SUBJECT: ADOPTION OF RESOLUTION MAKING FINDINGS PURSUANT TO GOVERNMENT CODE SECTION 54953, AS AMENDED BY ASSEMBLY
BILL 361, AND AUTHORIZING THE CONTINUED USE OF VIRTUAL

AND/OR HYBRID MEETINGS OF THE LEGISLATIVE BODIES OF THE CITY OF LA MESA FOR THE 30-DAY PERIOD BEGINNING
NOVEMBER 1, 2022 THROUGH NOVEMBER 30, 2022
The City Council, Board and Commission meetings returned to in-person meetings on April 12, 2022. On February 22, 2022, it was the consensus of the Council to permit hybrid meetings of the legislative bodies of the City of La Mesa. A city may meet remotely or use a combination of in-person/virtual (hybrid) platform under AB 361 during a declared state of emergency by the Governor via Government Code § 54953(e) et seq. The attached Resolution (Attachment A) would need to be adopted by Council to allow for hybrid meetings, in which Councilmembers and/or Board and Commission Members may choose to continue to attend meetings virtually while still allowing the public to attend in-person.

On September 28, 2021, the City Council was apprised of the latest Assembly Bill No. 361 (AB 361) signed by Governor Newsom allowing legislative bodies to continue to utilize remote/virtual platforms for meetings as long as one of the following three criteria was met:
 State or local officials have imposed or recommended measures to promote social distancing; or
 For the purpose of determining, by majority vote, whether as a result of the state of emergency, meeting in person would present imminent risks to the health or safety of attendees; or
 The City Council has previously determined, by majority vote, that, as a result of the state of emergency, meeting in person would present imminent risks to the health or safety of attendees.

Based on the above criteria, the City Council adopted Resolution No. 2021-115 to allow continued remote teleconference meetings of the legislative bodies of the City of

Page 1 of 60 ends

La Mesa for the month of October 2021 at its September 28, 2021 meeting.

Subsequently, the City Council adopted Resolution Nos. 2021-129, 2021-153, 2022- 006, and 2022-018, to allow continued remote teleconference meetings of the legislative bodies of the City of La Mesa for the months of November and December 2021 and January, February, and March 2022. Similarly, the City Council adopted Resolution Nos. 2022-020, 2022-028, 2022-042, 2022-063, 2022-083, 2022-087, and 2022-103 to allow hybrid meetings of the legislative bodies of the City of La Mesa for April, May, June, July, August, September, and October 2022.

To continue meeting based on the parameters set forth in AB 361, the City Council must adopt subsequent resolutions each month prior to the expiration date of the previously adopted resolutions requesting the same. The adoption of the proposed Resolution is required to allow the City’s legislative bodies to hold hybrid meetings in which Councilmembers, Board Members, and Commissioners may choose to continue to participate virtually. Staff recommends adopting the attached draft resolution this evening to allow the hybrid meeting option for the month of November.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA MESA MAKING FINDINGS PURSUANT TO GOVERNMENT CODE SECTION 54953, AS
AMENDED BY ASSEMBLY BILL 361, AND RE-AUTHORIZING THE

CONTINUED USE OF VIRTUAL AND/OR HYBRID MEETINGS OF THE
LEGISLATIVE BODIES OF THE CITY OF LA MESA FOR THE 30-DAY PERIOD BEGINNING NOVEMBER 1, 2022 THROUGH NOVEMBER 30, 2022
WHEREAS, as a result of the COVID-19 pandemic, the Governor issued Executive Order Nos. N-08-21, N-25-20 and N-29-20, which suspended certain provisions of the Ralph M.

WHEREAS, Assembly Bill 361, which was signed into law on September 16, 2021, amended Government Code section 54953, to provide relief from the teleconferencing provisions of the Brown Act under certain circumstances provided the legislative body makes certain findings;
WHEREAS, as a result of the COVID-19 pandemic, the Governor proclaimed a state of emergency on March 4, 2020, in accordance with the section 8625 of the California Emergency Services Act, and the state of emergency remains in effect; and WHEREAS, as a result of the COVID-19 pandemic, the California Department of Health and County of San Diego Public Health Services continue to recommended measures to promote social distancing.

REPORT to the MAYOR and MEMBERS of the CITY COUNCIL
From the CITY MANAGER
DATE: October 25, 2022
SUBJECT: Resolution Authorizing a Purchase Agreement with Cartegraph Systems, LLC for Public Works Operation
and Maintenance Software
ISSUING DEPARTMENT: Public Works
SUMMARY:

Issues:

Should the City Council adopt a resolution to authorize a 38-month purchase agreement with Cartegraph Systems, LLC for $322,045?
Recommendation:

It is recommended that the City Council approves a resolution to authorize a three-year purchase agreement with Cartegraph Systems, LLC for $322,045.

