Call Meeting to Order - At 4:01 p.m., Mayor Zezula called the Special City Council meeting to order.

Present: Mayor Norm Zezula, Mayor Pro Tem Carol Engelhardt, and Council Members Brian Bergman, Dennis Laherty and John Pespisa
Absent: None
Also Present: Interim City Manager Rafferty Wooldridge, Finance Manager Angie Martinez, Public Works Specialist Graces Andres, Administrative Assistant Christina Aguilar

Administrative Items
City Attorney Services Agreement with Rutan & Tucker, LLP Action: Moved (Bergman), seconded (Engelhardt) and voted 4-1 (abstain Laherty) to authorize the Mayor and Interim City Manager to execute an agreement with Rutan & Tucker, LLP for attorney services effective November 13, 2023, and appoint Todd Litfin as City Attorney.
