SPECIAL CITY COUNCIL MEETING
CALL TO ORDER: Mayor Bowman called the Special Meeting to order at 5:18 p.m.
Mayor Bowman announced that starting July 21, City Council meetings will be held in a hybrid format, allowing public participation in person, via Zoom, or by phone, in accordance with Senate Bill 707.
ROLL CALL: Councilmember Michael T. Davitt, Councilman Keith Eich, Councilmember Fossan, Mayor Pro Tem Jeanne K. Hobson, and Mayor Kim Bowman.
COMMENTS FROM THE PUBLIC:
No public comments were made by in-person speakers. A public comment was received from a virtual speaker with the phone number ending in 5645.
DISCUSSION ITEM
1) Readopt a Resolution to Adopt a Policy Entitled “Policy Governing Remote Participation and Enhancement of Public Participation in City Council and Commission Meetings” to implement Senate Bill No. 707 in Compliance with California Government Code Section 54953.4, Superseding Resolution No. 26-25
City Attorney Guerra provided a brief staff report.
Mayor Bowman opened the public comment period at 6:22 p.m. Seeing no comments, he closed the public comment period.
A MOTION was made by Councilmember Davitt, seconded by Councilmember Fossan, and carried (5 - 0) to readopt a Resolution adopting policy entitled “Policy Governing Remote Participation and Enhancement of Public Participation in City Council and Commission Meetings” to implement Senate Bill No. 707 in compliance with California Government Code Section 54953.4, superseding Resolution No. 26-25.

RECONVENE OPEN SESSION AND ANNOUNCE ANY ACTION TAKEN:
City Attorney Guerra reported on Closed Session Item Two, mentioning that there was a brief discussion and update for the City Council, but no reportable action taken. For Item Four, a presentation was given to the staff, and there was discussion and direction, but no reportable action taken. Item Three was removed from the agenda and not considered.
ADJOURNMENT
Mayor Bowman adjourned the Special City Council meeting at 6:10 p.m.
