RE: CONSIDERATION OF AUTHORIZATION TO EXECUTE A FEDERAL
AVIATION ADMINISTRATION & A CALTRANS DIVISION OF
AERONATICS AIRPORT IMPROVEMENT PROGRAM GRANT
APPLICATION, AND ACCEPT A SCOPE OF SERVICE FOR
PREPARATION OF THE AIRPORT PAVEMENT MANAGEMENT
SYSTEM (AMPS) FROM KIMLEY HORN & ASSOCIATES
RECOMMENDATION:
It is recommended City Council: 1) adopt a Resolution to authorize the City Manager to submit, accept, and execute a grant agreement with the Federal Aviation Administration (FAA) and California Department of Transportation Division of Aeronautics (CALTRANS) for the Fiscal Year 2026 Airport Improvement Project (AIP) Airport Pavement Management System Update, 2) Accept Kimley Horn & Associates scope of services for AIP 2026.
BACKGROUND:
The next project on the Airport Capital Improvement Plan (ACIP) 2027-2031 list is the Airport Pavement Management System (APMS) Update. The APMS is needed to assess the current pavement infrastructure and pavement conditions. The APMS will include an update of the pavement system inventory, determine the current Pavement Condition Index (PCI) values, prediction of future PCI values, and establish budgetary planning estimates for future pavement maintenance and rehabilitation. On December 18, 2025, the city submitted a pre-application checklist to the Federal Aviation Administration (FAA) to pursue this grant request for Fiscal Year 2026.

DISCUSSION:
The Airport Pavement Management System will include an update to the existing pavement system inventory. It will determine the current Pavement Condition Index (PCI) values, prediction of future PCI values, establish budgetary planning estimates for pavement Maintenance and Rehabilitation (M&R). An update to the APMS will provide critical data for the maintenance of the existing infrastructure with the goal of ensuring the Mesa Del Rey Airport can continue to safely accommodate aircraft operations. This update will allow Mesa Del Rey Airport to keep the APMS current and comply with FAA requirements. FAA mandates that APMS are updated every three years. The final APMS report will assist in identifying future needs at the airport and will result in a more comprehensive Capital Improvement Plan (CIP) that identifies priority areas for future airport pavement improvements.
The city has an existing five-year Professional Service Agreement with Kimley Horn & Associates, Inc for Planning and Engineering Consultant Services that expires October 24, 2028. Kimley Horn & Associates has prepared a Scope of Services for the APMS Update for a total of $143,077. The scope of services work is expected to be completed within nine (9) months and includes the following task items:
1. Project Management
2. Record Research/Network Definition
3. PCI Survey
4. PAVER Customization
5. PAVER Analysis
6. 5-year CIP
7. Reporting
8. Non-Destructive Testing & Geotech Investigation
9. Grant Application Support
As part of the FAA guidelines, it is recommended that airport sponsors prepare a separate cost analysis to evaluate and negotiate the proposed consultant fees to ensure fair and reasonable cost of services. The separate independent IFE that was prepared by J.D. Heithoff for the scope of services for that includes all nine task items noted above. The IFE prepared by J.D Heithoff estimated at $143,079.00. FAA requires the independent IFE for comparison to be within 10%. The results concluded that Kimley Horn’s proposal was just below the estimated cost prepared by the independent IFE and therefore is considered a fair and reasonable cost of service proposal.

COST ANALYSIS:
The total project cost is estimated at $154,231. Which will be broken down as follows:
Design Cost/APMS: $143,077.00
Independent Fee Estimate (IFE): $4,000.00
City Admin Cost: $7,154.00
Total: $154,231
Currently, FAA funds 95% of the total estimated cost. The remaining 5% will be considered local match. However, CalTrans Division of Aeronautics through their Matching Grants Program help airports cover 5% of FAA grant amounts for eligible projects. CalTrans Matching Grant Program applications are filed after FAA has approved the grant.
