Regular Meeting Minutes
August 19, 2026
INVOCATION AND PLEDGE OF ALLEGIANCE
Invocation was given by Pastor Ricky Chambers, Kingsburg Community Church, followed by the Pledge of Allegiance led by Mayor Staci Smith.
CALL TO ORDER AND ROLL CALL: Mayor Staci Smith called the regular meeting of the Kingsburg City Council to order at 6:01 p.m.
COUNCIL MEMBERS PRESENT: David Silva, Vince Palomar, Laura North, Brandon Pursell, and Mayor Staci Smith.
COUNCIL MEMBERS ABSENT: None.
APPROVE AGENDA: A motion was made by Council Member Palomar, seconded by Council Member Pursell, to approve the agenda as published. The motion carried by a unanimous voice vote.
PRESENTATIONS AND INFORMATIONAL REPORTS:
Fresno County EDC – Comprehensive Economic Development Strategy 2025-2030 Presentation by Mohamed Hussin, VP of Admin and Shawna Bryant, Business Development Manager
PUBLIC COMMENT: None.
CONSENT CALENDAR
A motion was made by Council Member Silva, seconded by Council Member North, to approve the items appearing on the Consent Calendar. The motion carried by a unanimous voice vote.
1. Approval of City Council Minutes: Approve the minutes from the August 5, 2026, Regular Council Meeting as prepared by City Clerk Abigail Palsgaard.

2. Ratify/approve payment of bills listed on the check register for the period July 28, 2026, through August 10, 2026, as prepared by Accounts Payable Clerk Rachelle Resendez.

Council Member Pursell motioned, seconded by Council Member North, to adopt Resolution 2026-031 appointing David M. Silva to the office of Kingsburg City Council Member, District 1 of this City, who was to be elected on Tuesday, November 3, 2026. The motion carried by a unanimous voice vote.

Council Member Palomar motioned, seconded by Council Member Silva, to adopt Resolution 2026-032 appointing Staci Smith to the office of Kingsburg City Council Member, District 4 of this City, who was to be elected on Tuesday, November 3, 2026.

CITY MANAGER’S REPORT
City Manager Henderson reported that the new city hall purchase is moving forward.
COUNCIL REPORTS/COUNCIL COMMITTEE REPORTS
Councilmember North reported that CenterPoint was requested to present to the City Council, which they did during the meeting. She also reported that the Chamber of Commerce has three new board members.
Councilmember Silva reported on the Kingsburg Healthcare District (KHCD), noting that three candidates are running for three available positions. He also provided an update on KHCD grants. He reported that the South Kings Groundwater Sustainability Agency (SKGSA) met regarding the CID.
Councilmember Palomar provided an update on upcoming meetings and SKF.
Councilmember Pursell reported that the State has passed legislation allowing the Measure C tax ballot measure to move forward. He also commented that the new scoreboard at the pool looks great and thanked the Kingsburg Healthcare District for their support.
Mayor Smith reported on upcoming meetings and noted that she attended the Chamber of Commerce mixer at Magosh with Council Member Silva.
At 6:37pm Mayor Smith adjourned the Regular Kingsburg City Council Meeting.