Fiscal Impact:

Funds are available in the operating Accounts 3101-6486 and 4142-6486 and Reserve Fund 101-4899.

City’s Strategic Goals:
 Continue to improve high quality municipal services
BACKGROUND:

Operation and maintenance software (OMS) allow the user to log in customer requests, issue work orders, track work and resources, schedule tasks, manage infrastructure assets, compile data to assist with enhancement of public works services, and streamline the operational budgets. OMS is a means of modernization of public works service and work. OMS is being used by many jurisdictions throughout the country and becoming a standard tool in the public works field.

In 2003, the City chose to purchase Cartegraph Navigator, an OMS for its operations and maintenance needs after extensive evaluation of available software at the time. In 2015, the City upgraded Cartegraph Navigator to Cartegraph OMS, which is assetPage 5 of 60 Report to Mayor and Councilmembers

based software with mobile capabilities. This version of the software allows maintenance crews to receive requests, create tasks and log the work performed and resources used in the field with use of tablet computers.

The Public Works Department has implemented Cartegraph for several divisions and is continuing to expand the software’s services and capabilities to other divisions.

Currently, external and internal requests are logged in Cartegraph for wastewater, streets, traffic, parks, and storm water divisions.

A recently added feature is the addition of the See-Click-Fix mobile app. The City receives maintenance and other requests through this app and can seamlessly incorporate the works order into Cartegraph. See-Click-Fix also allows the City to communicate with the requesters of the work.

Recently, Cartegraph Systems LLC was purchased by OpenGov Software Services.

The City of La Mesa Finance Department entered into an agreement with OpenGov for financial reporting and transparency purposes about 10 years ago. The City is expanding OpenGov services to budgeting, planning, citizen services, financials and procurement in the near future. Since the OpenGov contract will renew in December 2025 and OpenGov owns Cartegraph, there is a desire to align the two agreements. In order to achieve that, the staff has negotiated to extend the terms of the Cartegraph agreement to 14 months for the first renewal. The cost of the two additional months were prorated based on the monthly charges.

DISCUSSION:

Cartegraph, like many other software solutions, is on a subscription basis. Cartegraph Systems, LLC, has provided the City a 38-month purchase agreement starting in October 2022. The 38-month agreement will align with the future OpenGov software agreement renewals in December 2025.

This agreement commits a price structure to the City of La Mesa without any budgetary commitments for second and third years. The City Council has already approved the current fiscal year’s budget that includes sufficient funds to cover the first year of the agreement. The Cartegraph fee for the first 14 months is $115,340. The second and third year fees are $101,825 and $104,880 respectively, resulting to a total 38-month fee of $322,045.

The City’s Purchasing Officer may waive competitive bidding if the commodity being purchased is required to match or be compatible with equipment presently on hand, and the purchase is made from the supplier that supplied such other equipment, per La Mesa Municipal Code Section 2.40.070(a)(3). Purchasing Cartegraph software will keep

Page 6 of 60 ends

Report to Mayor and Councilmembers

Page: 3 of 3
our OMS software consistent for both staff and the public. Under these facts, the circumstances are that Cartegraph Systems, LLC, can provide the same system as already used and, as such, staff recommends that it is in the best interests of the City to enter into a 38-month purchase agreement with Cartegraph Systems, LLC, for $322,045 without a formal bidding process.

CONCLUSION:

Staff recommends that the Council waive competitive bidding for the continued use of Cartegraph OMS software and authorize a purchase agreement with Cartegraph Systems, LLC, for $322,045.

Date: 10/25/2022
Page: 2 of 2
Fiscal Impact:

Funds for the installation of the all way stop are available in Public Works Operations account 3107-6420.

City’s Strategic Goals:
 Effective and efficient traffic circulation and transportation BACKGROUND:

The City received a request for installing stop signs on Allison Avenue at the northerly approach from Palm Avenue. The northerly approach of Palm Avenue has an existing stop sign (controlled). The City contracted Kimley-Horn to perform a warrant study at this intersection. The study was completed in June of this year (Attachment B), indicating that an all way stop at this intersection is warranted.

DISCUSSION:

The City has reviewed potential locations to install stop signs at this location. Based on physical constraints and safety considerations, it was decided to install stop signs in the center of the street. Attachment C provides a layout of the proposed all way stop.

CONCLUSION:

Staff recommends that the City Council adopt the attached Resolution amending subsection 12.28.030 (0.5) of the La Mesa Municipal Code, establishing exceptions to Allison Avenue as a through street to read as follows:
(0.5) Allison Avenue from the southeasterly line of University Avenue to the northwesterly line of La Mesa Boulevard, except at its intersection with Date Avenue, its intersection with the Northerly Approach of Palm Avenue, and at the traffic signal at Spring Street.