Funding Breakdown
FAA Grant: $146,519
Caltrans: $7,326.00
Applicant Cost: $386.00
ENVIRONMENTAL REVIEW:
Staff has performed a preliminary environmental assessment of this project and has determined that it falls within the Class 1 Categorical Exemption set forth in CEQA Guidelines Section 15301. This project consists of an update to the existing Airport Pavement Management System (APMS) inventory for Mesa Del Rey Airport. The scope of work includes localized physical pavement coring to determine current Pavement Condition Index (PCI) values, forecasting future PCI values, and establishing budgetary planning estimates for future pavement Maintenance and Rehabilitation (M&R). The update provides critical data to maintain existing infrastructure and ensure the airport can continue to safely accommodate aircraft operations. The project involves evaluation and minor testing (pavement coring) of existing surfaces involving no expansion of an existing use. The project is strictly intended to evaluate the existing condition of the infrastructure to ensure ongoing safe operations. It can be seen with certainty that there is no possibility that updating a database, modeling pavement life and performing localized, temporary engineering testing on existing pavement will have a significant effect on the environment. Furthermore, none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, section 15300.2 applies to this project.

The purpose of the review will be to determine pavement type, age, and thickness; base and subgrade type, thickness, and support values; pavement joint details; and other pertinent pavement structural section information.
Consultant will work with the City’s Project Manager to locate available existing data. Consultant will limit evaluation to airfield pavement rehabilitation projects that have occurred since the Airport’s previous APMS update.
Deliverables:
• Table summarizing the documents reviewed as part of the records research from projects since the airport’s most recent APMS update (MS Excel)
2b – Pavement Network Definition Map
For Task 2b, the Consultant shall develop a spatially projected map defining the limits of the airport’s active airside pavement facilities. This work will be done in accordance with FAA Advisory Circular (AC) 150/5380- 7B, “Airport Pavement Management Program (PMP)” and ASTM Standard D5340-24, “Standard Test Method for Airport Pavement Condition Index Surveys”. A draft Pavement Network Definition Map will be subject to field verification of pavement facilities during Task 3.
Airfield Pavement Network Definition will be a schematic model representation of the Pavement System Inventory for Branch-Level, Section-Level, and Sample Unit-Level features. Pavement facilities will be limited to airside runway, taxiway, and apron pavements. Airport pavements such as landside access, driveway, service routes, shoulders, or similar non-aircraft facilities will be excluded.
The Consultant will utilize AutoCAD Civil 3D to create individual Airfield Pavement Network Definition models and produce a PDF exhibit file based on a standardized AutoCAD template that defines the visual characteristics of each feature. Airfield Pavement Network Definition models are schematic-level and are intended for planning-level, rough order-of-magnitude area determinations. The AutoCAD and PDF data accuracy are not intended for construction purposes. The geometric definition will be based on information obtained from Task 1.
Consultant will create Field Map drawings in CAD that will assist inspectors in efficiently locating sample unit locations during Task 3 assessment efforts. These maps provide inspectors with linear dimensions to sample unit corners for inspected sample unit locations.
The Consultant will adjust specifically identified parameters in the existing or new vector-based CADD drawing by modifying the geometric features using ESRI ArcGIS Pro. Consultant will then develop ‘Intelligent Navigation Maps’ that will be utilized in conjunction with the Field Map drawings during field assessment efforts. The Consultant will establish data conformance to potential future GIS integration.
Consultant will develop a dynamic interactive map application to serve as a real-time network-level ‘Inspection Progress Tracker’. Consultant will provide stakeholders with access to the map and will allow Airport Managers and Airport-Ops to monitor the PCI survey efforts as they progress.

AIRPORT PAVEMENT MANAGEMENT SYSTEM (APMS) UPDATE
Task 3 – Pavement Condition Index (PCI) Survey
The purpose of this task is to conduct visual PCI surveys of the pavements identified in Task 2. Using procedures detailed in ASTM D5340, the Consultant will conduct a visual condition assessment of the airfield pavements. The PCI assessment results shall be used in evaluating the performance history of the airfield pavements. For the purposes of this project, the Consultant will evaluate the Network Definition to determine if current Branch and Section limits align with APMS standards as defined by the ASTM D5340.
