Grant Writing Consultant Discussion – Staff Report by Assistant City Manager/Administrative Services Director Christina Windover
Sponsor: Administrative Services Department
City Manager Alexander Henderson said historically, city staff have researched and completed grant writing applications for eligible projects. While we have been successful in getting both local (Kingsburg Tri-County Healthcare) and State (Prop. 68 Park funds) grants to help improve the community, many grants are becoming more complex and time consuming to complete. Given the historic congressional funding that has been approved (Infrastructure Investment and Jobs Act & Inflation Relief Act), the Finance Committee directed staff in August to begin researching grant writing professionals that could assist the city in getting once in a lifetime funds. Two firms have submitted proposals.

Townsend Public Affairs employee Andres Rameriez said the monthly retainer will allow staff to take advantage of their services due to it not being an hourly charge. Council Member Roman asked with the $6,500 monthly fee, we are not limited at how many we apply or forced to pay a percentage of grants? You will be actively looking for grants? Mr. Rameriez said yes. Christopher Townsend said there are no hidden charges, it is all baked into the contract. Council Member Pursell, Jr. spoke about ear marks in budgets and the ability to get the right money for the right projects. Council Member Hurtado asked about local grants.

Council Member Pursell, Jr. motioned, seconded by Council Member Hurtado, to approve the agreement and authorize the city manager to execute the Townsend Public Affairs Contract. The motion carried by unanimous voice vote of those members present.