Mr. Michael Kinnard
City of La Mesa
8130 Allison Avenue
La Mesa CA 91942
RE: Multi-Way Stop Analysis at Allison Avenue at Palm Avenue Dear Mr. Kinnard,
In accordance with your request, Kimley-Horn and Associates have prepared this memo to provide a comprehensive multi-way stop analysis for the intersection of Allison Avenue at Palm Avenue. The intersection of Allison Avenue at Palm Avenue is currently a four-legged off-set intersection with the northbound and southbound approaches stop-controlled and the westbound and eastbound approaches free. This multi-way stop analysis was prepared using the existing counts that were conducted on Wednesday, May 4, 2022 between 12:00 am and 12:00 pm. Existing counts are included as an attachment.

ALL-WAY STOP ANALYSIS
Per direction from the City of La Mesa, all components outlined in the Department of Public Works Guidelines for Installation of All-Way Stop (April 8, 2003) were addressed when performing this all-way stop analysis.

The City of La Mesa Guidelines for Installation of All-Way Stop control lists five cases that must be considered within an engineering study. Generally, all-way stops are installed where traffic signals are warranted and/or accident history has been indicated by reported accidents of a type susceptible to correction by an all-way stop. Points are assigned to each warrant. The installation of an all-way stop control is justified with a minimum of 45 points. A brief summary of each warrant is provided with the corresponding calculations for the Allison Avenue at Palm Avenue intersection analysis, when applicable.

Case 1
Within the City of La Mesa guidelines, the point system is not applicable if Caltrans’ Traffic Manual Criteria is met. In Chapter 4, Signs, refers to the California Manual on Uniform Traffic Control Devices (CA MUTCD) Part 2.

Section 2B.07 of the CA-MUTCD, Multi-Way Stop Applications, lists four criteria that should be considered within an engineering study for a multi-way STOP sign installation. Generally, multi-way stop control is used where the volume of traffic on the intersecting roads is approximately equal. When an intersection meets one or more of the criteria, it should be considered for a multi-way STOP sign installation. A brief summary of each CA-MUTCD criteria with the corresponding calculations for the Allison Avenue at Palm Avenue intersection analysis, when applicable, is included as an attachment.

Page 29 of 60 ends
Page 2 ends

kimley-horn.com 401 B Street, Suite 600, San Diego, CA 92101 619 234 9411 The intersection of Allison Avenue at Palm Avenue did not meet any of the criteria for a multi-way STOP sign installation based on CA-MUTCD guidance, therefore Case 1 is not satisfied.

Case 2 (10 bonus points)
Within the City of La Mesa guidelines, the subject intersection shall receive 10 points if the four conditions below are met. A brief summary of each condition is provided with the corresponding calculations for the Allison Avenue at Palm Avenue intersection analysis, when applicable. a) The street to be controlled is within a residence district Based on Section 515 of the California Vehicle Code, Allison Avenue at Palm Avenue are within a business district.
b) The street to be controlled is classified/functioning as a collector According to the City of La Mesa General Plan, Allison Avenue and Palm Avenue are classified as a local road.
c) The subject intersection is not within 600 feet from the nearest controlled intersection along the collector
The nearest controlled intersection (Allison Avenue and Spring Street) is approximately 370 feet from the intersection of Allison Avenue at Palm Avenue. d) There is a parallel arterial highway that can be used as an alternative route Spring Street is classified as an arterial highway and can be used as an alternative route.

Conditions A, B, and C are not met therefore no points are awarded.

POINTS: 0

1. Accident Warrant (25 points)
Five points are assigned for each accident susceptible to correction by an all-way stop control during any 12-month period prior to the investigation date.

Per TIMS collision data, the 5-year data was taken between 01/01/2014 and 12/01/2019. TIMS states that 2020-2021 collision data is provisional and subject to change. According to TIMS collision data, one crash was reported on July 30, 2019. Crashes susceptible to correction by an all-way stop control include right and left-turn collisions and right-angle collisions. The crash is susceptible to correction by a multi-way stop. TIMS Collision Data is attached.

2. Unusual Condition Warrant (21 points)
Where unusual conditions exist, points are assigned on the basis of engineering judgment. Unusual conditions shall be considered only if within 500 feet of the subject intersection. The 45-point minimum requirement may be waived and an all-way stop may be installed only if less restrictive controls have not corrected a documented problem.

All-way stops may be justified based on projected volumes and accident frequency when traffic signals are warranted and will be installed within a specified period of times.

Unusual Conditions:

A. Adjacent school, fire station, playground, senior center and/or amusement park 0 Points – There are none of the above within 500 feet of the intersection.

