Council North asked about the different tax zones of the Community Facilities District. She is concerned about the higher amount of tax for Zone 2 even though the costs of the homes are lower than the homes in Zone 1. City Manager Henderson said Zone 1 are the houses in Fresno County where we also receive property taxes. Zone 2 is all a part of the Summerlyn development that is mostly in Tulare County where homes do not pay property taxes into Fresno County. The purpose is for us to recover the costs of new developments. Council has discussed the 17 Fresno County homes in Zone 2 and decided that we will assess them all with the same amount. City Manager Henderson clarified that Tulare County does not keep any of the CFD funds. The 17 homes in Fresno County are in the city limits. Council Member North asked if we looked into to make sure the Zone 2 is a fair rate? City Manager Henderson said yes, we have a nexus to calculate the amount. Council Member North said the fund balance for Zone 2 is significantly higher than the Zone 1 balance. City Manager Henderson said the fund is for projected costs and capital improvements to the development.
