All Way Stop Warrant Analysis – Draper Street / Smith Street - Staff Report by City Engineer Dave Peters
Sponsor: City Engineer’s Office
City Engineer Dave Peters gave a background regarding the stop sign installation. On May 3, 2023 Council approved a policy for installation of stop signs. They received a request for this stop in 1/2025. A warrant study was completed in 3/2025. It was found that the sight distance is partially obstructed on Smith Street as approaches Draper Street, which meets the minimum requirements.
Craig Carpenter, resident, has an issue seeing, is for the stop sign.
Council Member North stated she is the one who requested this warrant. She has had a lot of business owners ask for this stop sign, and feels it is unsafe to cross.
Council Member Smith agrees that something needs to be done there, you do have to infringe on the crosswalk to be able to see to cross Draper Street. It would also be good for the pedestrians.
Council Member Silva has also been approached about why there is a not a stop sign. He is in favor of slowing cars down and keeping pedestrians safe.
Council Member Palomar is in favor on the stop sign; however, his only concern is that the warrants are not met. He is concerned about the intersections that do have accidents, but we have not put stop signs at those locations. Mr. Peters clarified that one warrant was met, the obstructed view.
Council Member North asked about the accident regarding Gold Standard, she wanted to know what constitutes recording and reporting accidents. Engineer Peters was not sure; it wasn’t entered into the site that they use.
Mayor Pursell asked about the cost of the warranty, and if there are any landscape issues besides maintenance. Mr. Peters said it was about $1,000, half of that was the traffic counts. Director Daniel Galvez also answered that all improvements will be taken care of with pre-programmed budget funds because we do have existing supplies.
Kingsburg City Council Minutes
April 2, 2025
Mayor Pursell is concerned about an increased number of requests for stop signs around town if thy approve this location that barely meets the minimum requirements. He is only favor of this stop sign with the minimum criteria, because it is located on Draper. It is a highly walked area downtown.
Council Member North mentioned the process for requesting a sign is a longer process, noting the first time she talked to staff and requested a stop sign was at least seven years ago.
Council Member Silva asked Chief Roberts and Lieutenant Stephens if a stop sign would slow down response times. Chief Roberts and Lieutenant Stephens both agreed that it would not slow down their response.
A motion was made by Council Member North, seconded by Council Member Silva, to adopt Resolution No. 2025-023 approving installation of an all-way Stop at the Draper Street/Smith Street Intersection. The motion carried by a unanimous voice vote.
Kingsburg Dog Park Renovation Project Update - Staff Report by Community Services Director Adam Castenada
Sponsor: Community Services Department
Director Adam Castenada provided an update on the Kingsburg Dog Park renovation project.
Director Castenada reviewed the history of the project, stating in 2019 the city applied for four grants to renovate Kingsburg parks. The dog park was awarded prop 68 grant in the amount of $1.244 million, all state funded. The project is almost completed, as we are working on adding a small dog park. This small dog park area was not included in the dog park funding, but staff has been able to make it work. It will be funded with additional funds for this next fiscal year. The Community Services Commission completed a walk-through of the dog park and determined it was ready for a grand opening.
On April 12th there will be ribbon cutting ceremony starting at 10:00 AM. Save Mart Supermarket is providing refreshments, and the Kingsburg Vet Clinic is also partnering with Kingsburg for vaccines and microchipping at the grand opening.
Council Member Palomar asked for clarifications about vaccinations. Director Castaneda answered the Kingsburg Veterinary Clinic has partnered with the city to do a free rabies vaccine and microchipping, and our City Clerk will be there to do licensing.
Council Member Silva thanked staff for the work and effort that was put into this project.
Mayor Pursell asked how much parking is available. Director Castaneda stated originally there were none, but now there are a total of three. Two of those are dedicated ADA stalls, and one regular. There is also street parking down Laurel. Mayor Pursell asked if there will be signs to let people know what the park rules are. Mr. Castaneda said yes.
Mayor Pursell has had people reaching out regarding the cost, he explained how grant funding works for better understanding. If Kingsburg did not use the Prop 68 grant money, another city would.
