CITY COUNCIL MEETING STAFF REPORT
REPORT TO: Mayor Smith & City Council
REPORT FROM: Alma Colado, Finance Director REVIEWED BY: AP AGENDA ITEM: Treasurer’s Reports
ACTION REQUESTED: ___Ordinance ___Resolution _√_ Motion ____Receive/File

EXECUTIVE SUMMARY
Attached for the Council’s information is the Treasurer’s Report for the Quarters ended September 30, 2025, and December 31, 2025. Historically, the City invested most of our reserves with the Local Agency Investment Fund (LAIF). LAIF is a pooled investment fund established by the state to provide cities with safe investment option that is administered by the State of California Treasure’s Office. Interest rates in LAIF lag behind the current economic trends; earnings or returns are typically lower than other investment channels. At the end of the second quarter, the interest rate for LAIF was at 4.20%.

Currently the cash balances of the City of Kingsburg are invested in Local Area Investment Fund Pool (LAIF) and California CLASS Pool investments.

In the first half of the 2022-23 Fiscal Year, the Council amended the city’s financial policy to allow for investment with California CLASS. CA CLASS is a local government investment pool that provides public agencies with the opportunity to pool their funds together with the goal of collectively earning interest on investments. “The California CLASS philosophy is to provide competitive returns while focusing on safety and liquidity. While CA CLASS operates a similar formula, the short to medium term securities portfolio offers the opportunity to optimize interest earnings, while not sacrificing safety or liquidity of the funds. At the end of the second quarter, the interest rate for CA CLASS was at 3.87%.

The monthly financial summaries attached provide a detailed report of the City’s cash and investments.

RECOMMENDED ACTION BY CITY COUNCIL

CITY COUNCIL MEETING STAFF REPORT
REPORT TO: Mayor Smith & City Council
REPORT FROM: AJ O’Connell, MCP, CBO, CCEA – Building Official REVIEWED BY:

AGENDA ITEM: Approve Amendment 3 to the Professional Services Agreement with Interwest Consulting Group, Inc. for Building and Safety Support Services ACTION REQUESTED: ___Ordinance ___Resolution ____Motion ____Receive/File

EXECUTIVE SUMMARY
The Building Division routinely partners with third-party vendors to perform functions such as building plan review, inspection services, and administrative support. This is a vital function provided for the City of Kingsburg Building Division due to the limited resources in-house to provide these services to the community.

The City Building Division has collaborated with Interwest for more than 4 years for various services, specifically plan review. During this period, Interwest has provided services such as providing an interim Building Official during staff transitions, Building Inspector coverage, building plan check review, and expert consultation on complicated Building Code interpretations.

While during a routine review of Building Division vendor agreements, City Staff and representatives of Interwest developed an Amendment to this Professional Services Agreement to better reflect the agreement between the two parties and changing labor costs. City Staff has reviewed the draft Professional Services Agreement and recommends approval.

RECOMMENDED ACTION BY CITY COUNCIL

1. Approve Amendment 3 to the Professional Services Agreement with Interwest Consulting Group, Inc. for Building and Safety Support Services.

POLICY ALTERNATIVE(S)

1. Council could choose not to approve the Amendment to the Professional Services Agreement.

STRATEGIC GOAL(S) MET:

1. Improve Public Safety

FINANCIAL INFORMATION
Plan review fees for services rendered are paid by applicants during the permitting process. Per the City of Kingsburg fee resolution, plan check fees are calculated using the valuation of the project and as a percentage of the overall permit cost. Should the hourly rate for the plan review exceed the calculated amount, staff will adjust the final permit fee to accommodate the additional costs.
