Total Compensation Study for the City of Kingsburg - Staff report by Assistant City Manager/Admin.

Services Director Christina Windover
Sponsor: Assistant City Manager/Admin. Services Director’s Department Assistant City Manager/Administrative Services Director Christina Windover gave a summary of the history of the project. She detailed the reasoning behind the project was to ensure wages were fair and competitive for staff in Kingsburg. Recommended action for council was to accept the compensation study as final.

Gallagher Consultant Kari Mercer reviewed her presentation. The study used 10 cities with overall comparable items like geography and number of employees. She reviewed survey elements, results and went over next steps.

Council discussed the data regarding positions and where employees are categorized. All agreed the the data was necessary for full transparency. Kari Mercer clarified they compared job descriptions to other cities to ensure there was an over all match, this ensured positions were not left out.

Pre-approved Accessory Dwelling Unit Plans – Staff Report by Building Official AJ O’Connell Sponsor: Community Development Department
Building Official AJ O’Connell presented a design concept for ADUs that will be compliance with the requirement of AB 1332. He went over 2 design concepts. Designs are pre-engineered and we can use them at no cost. Property owners can design their own at their cost, or use these.

Council discussed the savings the residents will have by using these pre-designed plans. They also discussed the possibility of having minor modifications. The ADUs can have either their own electricity, gas and water meter, or it can attached to the existing meters. Staff would prefer they have their own, but we do not have an ordinance mandating it. Parking was discussed, a site specific site plan will need to be submitted that will show one parking spot per unit. Set backs and lot sizes were discussed, staff believes the set backs would be the state mandated 4 foot side yard set back compared to our existing 5 foot set back. The new unit will require a new address, the post office has requested that there will not be anymore half addresses. The timeline was discussed, it is not unreasonable to have this program ready to go 1/1/2025.

Chris Peterson, resident, asked if solar is allowed. Mr. O’Connell said yes. Ms. Peterson asked about ramps and handicap bars in the restroom. Sliding glass doors could be a trip hazard. Mr. O’Connell AJO there would be no delay in the approvals with those changes. Council clarified homeowners can modify the plans, these are for people who do not want to purchase their own plans.

A motion was made by Council Member Smith, seconded by Council Member Silva to adopt Resolution 2024-022 adopting the Pre-approved Accessory Dwelling Unit Standard Plans and directing staff to implement the program upon date of approval. The motion carried by a unanimous voice vote.
