover.
Robust spineflower (Chorizanthe robusta var. robusta) suitable habitat includes sandy soils in coastal areas.
SSP No
No suitable habitat for Toro manzanita, Monterey spineflower, or robust spineflower occurs within the maintenance areas proposed in this Work Plan in any of the RMUs.
Toro manzanita occurs near the SMP Area in RMU 6, however the community types where Toro manzanita is found do not occur in the proposed work sites in RMU 6, which are instead dominated by early- to mid-successional riparian vegetation and soil that becomes inundated for prolonged periods during the wet season. Manzanitas are not adapted to seasonal flooding.
Robust spineflower does not occur in or near the SMP area, and there are no documented records in Monterey County since 1935. Several former records of robust spineflower were later determined to be Monterey spineflower. Known populations of Monterey spineflower occur in designated critical habitat near Soledad in RMU 3, near RMU 7, and near the downstream end of RMU 6. The proposed work sites in RMU 6 contain coarse sandy soil and fine sediment. The proposed work sites in RMU 3 are over 3 miles from known Monterey spineflower populations and primarily contain early successional riparian vegetation and dense annual forbs and grasses.
Monterey spineflower is not adapted to the flooding or prolonged inundation, which occurs regularly in the proposed work sites.
CRLF Yes
California red-legged frog requires cool ponds, slow-flowing streams, backwater areas, marshes, springs, or other bodies of water for breeding. Water bodies with some emergent vegetation or riparian cover and a lack of aquatic predators are preferred. Upland habitats have rodent holes or other moist refugia such as logs and large rocks used for aestivating during the dry season.
Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 46 While none of these ideal habitat features are found in the SMP Area, conditions may temporarily support CRLF survival (though not reproduction) in certain areas of RMUs 1 and 6.
CRLF No
Habitat characteristics are not suitable for CRLF, and/or dispersal corridors to known or probable populations do not exist in RMUs 2, 3, 4, and 5, and parts of RMUs 1 and 6. Fastflowing water, lack of proximity to ponds with adequate hydroperiod and water temperature to support breeding, inadequate food, and no adequate shelter are features that do not support the conditions for CRLF. Potential foraging habitat for adult frogs is also lacking because the areas are dry and without any vegetation cover. Areas in RMU 1, included in the 2025 Fall Work Plan, such as secondary channel 1.27, and areas in RMU 6, such as secondary channel 6.06, 6.07,
6.08, 6.09, 6.10, and 6.11, are not included as suitable habitat for the above reasons.
FYLF Yes
Suitable habitats for FYLF include shallow rocky streams, valley-foothill hardwood, valley-foothill hardwood-conifer, valley-foothill riparian, ponderosa pine, mixed conifer, mixed chaparral, and wet meadows. While none of these ideal habitat features are found in the SMP Area, conditions may temporarily support FYLF survival (though not reproduction) in certain areas of RMUs 1 and
6. FYLF No
Habitat characteristics are not suitable for FYLF in RMUs 2, 3, 4, 5, and parts of 1 and 6 Fastflowing water in the Salinas River mainstem (when present), lack of rocky instream habitat, high water temperatures, lack of shade, inadequate food, and no adequate shelter are conditions that do not support the conditions for FYLF. Potential foraging habitat for adult frogs is also lacking because the areas are dry and without any vegetation cover. Areas in RMU 1, included in the 2025 Fall Work Plan, such as secondary channel 1.27, and areas in RMU 6, such as secondary channel 6.06, 6.07, 6.08, 6.09, 6.10, and 6.11, are not included as suitable habitat due to the lack of providing minimum habitat characteristics for foraging and vegetation cover. The area's habitat is primarily bare soil and shrubs, with early to mid-successional dense willow.
Salinas River Stream Maintenance Program 2025 Fall Work Plan RMA 1600-2016-0016-R4 47 RB Yes
Suitable habitat for bats could be present in all maintenance areas included in the 2025 Fall Work Plan. Bats may roost in the foliage of trees or tree cavities. in and/or adjacent to the secondary channels.
MDFWR Yes
Suitable habitat may be present in or adjacent to all maintenance areas included in the 2025 Fall Work Plan.
