SPECIAL MEETING
Monday, April 1, 2024
SPECIAL MEETING 3:00 P.M.:
CALL TO ORDER: Mayor Nigsarian called the Special Meeting of the City Council of the City of La Habra to order at 3:00 p.m. in the City Council Chamber, located at 100 East La Habra Boulevard, La Habra, California.

PUBLIC COMMENTS: None.
CONSIDERATION ITEMS:
1. CONDUCT INTERVIEWS FOR AN EXPECTED VACANCY ON THE LA HABRA
CITY COUNCIL
Prior to the interview of the first applicant, Councilmember Gomez asked Assistant City Attorney Collins if this applicant’s position on the Friends of the Children’s Museum at La Habra board would pose a conflict of interest should they be appointed to fill the expected vacancy on the La Habra City Council.
Assistant City Attorney Collins responded that further clarification is necessary in order to determine whether or not a conflict of interest exists.
Following the interview of the first applicant, Assistant City Attorney Collins advised City Council that interview questions asked by City Council must be consistent with those asked of the first applicant.
City Clerk Barone asked if the timer should be set for each applicant interview.
It was the consensus of the City Council that a 20-minute timer be set for each applicant interview.

Based upon the order determined as a result of a random draw done by the City Clerk on March 13, 2024, City Council conducted interviews with the following applicants:
1. James (Jimmy) Andreoli II 5. Henry Madrid
2. Guadalupe A. Vargas 6. Minerva Sigüenza Gómez
3. Patricia M. Hikida 7. Thomas (Tom) Ludwinski
4. Carrie Surich 8. Mohammad Raza
9. Delwin Lampkin
Councilmember Gomez left the dais at 5:58 p.m.
Mayor Nigsarian invited the public to testify at 5:59 p.m. There was no public testimony.
ADJOURNMENT: Mayor Nigsarian adjourned the meeting at 5:59 p.m. to Monday, April 1, 2024, at 5:30 p.m. in the City Council Closed Session Room 112C, 100 East La Habra Boulevard, followed by the Regular Meeting at 6:30 p.m. in the City Council Chamber.
