PUBLIC COMMENT PROCESS
Each member of the public may speak for a total of five minutes on any action item listed on the agenda or other matters within the Council's purview except with regard to items listed as public hearings. To speak in the Public Comment segment please complete and deliver a speaker's card to the Clerk prior to the call for public comments. You will be called to the podium by name when it is your turn to speak.
During a Public Hearing:
Each member of the public may also speak on each public hearing item. Please provide a speaker's card listing the public hearing by number and submit it to the Clerk before the hearing is opened by the Mayor. Your speaking time will be limited to the subject of the hearing. In general, speakers are given three minutes. However, the Mayor may limit speaking time during public hearings if several people wish to speak.
Should you need to provide written documentation, please give the Clerk a minimum of NINE (9)
copies prior to the start of the meeting so the information can be distributed to the Council.

14. AB 361 OPEN MEETINGS: STATE AND LOCAL AGENCIES: TELECONFERENCES RESOLUTION NO. 2021-25: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA, MAKING FINDINGS AND DETERMINATIONS UNDER AB 361 FOR CONTINUED VIRTUAL MEETINGS RECOMMENDATION:
It is recommended that the City Council find that state and local officials continue to recommend measures to promote social distancing and extend Resolution No. 2021-25 to continue fully or partially virtual public meetings. 2022 09 12 ITEM NO 14
15. CITY UPDATES AND DISCUSSION REGARDING COVID-19
RECOMMENDATION:

16. PROPOSITION A FUND EXCHANGE WITH CITY OF HAWAIIAN GARDENS RECOMMENDATION:
It is recommended that the City Council approve the Proposition A Assignment Agreement with the City of Hawaiian Gardens and authorize the City Manager to enter into the agreement for the exchange of Proposition A funds. 2022 09 12 ITEM NO 16
17. APPROVAL OF SALARY SCHEDULE
RECOMMENDATION:
It is recommended that the City Council approve the attached salary schedule reflecting all City positions and associated salaries to meet CalPERS requirements of Government Code § 20636 (b)(1) and CCR § 570.5 California Code of Regulations. 2022 09 12 ITEM NO 17
18. CONSIDER WAIVER OF ENCROACHMENT PERMIT FEES FOR CANONITA DRIVE BLOCK PARTY RECOMMENDATION:
It is recommended that the City Council grant the encroachment permit fee waiver and authorize staff to issue a no fee encroachment permit to close Canonita Drive on Saturday October 8, 2022 from 11 a.m. to 7 p.m. for a neighborhood block party. 2022 09 12 ITEM NO 18
19. SAN GABRIEL AND LOWER LOS ANGELES RIVERS AND MOUNTAINS CONSERVANCY WILDFIRE PREVENTION GRANT PROGRAM RESOLUTION RESOLUTIONS NO. 2022-27: A RESOLUTION OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE SAN GABRIEL AND LOWER LOS ANGELES RIVERS AND MOUNTAINS CONSERVANCY WILDFIRE PREVENTION PROGRAM FOR AN EVACUATION PROGRAM RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 2022-27 approving the filing of an application for the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy Wildfire Prevention Grant Program. 2022 09 12 ITEM NO 19

20. COMMUNICATIONS FACILITY LICENSE AGREEMENT FOR NEW FAUX EUCALYPTUS CELL SITE AT CITY HALL (CONTINUED FROM AUGUST 8, 2022) RECOMMENDATION:
It is recommended that the City Council:
A.
Approve the City of La Habra Heights Communications Facility License Agreement with AT&T for a new faux eucalyptus cell site at City Hall; AND B.
Authorize the City Manager to execute the License Agreement with AT&T; AND C.
Authorize the City Manager to take all necessary actions to carry out the intent of the proposed License Agreement. 2022 09 12 ITEM NO 20
21. DISCUSSION OF ANIMAL NOISE COMPLAINTS AND CODE ENFORCEMENT PROCESS (CONTINUED FROM JULY 11, 2022 AND AUGUST 8, 2022) RECOMMENDATION:
It is recommended that the City Council discuss the item and provide direction to staff. 2022 09 12 ITEM NO 21
22. CALPERS HEALTH PROGRAM CONTRACT AMENDMENT TERMINATING ELECTED OFFICIALS GROUP RESOLUTION NO. 2022-28: A RESOLUTION OF THE CITY COUNCIL, OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA, ELECTING CEASE TO BE SUBJECT TO THE PUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT WITH RESPECT TO A RECOGNIZED EMPLOYEE ORGANIZATION (001 ELECTED OFFICIALS) RECOMMENDATION:
It is recommended that the City Council approve Resolution No. 2022-28 amending the City’s CalPERS Health Program Contract by terminating eligibility for the Elected Official Group. 2022 09 12 ITEM NO 22
23. FIRE DEPARTMENT PARAMEDIC STAFFING
RECOMMENDATION:
