CITY COUNCIL MEETING STAFF REPORT
REPORT TO: Mayor North & City Council
REPORT FROM: Alma Colado, Finance Director REVIEWED BY: AH AGENDA ITEM: 2021-2022 Mid-year Budget Amendment Resolutions ACTION REQUESTED: ___Ordinance _ Resolution _ Motion ___Receive/File
EXECUTIVE SUMMARY
Included in your packet are year to date revenue and expenditure numbers for 2021-2022. As part of our review of the first six months, we are examining line items that require adjustment action by the City Council.
The majority of City funds (both revenue and expenditure) are trending normally. Many of the large revenues are usually received in the second half of the fiscal year, so the revenues do appear lower relative to the current date.
There are 20 amendments that need to be addressed specifically: each taking place in the General Fund, Special Revenue Fund, Enterprise Fund, Capital Facilities Fund and CalPERS UAL Fund.
A majority of both revenue and expenditure adjustments are being made due to programmatic changes stemming from the COVID-19 pandemic. Those impacts are noted in the individual description.
RECOMMENDED ACTION BY CITY COUNCIL
1. Approve the budget amendments as presented and recommended by the Finance Committee.
POLICY ALTERNATIVE(S)
1. Council could choose to approve, modify, or decline to approve any amendment.
REASON FOR RECOMMENDATION/KEY METRIC

REPORT FROM: Abigail Palsgaard, City Clerk REVIEWED BY: AH AGENDA ITEM: Public Hearing to Receive Input from the Community Regarding the Redrawing of Election District Boundaries
ACTION REQUESTED: ___Ordinance ___Resolution ____Motion ____Receive/File
EXECUTIVE SUMMARY
Every ten years, cities with by-district election systems must use new census data to review and, if needed, redraw district lines to reflect how local populations have changed. This process, called redistricting, ensures all districts have nearly equal population. The redistricting process for the City of Kingsburg must be completed by April 17, 2021.
This is the 3rd public hearing for the redrawing of district map. After review of submitted maps, it is recommended that Council consider maps Public 101, Public 104, NDC 201 and NDC 202 as they comply with the laws of the Fair Maps Act.
Staff is recommending that the council narrow their consideration of the maps to two, at most, and preferably one for the final public hearing, which will be held on March 16, 2022. Council will consider adoption after that public hearing is conducted.
RECOMMENDED ACTION BY CITY COUNCIL
1. Staff recommends Council gives direction to staff to move forward with one or two maps for the 4th Public Hearing on March 16, 2022.

2021.
The City adopted its current district boundaries on May 16, 2018, based on 2010 census data as required by law.
The districts must now be redrawn using the 2020 census data and in compliance with the FAIR MAPS Act, which was adopted by the California legislature as AB 849 and took effect January 1, 2020.
Under the Act, the council shall draw and adopt boundaries using the following criteria in the listed order of priority (Elections Code 21601(c) for general law cities / 21621(c) for charter cities):
1. Comply with the federal requirements of equal population and the Voting Rights Act
2. Geographically contiguous
3. Undivided neighborhoods and “communities of interest” (socio-economic geographic areas that should be kept together)
4. Easily identifiable boundaries
5. Compact (do not bypass one group of people to get to a more distant group of people)
6. Shall not favor or discriminate against a political party Once the prioritized criteria are met, other traditional districting principles can be considered, such as:
1. Minimize the number of voters delayed from voting in 2022 to 2024
2. Respect voters’ choices / continuity in office
3. Future population growth
