PUBLIC COMMENT PROCESS
Each member of the public may speak for a total of five minutes on any action item listed on the agenda or other matters within the Council’s purview except with regard to items listed as public hearings. To speak in the Public Comment segment please complete and deliver a speaker’s card to the Clerk prior to the call for public comments. You will be called to the podium by name when it is your turn to speak.
During a Public Hearing:
Each member of the public may also speak on each public hearing item. Please provide a speaker’s card listing the public hearing by number and submit it to the Clerk before the hearing is opened by the Mayor. Your speaking time will be limited to the subject of the hearing. In general, speakers are given three minutes. However, the Mayor may limit speaking time during public hearings if several people wish to speak.
Should you need to provide written documentation, please give the Clerk a minimum of NINE (9)
copies prior to the start of the meeting so the information can be distributed to the Council.

AMEND GANN APPROPRIATIONS LIMIT FOR FISCAL YEAR 2021-22 AND FISCAL YEAR 2022-23 RESOLUTION NO. 2022-22: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA, AMENDING THE APPROPRIATIONS LIMIT FOR FISCAL YEAR 2021-22 FOR THE CITY OF LA HABRA HEIGHTS IN ACCORDANCE WITH PROVISIONS OF DIVISION 9 OF TITLE 1 OF THE CALIFORNIA GOVERNMENT CODE RESOLUTION NO. 2022-23: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA, AMENDING THE APPROPRIATIONS LIMIT FOR FISCAL YEAR 2022-23 FOR THE CITY OF LA HABRA HEIGHTS IN ACCORDANCE WITH PROVISIONS OF DIVISION 9 OF TITLE 1 OF THE CALIFORNIA GOVERNMENT CODE RECOMMENDATION:

Award the Professional Services contract to Bucknam Infrastructure Group Inc. in the amount of $21,209; AND B.
Authorize the City Manager to execute the contract in a form approved by the City Attorney; AND C.
Authorize a budget amendment in the amount of $21,209 to account 101-450PWD-6650. 2022 07 11 ITEM NO 15
16. DESIGN OF FISCAL YEAR 2022-23 STREET IMPROVEMENT PROJECT – ZONE 4 HACIENDA ROAD/EAST ROAD RECOMMENDATION:
It is recommended that the City Council:
A.
Award the Professional Engineering Design Services contracts to NV5 in the amount of $79,500; AND B.

17. ENGINEERING SERVICES FOR FIRE DEPARTMENT APPARATUS BAY RECOMMENDATION:

Introduce Resolution No. 2022-21 by title only, a Resolution of the City Council of the City of La Habra Heights, California, approving GPA 2022-033 Amending the Land Use Element of the General Plan to create a Multi-Family Residential Designation, and making finding under CEQA; AND B.
Introduce Ordinance No. 2022-04 by title only, an Ordinance of the City Council of the City of La Habra Heights, California, amending Article 7 (Development Code and Zoning Ordinance) of the La Habra Heights Municipal Code to establish regulations for Multi-Family Residential development (ZCA 2022-034); and making findings under CEQA; AND C.
Introduce Ordinance No. 2022-05 by title only, an Ordinance of the City Council of the City of La Habra Heights, California, amending the Official Zoning Map (ZC 2022-035), and making findings under CEQA; AND D.
