REPORT TO: Mayor Palomar & Council Members
REPORT FROM: Lt. Shaun Stephens Kingsburg Police Department REVIEWED BY: AP AGENDA ITEM: Dept. of Justice – Tobacco Prevention Grant Discussion ACTION REQUESTED: ___Ordinance ___Resolution ___Motion ____Receive/File
EXECUTIVE SUMMARY
In June 2023, the city applied for a tobacco prevention law enforcement grant through the State of California Department of Justice. Per their website: “The California Healthcare, Research and Prevention Tax Act of 2016 (Proposition 56) provides local public agencies with funding to promote a healthier California by reducing illegal sales and marketing of cigarettes and tobacco products to minors. The Office of the Attorney General makes these annual funds available to local law enforcement agencies through the California Department of Justice Tobacco Grant Program.”
The city’s grant application was submitted with the support of the Kingsburg Elementary School District, as well as the Kingsburg Joint Union High School District and the tobacco retailers in the city. The grant application outlined several tobacco prevention activities to be performed by the Kingsburg Police Department.
We were notified in October that we would be recipients, but additional details on the grant award were not provided until Monday, December 4th. As such, staff is bringing the item to the council for discussion and potential action. Specifically, we have 15 calendar days from our notice to accept the grant. In addition, the parties must execute a memorandum of understanding with the Dept. of Justice to begin expending funds. Full requirements of the grant are outlined in the Grantee Handbook, which is included with this report.
