Call Meeting to Order - At 6:34 p.m., Mayor Laherty called the Regular City Council Meeting to order.

17. Introduction of Ordinance No. 2022-01 Amending Chapters 9.14 and 7.22 of the La Habra Heights Municipal Code for Implementation of Senate Bill 9 and Determining the Ordinance to be Exempt from CEQA

Ordinance No. 2021-01: An Ordinance of the City Council of the City of La Habra Heights, California, adding Chapters 9.14 (SB 9 Urban Lot Splits) and 7.22 (SB 9 Two-Unit Projects) to the La Habra Heights Municipal Code and determining the Ordinance to be exempt from CEQA
At 7:24 p.m., Mayor Laherty opened the Public Hearing.
At 7:29 p.m., Mayor Laherty closed the Public Hearing.
Action: Moved (Bergman), seconded (Klingfus), and voted 4-0 to introduce Ordinance No. 2022-01 by title only, an Ordinance of the City Council of the City of La Habra Heights, California, amending Chapters 9.14 (SB 9 Urban Lot Splits) and 7.22 (SB 9 Two-Unit Projects) to the La Habra Heights Municipal Code for Implementation of Senate Bill 9 and Determining the Ordinance to be exempt from CEQA; and schedule a second reading and adoption for the February 14, 2022 regular City Council meeting. -- End of Public Hearing ---
Administrative Items
18. City Updates and Discussion Regarding COVID-19
Action: Council listened to a presentation by the City Manager regarding the City's COVID-19 response and outreach efforts.
19. Heli-Hydrant Project Update
Action: Assistant City Manager provided an update about the Heli-Hydrant Project.
20. HSIP Hacienda Road Safety Improvement - Traffic Signal and Safety Improvements Project/Engineering Services Contract Award Action: Moved (Bergman), seconded (Klingfus), and voted 4-0 to approved and authorize the City Manager to execute an agreement with General Technologies & Solutions (GTS) in the amount of $54,610 for providing engineering services for Hacienda Road Safety Improvements - Traffic Signal and Additional Safety Improvements Project; and authorize the City Manager to approve the optional HSIP support services for an amount of $6, 490, if needed.
21. Action to Fill City Council Seat Vacated by Jane Williams Action: Moved by Council consensus to make applications available to the community and hold a Special City Council meeting on January 28, 2022 at 6:30 p.m. to review all City Council vacancy applications received and appoint a qualified person to fill the seat vacated by Jane Williams.

22. Consideration of Resolution Supporting Brand-Huang-Mendoza Tripartisan Land Use Initiative
Action: Moved by Council consensus to establish an ad hoc Committee, comprised of Mayor Laherty and Mayor Pro Tem Zezula, to draft a resolution in support of the Brand- Huang-Mendoza Tripartisan Land Use Initiative.

Action: No action taken.
Requested by: Council Member Klingfus to agendize a discussion regarding appointing a Council Member to serve as Mayor.
24. Public Comments on Items not on the Agenda (One Minute) Adjourn Meeting - At 8:29 p.m., Mayor Laherty adjourned the meeting in memory of former La Habra Heights Fire Department Captain Danny Gross.
