PUBLIC COMMENT PROCESS
Each member of the public may speak for a total of five minutes on any action item listed on the agenda or other matters within the Council’s purview except with regard to items listed as public hearings. To speak in the Public Comment segment please complete and deliver a speaker’s card to the Clerk prior to the call for public comments. You will be called to the podium by name when it is your turn to speak.
During a Public Hearing:
Each member of the public may also speak on each public hearing item. Please provide a speaker’s card listing the public hearing by number and submit it to the Clerk before the hearing is opened by the Mayor. Your speaking time will be limited to the subject of the hearing. In general, speakers are given three minutes. However, the Mayor may limit speaking time during public hearings if several people wish to speak.
Should you need to provide written documentation, please give the Clerk a minimum of NINE (9)
copies prior to the start of the meeting so the information can be distributed to the Council.

RESOLUTION NO. 2024-02 AUTHORIZING THE CITY MANAGER OR HIS/HER DESIGNEE TO EXECUTE ALL DOCUMENTS AND AGREEMENTS FOR FEDERAL AND STATE FUNDED PROJECTS RESOLUTION NO. 2024-02: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SIGN ALL DOCUMENTS AND AGREEMENTS FOR FEDERAL AND STATE-FUNDED PROJECTS ON BEHALF OF THE CITY OF LA HABRA HEIGHTS RECOMMENDATION:

14. APPROVAL OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) 2024-2025 PROGRAM YEAR PROJECT RESOLUTION NO. 2024-03: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA, AUTHORIZING THE ALLOCATION OF THE 49TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR FISCAL YEAR 2024-25 RECOMMENDATION:
It is recommended that the City Council:
A.
Approve the Community Development Block Grant allocation as outlined in Resolution No. 2024-03; AND B.
Adopt Resolution No. 2024-03

15. PROTEST HEARING - UNPAID BRUSH CLEARANCE COSTS RESOLUTION NO. 2024-04: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA HEIGHTS DECLARING THAT WEEDS, RUBBISH, REFUSE, OR OTHER COMBUSTIBLE MATERIALS GROWING UPON OR IN FRONT OF PROPERTIES CONSTITUTE A PUBLIC NUISANCE. IN ADDITION, DIRT/DEBRIS RUNOFF FROM PRIVATE PROPERTY UPON PUBLIC ROADWAYS ALSO CONSTITUTES A PUBLIC NUISANCE. FURTHER DECLARING ITS INTENTION TO PROVIDE FOR THE ABATEMENT OF SUCH NUISANCE, AND SETTING A DATE FOR A PUBLIC HEARING RECOMMENDATION:
It is recommended that the City Council:
A.
Open Overrule protests, if any, offered during protest hearing and adopt Resolution No. 2024-04 confirming the report of costs incurred by the city and authorizing the assessments as liens to be placed on the tax rolls effective February 12, 2024; OR B.

16. LOCAL IMPACTS OF FEBRUARY 2024 WINTER STORMS
RECOMMENDATION:

17. PROCLAMATION OF THE EXISTENCE OF A LOCAL STATE OF EMERGENCY DUE TO STORMS AND TORRENTIAL RAIN RECOMMENDATION:
It is recommended that the City Council ratify and proclaim the existence of a Local State of Emergency due to storms and torrential rain and adopt Resolution No. 2024-05. 2024 02 12 ITEM NO 17
18. GOVERNMENT FINANCE OFFICERS ASSOCIATION (GFOA) CERTIFICATE OF ACHIEVEMENT (COA) FOR EXCELLENCE IN FINANCIAL REPORTING PROGRAM AWARD FOR FY 2021-22 RECOMMENDATION:

19. FISCAL YEAR 2022-23 ANNUAL COMPREHENSIVE FINANCIAL REPORT RECOMMENDATION:
It is recommended that the City Council receive and file the audited ACFR, Gann Limit, communications letter, and GAS letter for the City of La Habra Heights for the fiscal year ending June 30, 2023. 2023 08 21 ITEM NO. 19
20. GENERAL SERVICES AGREEMENT WITH LOS ANGELES COUNTY
RECOMMENDATION:
It is recommended that the City Council:
A.
Adopt Resolution No. 2024-06 approving the renewal of the General Services Agreement with the County of Los Angeles; and B.
Authorize the Mayor to General Services Agreement.

21. EXECUTED RETIRED ANNUITANT EMPLOYMENT AGREEMENT
RECOMMENDATION:

22. 2024 BRUSH CLEARANCE PROGRAM
RECOMMENDATION:
It is recommended that the City Council:
A.
Adopt Resolution No. 2024-07 declaring that in addition to weeds, rubbish, refuse, or other combustible materials, dirt/debris runoff from private property upon public roadways in front of properties are a public nuisance; AND B.
Declare its intention to provide for the abatement of such nuisance; AND C.
Set the date as April 8, 2024 for the public hearing.
