Special City Council Meeting
Call to Order:
Mayor Bowman called the meeting to order at 2:30 p.m.
Roll Call:
Councilmember Michael T. Davitt, Councilman Keith Eich, Councilmember Stephanie Fossan, Mayor Pro Tem Jeanne K. Hobson, and Mayor Kim Bowman.
Staff Present:
City Manager Jordan, City Attorney Guerra, Assistant City Manager Parseghian, Director of Administrative Services Cook, Director of Community Development Koleda, Director of Finance Kim, Director of Public Works/City Engineer El-Rabaa, Assistant Director of Administrative Services Cho, Senior Management Analyst Dederick, City Clerk Garcia, City Clerk Specialist Yesayan.

Item for Consideration
1) Review of Fiscal Year 2026-27 Preliminary Budget; and the Fiscal Year 2026-27 Council Consideration Items
City Manager Jordan presented an overview of the Fiscal Year 2026–27 Preliminary Budget and Fiscal Year 2026–27 City Council Consideration Items during the first budget hearing. He reviewed the budget schedule and process, provided an update on the City’s financial condition, summarized Community Group Requests (CGRs) and City Council Consideration Items (CCIs), and addressed questions and comments from the City Council.
City staff addressed questions from the City Council.
City Manager Jordan provided a detailed breakdown of the budget, including general fund expenditures and capital improvement projects.
The City Council and staff discussed specific programs and their budget allocations, including public safety, community group support, and public works.

City Manager Jordan explained that additional information would be provided during City Council Consideration Item (CCI) discussion.
Public comment was received from David Haxton.
The City Council reviewed City Council Consideration Items (CCIs) related to public works, including street resurfacing, miscellaneous concrete repairs, the resurfacing study, and the Angeles Crest Highway Condition Assessment. The City Council also reviewed CCIs related to community development, trails, Foothill Boulevard resurfacing, and Sound Wall Phase V.
Following discussion, the City Council agreed to pull selected CCIs for separate discussion prior to taking action on funding allocations.
Councilmember Fossan recused herself from CCI Item 10, Soundwall Phase V – Measure M.
In response to Mayor Bowman, City Attorney Guerra clarified that the Fiscal Year 2026–27 Budget is scheduled for adoption on June 16, 2026.