CHL Yes
Suitable habitat for coast horned lizard may be present in all maintenance areas proposed in the 2025 Work Plan.
CLL Yes
The suitable habitat for silvery and black legless lizard consists of loose, sandy or loamy soils with year-round soil moisture and a layer of leaf litter. Legless lizards are most commonly found in chaparral and sparsely vegetated areas that have native shrub cover characteristic of dunes.
CLL No
Suitable habitat is not present in any maintenance areas proposed in the 2025 Work Plan due to high thermal, water moisture, and water level fluctuations. In general, habitat suitability in the SMP area is low because soils become hot and dry in the summer in the Salinas River Valley.
Habitat that becomes inundated, as much of the SMP Area does periodically, is not suitable for legless lizards, as legless lizards will drown if they cannot escape saturated soil. Agricultural fields are not suitable refugia for legless lizards due to ground disturbance such as grading and discing. Legless lizards have relatively small home ranges, and dispersal into new areas is slow.
The Salinas Riparian Zone was inundated entirely in winter 2023. No reports of the species had occurred in the SMP development.
BUOW Yes
Suitable habitat is possible in or within a 500 ft buffer of all maintenance areas proposed in the 2025 Work Plan .

TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF TEMPORARY CLOSURE OF GOLF
COURSE AND FIRST TEE MONTEREY COUNTY
OPERATIONAL AGREEMENT
RECOMMENDATION:
It is recommended the City Council: 1) approve a request by First Tee Monterey County to close the King City Golf Course for a period of 3 to 5 weeks for core aeration of the putting greens; and 2) approve and authorize the City Manager to execute a new Golf Course Operator Agreement with First Tee Monterey County contingent upon Federal Emergency Management Agency (FEMA) approval of the revised Golf Course Renovation Project budget.
BACKGROUND:
At the October 11, 2022 meeting, the City Council approved an agreement with First Tee Monterey County to operate the King City Golf Course. Storms that occurred during the period of December 27, 2022 through January 31, 2023 caused the San Lorenzo Creek to severely flood the golf course. The flood damaged 6 holes on the course by washing away various features and depositing sediment, pollutants and invasive plants that have or will kill the turf.
Several amendments to the agreement have been approved since that time to address impacts of the storm damage on the Golf Course operations.
Since that time, staff have been working on a project to restore the Golf Course.
Work to be done shall include demolition, removal, offsite disposal, grading, compaction, repair, and/or construction of fairways, greens, tee boxes, irrigation, golf cart paths, concrete sidewalks, and ramps at the King City Golf Course. Two bridges were also damaged which are proposed to be replaced. Significant delays have been experienced due to the FEMA reimbursement process. The

delays are largely the result of bids received that are well above the cost estimate for the project.
Due to the City’s budget constraints, the City Council approved conditions for continuing with the project during the Budget Study Session. The conditions included financial participation in the project costs by First Tee Monterey County and ending ongoing City subsidies. At the August 26th meeting, City Council provided direction to staff on proposed strategies to move forward with the project, which included seeking approval from FEMA for an adjustment to the project cost estimate.
The City has received a request from First Tee Monterey County to temporarily close the King City Golf Course for a period of 3 to 5 weeks for restoration of the putting greens. Six of the greens have experienced significant decline and need to be aerated to avoid serious permanent damage.
At the
DISCUSSION:
Attached is a copy of the request. Protecting the greens is particularly important to avoid additional restoration work given the cost constraints of the renovation project and difficulties with the FEMA process. If FEMA approves the budget for the renovation of the Golf Course soon, the closure may be extended through the construction process.
COST ANALYSIS:
The closure may reduce the loss and subsidy involved in operating the Golf Course in its current damaged state. Therefore, there could be cost savings, but the specific cost and revenue impact has not yet been determined.
