PUBLIC COMMENT PROCESS
Each member of the public may speak for a total of five minutes on any action item listed on the agenda or other matters within the Council’s purview except with regard to items listed as public hearings. To speak in the Public Comment segment please complete and deliver a speaker’s card to the Clerk prior to the call for public comments. You will be called to the podium by name when it is your turn to speak.
During a Public Hearing:
Each member of the public may also speak on each public hearing item. Please provide a speaker’s card listing the public hearing by number and submit it to the Clerk before the hearing is opened by the Mayor. Your speaking time will be limited to the subject of the hearing. In general, speakers are given three minutes. However, the Mayor may limit speaking time during public hearings if several people wish to speak.
Should you need to provide written documentation, please give the Clerk a minimum of NINE (9)
copies prior to the start of the meeting so the information can be distributed to the Council.

PUBLIC HEARING
19. PROTEST HEARING - UNPAID BRUSH CLEARANCE COSTS RESOLUTION NO. 2024-31: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA, CONFIRMING A REPORT OF COSTS INCURRED IN CONNECTION WITH THE CITY’S BRUSH CLEARANCE PROGRAM; CONFIRMING THE ASSESSMENTS AND LIENS SET FORTH IN SUCH REPORT; AND DIRECTING THAT SUCH ASSESSMENTS BE COLLECTED ON THE PROPERTY TAX ROLL RECOMMENDATION:
It is recommended that the City Council:
A.
Overrule protests, if any, offered during protest hearing and adopt Resolution No. 2024-31 confirming the report of costs incurred by the City and authorizing the assessments as liens to be placed on the tax rolls effective December 9, 2024; OR B.

20. AGREEMENT WITH EMS QI PARTNERS FOR EMS COORDINATOR/QI SERVICES RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to enter into an Agreement, with EMS QI Partners for EMS Coordinator Services for the Fire Department. 2024 12 09 ITEM #20
21. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH A CONSULTANT FOR PROFESSIONAL SERVICES ASSOCIATED WITH THE HOUSING ELEMENT CERTIFICATION RECOMMENDATION:
It is recommended that the City Council:
A.
Authorize the Finance Manager to amend the budget for $40,000 in account 101-410PLN-6650; AND B.
Authorize the City Manager to enter into an agreement, approved by the City Attorney, with PlaceWorks for Housing Element preparation services. 2024 12 09 ITEM #21
22. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA HEIGHTS APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT MEASURE A ANNUAL ALLOCATION GRANT RESOLUTION NO. 2024-32: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA, APPROVING THE BLANKET AUTHORITY TO FILE APPLICATIONS FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR MEASURE A FUNDING FOR PROJECTS AND PROGRAMS RECOMMENDATION:
It is recommended that the City Council:
A.
Approve the filing of an application with the District for funds allocated under Section 24(b) of the 1996 Proposition for the above-named Project; and B.
Certify that said applicant understands the assurances and certifications in the application form; and C.
Certifies that said Applicant understands its obligations to operate and maintain the property(s) in perpetuity; and D.
Certifies that said Applicant will sign and return, within 30 days, both copies of the project agreement sent by the District for authorizing signature; and E.
Approve Resolution No. 2024-32 officially approving the blanket authority to file applications for grant funds from the Los Angeles County Regional Park and open space district for Measure A funding for projects and programs F.
Authorizes the City Manager, or designee, as an agent of the City of La Habra Heights to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements amendments, payment requests, and so forth, which may be necessary for the completion of the Project as described in the application. 2024 12 09 ITEM #22
23. PUENTE HILLS HABITAT PRESERVATION AUTHORITY BALLOT MEASURE PH RECOMMENDATION:

24. REAPPOINTMENT OF CATHERINE HOUWEN TO THE GREATER LOS ANGELES COUNTY VECTOR CONTROL DISTRICT (GLACVCD) BOARD OF TRUSTEES FOR A FOUR YEAR TERM RECOMMENDATION:
It is recommended that the City Council approve the reappoint Catherine Houwen as a Member to the Greater Los Angeles County Vector Control District Board of Trustees for a four year term. 2024 12 09 ITEM #24
