CALL TO ORDER: Mayor Medrano called the Regular Meeting of the City Council of the City of La Habra to order at 6:30 p.m. in the City Council Chamber, located at 100 East La Habra Boulevard, La Habra, California.

4. APPROVE RESOLUTION AND AGREEMENT TO APPOINT ELVIE BALDERRAMA AS INTERIM
DEPUTY DIRECTOR OF HUMAN RESOURCES/RISK MANAGEMENT
That the City Council:
A. APPROVE AND ADOPT RESOLUTION NO. CC 2026-01 ENTITLED: A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, APPOINTING ELVIE
BALDERRAMA AS INTERIM DEPUTY DIRECTOR OF HUMAN RESOURCES/RISK MANAGEMENT AND APPROVING AN EMPLOYMENT AGREEMENT; and
B. Authorize the City Manager to execute the employment agreement with Elvie Balderrama.

5. WARRANTS: APPROVE NOS. 7080 THROUGH 7502 TOTALING $6,377,634.59; AND APPROVE WIRE TRANSFERS DATED 1/12/26 AND 1/26/26 TOTALING $8,888,635.13
That the City Council approve Nos. 7080 through 7502 totaling $6,377,634.59; and approve Wire Transfers dated 1/12/26 and 1/26/26, totaling $8,888,635.13.

PUBLIC HEARINGS: None at this time.
CONSIDERATION ITEMS:
1. CONSIDER EXPIRING TERMS AND VACANCIES ON THE PLANNING COMMISSION AND
COMMUNITY SERVICES COMMISSION, AND PROVIDE DIRECTION TO STAFF
City Clerk Barone presented the staff report.
City Council discussion included support for a commission recruitment and encouragement for residents to apply for the current vacancies.
Mayor Medrano invited the public to testify at 6:50 p.m. There was no public testimony.
Moved by Councilmember Nigsarian, seconded b y Councilmember Lampkin, and CARRIED UNANIMOUSLY (5-0) THAT THE CITY COUNCIL DIRECT STAFF TO ADVERTISE VACANCIES ON
THE PLANNING COMMISSON AND COMMUNITY SERVICES COMMISSION THAT WILL OCCUR
DUE TO EXPIRING TERMS OR RESIGNATIONS, AND SCHDULE INTERVIEWS WITH ELIGIBLE CANDIDATES.

Each City Councilmember commented and reported on their attendance to past community events and activities, recognized community members, public comment speakers in attendance and thanked City staff for their work and dedication to the La Habra community.

Councilmember Lampkin made a motion that a future agenda include an item for consideration of reduced rental fees for the Veterans of Foreign War s use of Veterans Hall for th eir a nniversary celebration in April 2026. Seconded by Mayor Medrano.
Councilmember Lampkin requested the meeting be adjourned in remembrance of Dr. Martin Luther King, Jr.
ADJOURNMENT: Mayor Medrano adjourned the meeting in remembrance Dr. Martin Luther King, Jr. at 7:13 p.m. to Monday, February 2, 2026, at 5:30 p.m. in the City Council Closed Session Room 112c, 100 East La Habra Boulevard, followed by the Regular Meeting at 6:30 p.m. in the City Council Chamber.
