Call Meeting to Order - At 6:30 p.m., Mayor Bergman called the Special City Council Meeting to order.

Present: Mayor Brian Bergman, Mayor Pro Tempore Greg Steffre, Council Members Carol Engelhardt, and Norm Zezula
Absent: Council Member John Pespisa
Also Present: City Manager Rafferty Wooldridge, Assistant City Manager Angie Martinez and Administrative Assistant Christina Aguilar

5. Review of General Fund Reserve Policy
Action: Moved (Steffire), seconded (Zezula), and voted (4-0) (Absent Pespisa) reviewed and discussed the reserve policy and associated amounts.
Fiscal Year 2026-27 Preliminary Operating Budget - Study Session #2 Action: Moved (Steffire), seconded (Bergman), and voted (3-1) (Absent Pespisa) (Dissented Engelhardt) to direct staff to add $100,000 toward the beautification of West and Hacienda property and have Planning Commission bring ideas for usage of the property.
