19. 2024 Housing Element Annual Progress Report
At 7:52 Council Member Zezula left the dais.
Action: Moved (Steffire), seconded (Bergman), and voted (4-0) (absent Zezula) to accept the 2024 Housing Element Annual Progress Report and direct staff to the file the report with the California Department of Housing and Community Development (HCD).
At 7:57 Council Member Zezula returned to the dais.
20. Approval of Fiscal Year 2022-23 Street Improvement Project - Zone 4 Hacienda Road/Skyline Drive change orders and Notice of Completion Action: Moved (Steffire), seconded (Bergman), and voted (5-0) to approve change orders 1-2 in the amount of $30,136.21 and accept FY 2022-2023 Street Improvement Project (Zone 4) as complete. Direct the City Clerk to file a Notice of Completion with the Los Angeles County Recorder.
21. Opposition Letters for pending State Legislation
Action: Reviewed and discussed opposition letter for pending State Legislation
22. Acceptance of 2025 Firehouse Subs public safety foundation grant award Action: Moved (Steffire), seconded (Bergman), and voted (5-0) to adopt Resolution No. 2025-11 accepting grant funds in the amount of $35,598.56 awarded by Firehouse Subs Public Safety Foundation Grant and designate the Deputy Fire Chief to act as the City's representative.
23. Guardrail Replacement and/or Repairs
Action: Moved (Bergman), seconded (Engelhardt), and voted (5-0) to authorize the Finance Manager to amend the FY 2024-25 budget and increase account 101-450-PWD- 6650 by $60,565 to repair and replace guardrail in three locations on Hacienda Road and one location East Road and authorize a contingency in the amount of $9,084.75, or 15%.
Also, authorize the Finance Manager to amend the FY 2024-25 budget and increase account 101-450-PWD-6650 by $9,084.75 for the 15% contingency. Authorize the City Manager to approve the Purchase Order per the City's purchasing policy and authorize staff to schedule Surface Constructors, Inc. to complete the work.
