Call Meeting to Order - At 5:30 p.m., Mayor Laherty called the Closed Session meeting to order.

Present: Mayor Dennis Laherty, Mayor Pro Tempore Norm Zezula, and Council Members Brian Bergman, Roy Francis, and Carey Klingfus

Action: Moved (Bergman), seconded (Laherty), and voted 3-2 (Oppose Klingfus and Zezula) to appoint Council Member Roy Francis to serve as Mayor.

20. Approval of Community Development Block Grant (CDBG) 2022-2023 Program Year Project
Resolution No. 2022-05: A Resolution of the City Council of the City of La Habra Heights, California, authorizing the allocation of the 48'h Year Community Development Block Grant (CDBG) funds for Fiscal Year 2022-23 At 7:26 p.m., Mayor Francis opened the Public Hearing.
At 7:29 p.m., Mayor Francis closed the Public Hearing.
Action: Moved (Bergman), seconded (Klingfus), and voted unanimously to approve the Community Development Block Grant allocation as outlined in Resolution No. 2022-05; and adopt Resolution No. 2022-05.
21. Introduction of Ordinance No. 2022-02 Regarding Adding Organic Waste Disposal Requirement to the City of La Habra Heights Municipal Code Ordinance No. 2022-02: An Ordinance of the City Council of the City of La Habra Heights, California, amending Article 4 and Article 7 of the La Habra Heights Municipal Code to modify Section 4.1.100 Construction and Demolition Recycling, add Section 4.3.113 Mandatory Organic Waste Disposal Reduction, and modify Chapter 7.12.5 Water Efficient Landscaping