Additionally, the Consultant will evaluate sampling rates for sufficient statistical confidence to accurately represent pavement conditions. Any pavement that is subject to recent construction (January 1, 2025 or later) will be omitted from PCI assessment efforts and set to a PCI value of 100 with an updated work history entry.
The overall data collection effort will consist of the following process:
• Airport In-Brief – Discussion of program, PCI assessment methodology, and safety protocols • PCI Survey – Collection of pavement distress data in accordance with ASTM D5340 • Airport Out-Brief – Discussion of critical pavement distresses and confirmation of Airfield Pavement Network Definition Map
During the PCI assessment, Consultant will measure distress type, severity, and quantity for each pavement area identified in the Pavement Network Definition Map developed in Task 2. Consultant’s field crew will collect photographic information and will incorporate select subsets of that information into the Pavement Evaluation Report in Task 7. Pavement inspectors will note critical distresses or safety concerns that require immediate attention and will alert the Airport.
It is anticipated that PCI assessment efforts will be completed over a period of two (2) field visit days, conducted during daytime hours and coordinated closely between the Consultant and airport operations.
Each field day is assumed to consist of up to 9 working hours. The inspection team will consist of three (3) personnel traveling from Sacramento. It is assumed that no airport badging will be required for Consultant staff during these visits.
Consultant will perform a PCI Survey data integrity check to validate all distress data. Distress integrity and reliability will be reviewed using the ASTM D5340 standard and field photographic record documentation provided by the primary inspection teams. Final condition data will be delivered to the Airport to aid in subsequent ACIP project prioritization discussions.
Consultant will update the Draft Pavement Network Definition Map based on field verification of pavement facility limits, geometries, and/or designations.
Deliverables:
• Table summarizing Sample and Section PCI values from the PCI Survey (MS Excel) • Final Pavement Network Definition Map (PDF)
Task 4 - PAVER Customization
Task 4a – M&R Policy Development
Consultant will develop APMS customization information including the critical PCI (condition at which major rehabilitation is identified), prioritization guidelines, maintenance policies (specific to KIC), unit work costs for M&R activities, budget expectations, and fiscal year planning. Preventive and stopgap maintenance policies by distress type will be based on engineering judgment and guidance established by FAA 150/5380-6C Guidelines and Procedures for Maintenance of Airport Pavements. Major rehabilitation planning may vary by pavement composition and functional use. This information provides the basis for the functional analysis and development of a 10-year budgetary planning tool.
The Consultant has no control over the cost of labor, materials, equipment, or over the Contractor's methods 4 - MESA DEL REY AIRPORT (KIC)
AIRPORT PAVEMENT MANAGEMENT SYSTEM (APMS) UPDATE
of determining prices or over competitive bidding or market conditions. Opinions of probable cost are based on the information known to Consultant at this time and represent only the Consultant's judgment as a design professional familiar with the construction industry. The Consultant cannot and does not guarantee that proposals, bids, or actual construction costs will not vary from its opinions of probable cost.
This APMS Update is intended to provide the Airport with planning-level data and does not intend to preclude the engineer responsible in performing the appropriate level of investigation and analysis in determining the appropriate design details of a pavement rehabilitation. It would not be advisable to solely base design-level rehabilitation recommendations without an appropriate level of investigation and determination of pavement deterioration beyond that of a visual functional condition assessment.
The Consultant will submit a table summarizing work types and associated unit costs for review. Once finalized, this data will be integrated into this Project’s final report in Task 7. The Consultant will perform the necessary database customizations in the PAVER database based on the finalized M&R policies.