ENVIRONMENTAL REVIEW:
The Golf Course closure is not a “project” for the purposes of the California Environmental Quality Act (CEQA) as it does not have the potential for resulting in either a direct physical change to the environment or a reasonably foreseeable indirect physical change in the environment. The environmental review process has been completed for the restoration project and the determination will be
King City Greens Report
9/29/25
By Jeremy Sarina
Over the past several weeks, the putting greens at King City Golf Course have declined to a point where urgent corrective action is required. Our recent core samples and field inspections show excessive thatch, shallow rooting, and hydrophobic conditions that are limiting turf health.
Without immediate intervention, we risk long-term damage to the greens.
Attached are images from this week that illustrate the current condition of the greens. In the core samples you can see a heavy thatch and organic layer just under the surface. This layer is holding water at the top and creating hydrophobic and anaerobic conditions below. These anaerobic zones limit oxygen, slow down microbial activity, and release a sulfur odor when disturbed.
Rooting is shallow and confined to the upper profile rather than extending down into the sand base, making the turf vulnerable to stress. These unhealthy conditions are also interfering with seed germination and limiting the ability of new V8 bent grass seedlings to spread aggressively and establish.
Core aeration is the only way to correct this. By pulling cores we physically remove organic matter, open the soil profile, and restore oxygen exchange. This helps oxidize the anaerobic layer and resets the soil biology. We plan to use 3/4 inch hollow tines with Viper coating, which prevents anaerobic material from sticking and clogging, allowing for clean core removal and maximum effectiveness. Once the greens are open, a truck and trailer load of dry MLF sand from Assured Aggregates will be required to fill aerification holes and dilute the thatch. Supplemental products such as Agriox, Penterra, and ferrous sulfate can then help improve oxygen levels and water movement through the profile. Applications of sulfate of potash (SOP) along with a balanced fertilizer such as 10-12-20 starter will also support establishment, improve root health, and increase stress tolerance as the new bentgrass takes hold.
It is important to note that while urea and ammonium sulfate provide nitrogen, in anaerobic conditions the ammonium form cannot convert efficiently to nitrate because of the lack of oxygen.
This results in ammonia buildup, which antagonizes root growth and worsens the problem. For this reason, granular applications alone are risky. Foliar spoon-feeding with a sprayer is the safest and most effective approach, allowing nutrients to be absorbed through the leaf while avoiding further stress to the rootzone.
Continued play will set recovery back months and compromise the quality of play well into next season. Closing the golf course does have operational and community impact but if the course is kept open the risk of completely losing the greens will have a much longer and far greater negative impact.
EXHIBIT 1
Recommended Course of Action
Close the golf course for a minimum of three weeks and possibly up to five weeks depending on turf recovery. This will protect newly seeded bent grass from traffic, allow greens to recover firmness, rooting, and density, and provide our team the space to execute agronomic practices effectively.

REPORT TO THE CITY COUNCIL
DATE: OCTOBER 14, 2025
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: STEVEN ADAMS, CITY MANAGER
RE: CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER
5.34 OF THE KING CITY MUNICIPAL CODE PERTAINING TO
ITINERANT VENDORS
RECOMMENDATION:
It is recommended City Council introduce to be read by title only an Ordinance amending provisions of Chapter 5.34 of Title 5 of the King City Municipal Code pertaining to itinerant vendors, open the hearing, allow for public testimony, close the hearing, waive first reading of the Ordinance, and approve the introduction of the Ordinance.
BACKGROUND:
The City has experienced issues and complaints regarding vendors selling items from the back of their trucks adjacent to the Salinas Valley Fairgrounds during the weekly flea market and other major events there and in the downtown area.
The City currently restricts itinerant vendors from operating next to schools and most parks. Staff are recommending the restrictions be expanded to include the Fairgrounds and City sponsored events on Broadway.
DISCUSSION:
When multiple vendors gather in these situations, it creates a mess in the street, causes traffic hazards, impacts the availability of parking for the activities, disrupts residential areas, is unfair to vendors that have been approved to participate in the event, and negatively impacts other businesses in the community. The City receives periodic complaints from residents and business owners. However, currently the City is limited in its ability to restrict the activity if they have obtained a City itinerant vendor permit.
The City is preempted by the State from prohibiting street vendors, but it can place restrictions on the areas they are allowed to operate due to public safety
