REGULAR CALENDAR
PUBLIC HEARING— GENERAL PLAN AMENDMENT NO. 2025-01- Staff Report prepared by Community Development Director Holly Owen
Sponsor: Community Development Department
Mayor Pursell opened the public hearing at 6:14pm.

Community Development Director Holly Owen presented that the Housing Element is a Staterequired eight-year plan that identifies each community’s housing needs, available sites, and strategies to meet those needs. It is part of every city and county’s General Plan and must be approved by the State.

Kingsburg participated in the Multijurisdictional Housing Element process led by the Fresno Council of Governments, beginning in 2022. This was the City’s second time participating, the first being in 2014.

The City adopted its 6th Cycle Housing Element on July 17, 2024. Following adoption, a zoning text amendment was proposed to meet program requirements. On December 4, 2024, Council considered the amendment. Community members expressed concern about increasing the minimum allowable density on four sites. The Council adopted the zoning text amendment but excluded those proposed density increases.

Since then, staff has continued working with the California Department of Housing and Community Development and the City’s housing consultants to find alternative options that meet Kingsburg City Council Minutes

Developer Impact Fee Nexus Study – Proposal Discussion- Staff Report by City Manager Alexander Henderson
Sponsor: City Manager’s Office
California Government Code Section 66001, part of the Mitigation Fee Act, requires local agencies to prepare and periodically update nexus studies to justify development impact fees (DIFs) by demonstrating a reasonable relationship between new development and the need for public facilities and improvements. Assembly Bill 602, adopted in 2021, added new requirements, including that nexus studies be updated every eight years, include level-of-service analyses, and be published online. The City last updated its Nexus Study in 2016; due to the new state mandates and elapsed time, Council authorized funding for an update.

A request for proposals issued August 1, 2025, received two qualified responses—from DTA ($49,210) and Willdan Financial Services ($87,300). Both firms estimate a six-month completion timeline. Staff recommends awarding the contract to DTA, who completed the City’s 2016 study and offers the lower cost proposal. Any fee changes will be incorporated into the FY27 budget, with new rates effective July 1, 2026; projects already entitled will remain subject to current DIF rates.

Kingsburg City Council Minutes
October 15, 2025
Council Member Smith motioned, seconded by Council Member Silva, to authorize the City Manager to enter into an agreement with DTA to complete a development impact fee update and nexus study for the not to exceed cost of $49,210. The motion carried by a unanimous voice vote.