Deliverables:
• Tables summarizing M&R Policies and Unit Work Cost Estimates (MS Excel) • Subject up to one (1) round of review and comment by City Staff Task 4b – PAVER Performance Model Development
Consultant shall review the existing database inventory in conjunction with available PCI data to develop updated pavement performance models. Consultant shall analyze the work history, pavement composition, branch use, section definition, and historic condition performance to statistically develop prediction model curves to forecast future pavement performance. Consultant will perform database customization in the PAVER database based on the finalized Performance Models.
Task 5 - PAVER Data Analysis and Technical Exhibit Development Consultant will conduct a PAVER analysis of the functional pavement condition data. The analysis will consist of the following:
• Analysis of functional conditions and predicted future functional performance using the most recent PCI survey results and statistical extrapolation techniques. • Identification of short-term maintenance and rehabilitation needs (localized M&R) and long-term reconstruction needs (major M&R).
o The following budget scenarios will be evaluated to provide a baseline for the development of the CIP in Task 6:
Unlimited Budget Scenario
No Funding Budget Scenario
Minimum Condition Budget Scenario
Backlog Elimination Budget Scenario
Constrained Budget Scenario (up to 2)
Consultant will develop graphical technical exhibit maps to display the analysis performed above. Technical Exhibits will consist of the following:
• Current PCI Exhibit
• 5-year Predicted PCI Exhibit
• 10-year Predicted PCI Exhibit
• 5-year Major M&R Exhibit – Unlimited Budget
• 5-year Major M&R Exhibit – Backlog Elimination
Deliverables:

AIRPORT PAVEMENT MANAGEMENT SYSTEM (APMS) UPDATE
• 5-year Major M&R Exhibit – Backlog Elimination (PDF)
• Subject up to one (1) round of review and comment by City Staff Taks 6 - Capital Improvement Program (CIP) Development
Based on the pavement rehabilitation needs identified, a preliminary CIP will be developed for pavement rehabilitation and maintenance. Consultant’s evaluation and design sequences will identify areas of pavement requiring rehabilitation and preferred options such as overlay, mill and asphalt overlay, or reconstruction with asphalt or concrete. This will include the Consultant’s preparation of project cost estimates for each identified alternative.
Typically, prioritization guidelines are used to rank pavement projects according to the practices of the user when there is limited funding available to fund all identified projects. Consultant will consider combinations of maintenance and rehabilitation opportunities in conjunction with the least impact to the Airport’s overall operations. To do this, various types of airfield closure analysis will be examined by the Consultant. The Consultant shall look for opportunities to determine whether other projects requiring airfield closure exist and what maintenance and rehabilitation can be completed in conjunction with those closures. Additionally, Consultant will evaluate alternative scenarios for the primary sequencing of major rehabilitation projects.
The Consultant shall discuss this information with the City’s Project Manager, and a plan will be developed by Consultant with the desired sequencing options selected by KIC.

Task 8 - Nondestructive Testing (NDT) and Geotechnical Investigation Non-destructive testing and geotechnical investigations will assist in determining appropriate repair strategies for the runway. This information will help support the conceptual design for future runway improvements. As part of this task, Kimley-Horn will assist the Airport in preparing and coordinating necessary Notices to Airmen (NOTAMs) required for field efforts.
Task 8a - Nondestructive Testing (NDT) with Falling Weight Deflectometer (FWD) The Consultant will utilize a subconsultant for the non-destructive testing falling weight deflectometer data collection and analysis of select airfield pavements for the APMS Update. The nondestructive testing will be limited to Runway 11-29 at KIC. It is assumed that Kimley-Horn will provide one staff member for Geotechnical and NDT field efforts for escorting. This task assumes NDT testing will be conducted during daylight hours, between 7 a.m. and 5 p.m. with a one-day runway closure. 6 - MESA DEL REY AIRPORT (KIC)
AIRPORT PAVEMENT MANAGEMENT SYSTEM (APMS) UPDATE
The Subconsultant will acquire quantitative data for use as reliable input for the Structural Analysis in accordance with the FAA Advisory Circular 150/5370-11B, “Use of Nondestructive Testing in the Evaluation of Airport Pavements”. The Subconsultant will develop a Test Plan in accordance with the testing location and spacing guidance defined by the FAA AC 150/5370-11B for “Network-Level” evaluation. The NDT efforts will include Deflection Basin (Center Test) for AC pavements.
