City Council Meeting
January 13, 2026
1. CALL TO ORDER:
Regular Meeting called to order at 6:01pm by Mayor LeBarre.
2. ROLL CALL:
City Council: Mayor Mike LeBarre, Mayor Pro Tem Carlos DeLeon, Council member Rob Cullen, Council member Carlos Victoria, Council members Oscar Avalos (absent).
City Staff: City Manager Steven Adams, City Attorney Roy Santos; City Clerk Erica Sonne

The flag salute was led by Mayor LeBarre.

7. COUNCIL COMMUNICATIONS:
Councilmember Cullen stated that December Salinas Valley Solid Waste Authority board meeting highlights are in the packet. His next meeting for Salinas Valley Solid Waste Authority is next week. He and the Mayor attended the Ft. Hunter Liggett Military Ball it was a great event.
Councilmember Victoria stated Happy New Year to everyone! He stated that King City Elementary School Board meeting is now on the 3rd Tuesday of the month. He thanked Mayor and staff for the quick response on the incident that happened in town where it was reported that ICE was in town and it was not the case.
Mayor Pro Tem DeLeon had nothing to report tonight. He just wanted to say he hoped everyone had happy holidays and he wanted to send condolences to the family of Leon Bednar for his passing he was in Management at PG&E in town for many years.
Mayor LeBarre thanked staff for quick response as well on the incident that happened in town and thanked Council member Victoria for his dedication to his district. He stated that the Ft. Hunter Liggett Military Ball was very nice. Thursday he will be attending the Ft. Hunter Liggett 85" anniversary. January 23d annual update meeting with Senator Laird.

A. Consideration: City Manager Agreement
City Manager Steve Adams introduced this item.
City Attorney Roy Santos further introduced this item reading some of the employment agreement.
Mayor LeBarre further introduced this item.
Action: Motion to approve and authorize the Mayor to execute an agreement with José Arreola to serve as the City of King City Manager by Victoria seconded by DeLeon.

B. Consideration: Sewer Service Delinquent Account Special Assessment Process City Manager Steve Adams introduced this item.
Finance Director Mike Howard further introduced this item.
Council member Cullen would like a heads up sent out to property management.
Council would like to have a monthly breakdown on the agenda under consent once a month so they could look at the numbers.
Action: Motion to approve the proposed process of levying special assessments on property owners for delinquent sewer service accounts by Cullen seconded by Victoria.
