Action: Moved (Francis), seconded (Bergman) and voted 4-0 (Absent Klingfus) to introduce Ordinance No. 2022-07, an Ordinance of the City Council of the City of La Habra Heights, California, adopting the 2022 Editions of the California Building Standards Code and making necessary amendments thereto, and schedule a second reading and adoption for the November 14, 2022 regular City Council meeting.
18. Adoption of the 2022 California Fire Code
Ordinance No. 2022-08: An Ordinance of the City Council of the City of La Habra Heights, California, Adopting the 2022 Edition of the California Fire Code and Making Necessary Amendments Thereto
At 6:56 p.m., Mayor Francis opened the Public Hearing.
At 7:06 p.m., Mayor Francis closed the Public Hearing.
Action: Moved (Zezula), seconded (Francis) and voted 4-0 (Absent Klingfus) to introduce Ordinance No. 2022-08, an Ordinance of the City Council of the City of La Habra Heights, California, adopting the 2022 Editions of the California Fire Code and making necessary amendments thereto, with modifications to sections 4.4.60 (C) to include "shall be provided within ten feet of the fire access road" and 4.4.60 (D) (2a) to include "of the original size", and schedule a second reading and adoption for the November 14, 2022 regular City Council meeting.

19. Hacienda Drainage Improvements Between Skyline Drive and Canada Sombre Road - Change Order #1 & #2 and Notice of Completion Action: Moved (Bergman), seconded (Zezula) and voted 4-0 (Absent Klingfus) to approve Change Order #1 in the amount of $19,005 and Change Order #2 in the amount of $2,762.30; Accept the Hacienda Drainage Improvement Project between Skyline Drive and Canada Sombre Road as complete; and Direct the City Clerk to file a Notice of Completion with the Los Angeles County Recorder.
20. Fiscal Year 2021-22 Street Improvement Project - Zone 2 Encanada Drive/Subtropic Drive Award of Contract
Action: Moved (Bergman), seconded (Francis) and voted 4-0 (Absent Klingfus) to award the FY 2021-22 Street Improvement Project construction contract to E.C. Construction REGULAR CITY COUNCIL MEETING MINUTES 3 OCTOBER 10, 2022 APPROVED AS SUBMITTED NOVEMBER 14, 2022
Company in the amount of $1,149,800.00; Authorize a contingency for this project in the amount of 15%; and Award the Construction Management and Inspection contract to NV5 in the amount of $159,562; Authorize the Finance Manager to amend the FY 2022-23 Budget to increase account number 101-450PWD-6830 by $649,409; and Authorize the City Manager to execute the contracts in a form approved by the City Attorney.
21. Fire Department Paramedic Staffing (Continued from September 12, 2022) Action: Moved (Bergman), seconded (Laherty) and voted 4-0 (Absent Klingfus) to approve paramedic pay rate of $23 per hour and reimbursement program for cost of paramedic training/certification and related fees.
