Draper St. Construction– Staff Report by: City Manager Alexander Henderson Sponsor: City Manager’s Office
Engineer Dave Peters presented on the current condition of Draper Street. There has been reveling occurring in the bike lanes. Staff presented two options, and they recommend option 2 where the contractor will slurry seal type 2 in the bike lane of travel to the gutter all the way down Draper. City Engineer explained that under our contract, it would just be patching the trouble area, not the full road, which is option 1.

Kingsburg City Council Minutes
July 16, 2025
Council Member Silva clarified the areas that need the slurry and wanted to make sure this slurry seal will fix the issue. He believes the contractor should have to pay for the striping and asked if we should have used the type 2 slurry from the beginning. City Manager Henderson stated that if we could have afforded to, we would have re-done the whole road with type 2 slurry seal. It was costly and it would have closed the street for a longer amount of time. Contractor Don Berry does a great job, but he believes they should at least split the striping costs.

Council Member Palomar asked if a sub-contractor did the slurry seal, and why did this happen. Engineer Peters said yes, it was a subcontractor and that we have been focusing on solutions, once it is fixed, we will do a post-mortem. Council Member Palomar asked about the warranty and the timeline. City Engineer Peters explained the warranty. The work will be done in August, traffic will still be able to go through, they will just not able to park.

Council Member Smith agrees with option 2, she does not want a patch job on Draper. She appreciates that Don Berry is willing to do this.

Wayne Burger, resident, believes the contractor should pay for the striping.

Council Member Silva stated he doesn’t feel great about spending the money, we do not know how the road will look after summer. It would feel better if we received another oneyear contract to address issues.

Mayor Pursell stated that Don Berry is a contractor that does a lot of projects for us, and this is the first and only issue that has come up. He feels comfortable with paying for the striping since they are coming to the table with a reasonable fix. They are a local business, and they take pride in their projects. Engineer Peters agrees.

Council asked how confident Engineer Peters is with the repair, Engineer Peters believes that this is a fix that will be successful.

A motion was made by Council Member Palomar, seconded by Council Member Smith to use treatment Option #2, and to authorize the City Manager to execute a contract to complete the repairs and associated pavement markings. The motion passed with a voice vote of 3 yeses and Council Member Silva voting no.

FUTURE AGENDA ITEMS: None.
