2023-2024 City Manager’s Recommended Budget Introduction - Staff Report by City Manager Alexander Henderson.

Sponsor: City Manager’s Office
City Manager Alexander Henderson presented the budget, which is the blueprint for policy decisions.

Revenues outpaced expenditures by $400,000. Last year first time sales tax has outpaced property taxes in recent history. Council Member North asked about the Summerlyn CFD Zone 2 levy: why do the ones in Fresno County pay the same as Tulare County? City Manager Henderson said that when forming the CFD, it was set up this way so there was equity- they are paying for the same improvements as their neighbors, no matter the county. Council Member North asked if it is more expensive over there? City Manager Henderson said both, it is more expensive and there is Tulare County cost sharing. Mayor Pro Tem Pursell, Jr. said he would like to comment on the fact that the sales tax has surpassed property tax, it is a big deal. The City has had a good plan and has stuck to it.
