Call Meeting to Order - At 3:30 p.m., Mayor Pro Tempore Norm Zezula called the Special City Council meeting to order.

Present: Mayor Pro Tem Norm Zezula and Council Member Brian Bergman Present via Zoom: Mayor Roy Francis, Council Members Carey Klingfus and Dennis Laherty, and City Attorney Michael Maurer
Absent: None
Also Present: City Manager Fabiola Huerta, Assistant City Manager Rafferty Wooldridge, and Public Works Specialist Grace Andres