Deliverables:
• NDT report (PDF)
Task 8b – Geotechnical Investigation
Consultant will utilize a subconsultant to perform a geotechnical investigation. The City will provide Consultant with readily available Geotechnical record documentation for use. The Consultant will rely on the Geotechnical record documentation for conservative estimates of subsurface conditions for the development of a Pavement System Inventory and pavement layer composition.
The Geotechnical Subconsultant will review readily available files and reports for pertinent geotechnical and geologic information. Such reports include Soil Surveys for Monterey County and existing soil reports from previous projects, if readily available.
To explore the subsurface conditions, the Geotechnical Subconsultant will drill, log and sample up to 4 exploratory borings at the site using conventional truck-mounted hollow-stem auger, drilling equipment.
Conventional borings will extend to depths of approximately 10 feet. Based on the plan provided, 4 explorations are within the existing Runway 11-29 pavement. In these areas, the Geotechnical Subconsultant will core the pavements with 10 to 12-inch concrete boring barrel prior to drilling. The Geotechnical Subconsultant will measure and record the thickness of the pavement and aggregate base (AB). To measure the depth of the base and subbase material (if present), the Geotechnical Subconsultant will use the drilling auger to excavate through the bottom of the pavement section.
The holes will be backfilled and patched with a quick setting high-early strength grout.
The Geotechnical Subconsultant will collect soil samples from the borings for visual classification, laboratory testing. The soils will be logged in accordance with the Unified Soil Classification System as required by the FAA, specifically FAA Advisory Circular 150/5320-6G - Airport Pavement Design and Evaluation.
To evaluate the index and engineering properties of the site soils, the following laboratory tests will be performed:
• In-situ Moisture/Density tests, ASTM D2937
• Atterberg Limit Tests, ASTM D4318
• Grain-size and Hydrometer tests for soil classification • California Bearing Ratio (CBR) to provide remolding data for the CBR’s for pavement design • Corrosivity tests (Sulfate, pH, Chlorides, resistivity) • Lime Stability Test
The geotechnical report will present results of the geotechnical investigation including recommended earthwork guidelines including ground water mitigation, drainage, and subgrade preparation. The geotechnical investigation will be completed in accordance with established professional practices and the current FAA guidelines, specifically FAA Advisory Circular 150/5320-6G - Airport Pavement Design and Evaluation.
The report will include:
• Site plan showing exploratory boring locations
• Exploratory boring logs
• A table presenting core thicknesses

It was our understanding that your consultant will be servicing this project from their office in Sacramento, California, and their subconsultants will be traveling from Reno, Nevada and Sunnyvale, California. We therefore calculated the hours for travel times and expenses associated with those locations in mind. In conjunction with that, we used the General Services Administration’s mileage rate of $0.725/mile, a “travel day” per diem rate of $51.00/day, an “overnight” per diem rate of $68/day, and a lodging rate of $110/night to calculate travel expenses. The GSA rates are typically accepted for Federally-funded projects. In addition, we verified that there are two hotels within 2 miles of the airport with a “good” rating, which can be booked for that rate, or less.
This cost estimate based its research for labor, overhead, and associated fees for completing this type of work for consulting firms in California. Please note that labor costs may differ from the estimate, and actual costs should be reviewed and assessed for acceptability given the local circumstances, credentials, and experience of the assigned personnel.
After the Airport and the FAA have determined that this IFE is acceptable, and after any significant line items have been addressed by Independent Fee Estimates, LLC please submit this letter as an invoice for $4,000.00 to your accounting department for services rendered for this project.
Remember to include the cost for this IFE as an Administrative Expense in your first FAA Request for Reimbursement (RFR) as it is a 90%+ reimbursable expense.
Thank you for the opportunity to assist you with this project.
Sincerely,
J. D. Heithoff
