Financial Statements for the Year Ended June 30, 2023 – Consider Statements as prepared by Price Paige & Company - Staff Report prepared by Finance Director Alma Colado Sponsor: Finance Department
Finance Director Alma Colado presented that the City of Kingsburg’s Financial Statements for Fiscal Year ending June 30, 2023, have been audited by an independent accounting firm and an Unqualified Opinion (clean opinion) has been issued. Anthony Gonzales from Price Paige & Company will be presenting our audited financial statements for the fiscal year ended 06/30/2023.
Anthony Gonzalez of Price Page & Company reviewed the scope of audit: the city’s annual financial statements, federal awards, and a risk-based audit. This year they focused on cash investments, revenues and receivables, expenses, capital assets, net pension liability, subscription-based information technology arrangements. They issued unmodified opinion (clean opinion). They identified weakness in the city’s internal control, the GAAP reporting, and cash reconciliation.
Council asked clarifying questions about the internal control deficiencies found, Council Member Smith asked if Mr. Gonzalez was satisfied with managements response. Council Member Palomar asked if there were any recommendations regarding the response. Mr. Gonzalez was satisfied with the course of action management has decided to take.
Mayor Pursell Jr. directed his question to staff, asking if we are remedying the deficiencies. Director Colado stated we are implementing a new system with software to help with these corrections. Council thanked Finance Director Colado for all of her hard work.
A motion was made by Council Member Palomar, seconded by Council Member Smith, to accept the financial statements for the year ended June 30, 2023. The motion carried by a unanimous voice vote of those present.

City Engineer Dave Peters presented regarding the Senior Center Kitchen Remodel project. The City advertised the Senior Center Kitchen Remodel project and requested bids for the work on February 15, 2024. On March 5, 2024, the city held a bid opening but did not receive any bids.
Pursuant to provisions of the Public Contract Code, the City then negotiated a bid for the work from Deft Development from Kingsburg, CA in the amount of $206,785.00.
Council Member Smith asked what the projected timetable is. Engineer Peters estimated it will be a couple months, contingent on getting the equipment.

A motion was made by Council Member Smith, seconded by Council Member Silva, to award the Senior Center Kitchen Remodel to Deft Development in the amount of $206,785.00. The motion carried by a unanimous voice vote of those present.
2024 City Wide Park Improvements Award - Staff report by City Engineer Dave Peters Sponsor: City Engineer’s Department
City Engineer Dave Peters presented the 3 different schedules of work, the work is separated by funding sources. The separation is as follows: Schedule A- Memorial Park restroom and Athwal shade structure (development impact fees); Schedule B- Memorial Park and Downtown Park poured in place rubber (Tri-County Healthcare); and Schedule C- Heritage Park improvements (Clean California Grant). Because Schedule B is way over budget staff recommends approving only A and C while staff is working to minimize the cost for Schedule B.
Council Member Smith asked what will happen with Schedule B funds. Council also asked for a timeframe for Schedule B going out for bid. Engineer Peters clarified that we can give the funds back, or we can do one location or do both with city funding. City Manger Henderson said we will need to discuss it with the Tri-County Hospital Board. Mayor Pursell Jr. asked if we could choose one park, but because that wasn’t part of the agreement with the Hospital Board it is not an option.
The funds would not be enough to cover one park.
There was further discussion on how to advertise the bid.
Chris Peterson, resident, asked about the wood chips after they are removed. Engineer Peters answered the contractor can do as they would like. City Manager Henderson added the wood chips are not just any wood chips, they are engineered for the falls. They are expensive to replace, which is why we are trying to move on to pour in place.
A motion was made by Council Member Palomar, seconded by Council Member Silva, to award the 2024 City Wide Park Improvements Project (Schedules A and C only) to JT2 Inc. dba Todd Companies in the amount of $401,315.70. The motion carried by a unanimous voice vote of those present.
