CALL TO ORDER: Mayor Espinoza called the Regular Meeting of the City Council of the City of La Habra to order at 6:30 p.m. in the City Council Chamber, located at 100 East La Habra Boulevard, La Habra, California.

1. PRESENTATION PROCLAMATION IN RECOGNITION OF LA HABRA'S CENTENNIAL
CELEBRATION
Mayor Espinoza and City Council acknowledged La Habra’s Centennial Celebration and accepted the proclamation.
Alejandra Selia, on behalf of Senator Tom Umberg’s Office; and Chris Kent, on behalf of 64 th
District Assemblymember Blanca Pacheco’s Office presented City Council with Certificates of Recognition.

2. APPROVE CITY COUNCIL OF THE CITY OF LA HABRA MEETING MINUTES That the City Council approve the City Council of the City of La Habra Regular Meeting Minutes of:
• December 2, 2024
• December 16, 2024
• January 6, 2025
3. APPROVE DENIAL OF LIABILITY CLAIM OF MR. DANIEL VARNEY
That the City Council deny the claim of Mr. Daniel Varney in order to set a definite six-month Statute of Limitations date.
4. APPROVE AMENDMENT FOR SUB- LICENSE AGREEMENT WITH AMERICA WORKS OF CALIFORNIA, INC.
That the City Council review and approve sub- license agreements with America Works of California Inc. to reflect an increase in rent for the Ready, S.E.T., O.C. offices in Brea and Laguna Niguel, totaling $132,637.54 annually, utilizing grant funds as part of the Workforce Innovation and Opportunity Act (WIOA) Contract No. MA-012-24010395.
5. WARRANTS: APPROVE NOS. 00145322 THROUGH 00145323 TOTALING $96,568.78; AND APPROVE NOS.1881 THROUGH 2205 TOTALING $8,831,358.21 That the City Council approve Nos. 00145322 through 00145323 totaling $96,568.78; and approve Nos.1881 through 2205, totaling $8,831,858.21.

1. CONSIDER EXPIRING TERMS AND VACANCIES ON THE PLANNING COMMISSION
AND COMMUNITY SERVICES COMMISSION, AND PROVIDE DIRECTION TO STAFF
City Clerk Barone presented the staff report.
There was no City Council discussion.
Mayor Nigsarian invited the public to testify at 6:42 p.m. There was no public testimony.
Moved by Councilmember Gomez, seconded by Councilmember Nigsarian, and CARRIED UNANIMOUSLY (5-0) THAT THE CITY COUNCIL DIRECT STAFF TO ADVERTISE
VACANCIES ON THE PLANNING COMMISSION AND COMMUNITY SERVICES COMMISSION
THAT WILL OCCUR DUE TO EXPIRING TERMS OR RESIGNATIONS, AND SCHEDULE INTERVIEWS WITH ELIGIBLE CANDIDATES.

Mayor Espinoza announced upcoming community events and activities.
COMMENTS FROM STAFF:
City Manager Sadro wished a Happy 100
th Birthday to the City of La Habra, and thanked the
Community Services Department staff and volunteers for the Centennial Celebration held at City Hall earlier today.
COMMENTS FROM COUNCILMEMBERS:
Each City Councilmember reported on their attendance to current community events and activities.
Mayor Pro Tem Medrano requested the meeting be adjourned in memory of Siena Marez.

Councilmember Gomez requested the meeting be adjourned in memory of Retired Pastor of Our Lady of Guadalupe Monsignor Justin MacCarthy.
ADJOURNMENT: Mayor Espinoza adjourned the meeting in memory of Siena Marez and Monsignor Justin MacCarthy at 6:59 p.m. to Monday, February 3, 2025, at 5:30 p.m. in the City Council Closed Session Room 112c, 100 East La Habra Boulevard, followed by the Regular Meeting at 6:30 p.m. in the City Council Chamber.