B. Any visibility obstructions which result in limited stopping sight distance based on either the posted speed limit or the 85% ile speed
6 Points – There are parking obstructions that result in limited sight distance at the intersection.

From Palm Avenue, northbound and southbound traffic looking east, have a total of 115’ available corner sight distance. Per Caltrans Highway Design Manual, the minimum corner sight distance for a roadway with a design speed of 25 mph is 275 feet. The intersection of Allison Avenue at Palm Avenue provides for less than 50% of the required sight distance. Sight Distance Photos are included as an attachment.

C. An intersection leading to an arterial from an interior (circular) collector. 0 Points – Not applicable.

D. Intersection with steep grades within 500 feet from the intersection on the downhill approach 0 Points – There is no grade that is greater than six percent in the vicinity of the intersection.

E. Intersection is on “Suggested Route To School” and no other controlled crossing is located within 600’
0 Points – Not applicable.

F. High Approach Speeds
0 Points – No speed survey has been conducted at Allison Avenue. The existing speed limit on Allison Avenue is 25 mph. To be conservative, it is assumed that the prevailing speeds are more than 10 mph higher than the posted speed limit.

G. Curbside Facilities/Services
0 Points – There are no curbside Facilities/Services within the vicinity of the intersection.

6. Caltrans Criteria (Chapter 4 CalTrans Traffic Manual) Any of the following conditions may warrant a multi-way STOP sign installation regardless of the point system:

1. Where traffic signals are warranted and urgently needed, the multi-way stop may be an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installation
The intersection of Allison Avenue at Palm Avenue does not warrant the installation of a traffic control signal.

2. An accident problem, as indicated by five or more reported accidents within a 12-month period of a type susceptible to correction by a multi-way stop installation. Such accidents include rightand left-turn collisions as well as right-angle collisions.

Per TIMS collision data, the 12-month data was taken between 01/01/2014 and 12/01/2019.

TIMS states that 2020-2021 collision data is provisional and subject to change. According to TIMS collision data, one crash was reported on July 30, 2019. The crash is susceptible to correction by a multi-way stop.

3. Minimum traffic volumes – the total vehicular volume entering the intersection from all approaches must average at least 500 vehicles per hour for any 8 hours of an average day, and the combined vehicular and pedestrian volume from the minor street or highway must average at least 200 units per hour for the same 8 hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but when the 85- percentile approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrant is 70 percent of the above requirements According to counts conducted, the average total vehicular volume entering the intersection from all approaches is 544 vehicles for any 8 hours of an average day. Given the existing speed limit and roadway characteristics, the 85th percentile approach speed of Allison Avenue does not exceed 40 mph.

Based on Caltrans criteria, the intersection of Allison Avenue at Palm Avenue does not warrant a multiway STOP sign installation.

Page 35 of 60 ends

Section 2B.07 of the CA-MUTCD, Multi-Way Stop Applications, lists four criteria that should be considered within an engineering study for a multi-way STOP sign installation.

Criteria A states that where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal.

The intersection of Allison Ave at Palm Ave does not warrant the installation of a traffic control signal. This criteria is not met.

Criteria B analyses the crash history at the intersection. For this criteria, five or more reported crashes must be reported within a 12-month period that are susceptible to correction by a multi-way stop. Crashes susceptible to correction by a multi-way stop include right- and left-turn collisions and right-angle collisions.

Per TIMS collision data, the 5-year data was taken between 01/01/2014 and 12/01/2019. TIMS states that 2020-2021 collision data is provisional and subject to change. According to TIMS collision data, one crash was reported on July 30, 2019. This criteria is not met.

Criteria C analyses the minimum volumes at the intersection approaches. This criteria has three parts.

1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day.

According to counts conducted, the average vehicular volume entering the intersection from both approaches of the major street is 282 vehicles for 8 hours of an average day. This criteria is not met.

2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor–street vehicular traffic of at least 30 seconds per vehicle during the highest hour.

The pedestrian and bicycle volumes could not be analyzed for this intersection because they were not provided. This criteria is not met.

3. If the 85th percentile approach speed of the major-street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2.

Given the existing speed limit and roadway characteristics, the 85th percentile approach speed of Allison Ave does not exceed 40 mph. This criteria is not met.

Criteria D states that where no single criterion is satisfied, but where Criteria B, C.1 and C.2 can be satisfied to 80 percent of the minimum values. This criteria is not met.

Based on the 20 percent reduction minimums, the criteria is not met.

Climate Action Plan Reduction Strategy:
 T-6 Municipal Fleet – Promote efforts that transition municipal vehicle fleet from gasoline- and diesel-powered vehicles to alternative-fuel or lowemissions vehicles.

BACKGROUND:

One Chevrolet Bolt EUV (Electric Utility Vehicle) was budgeted last fiscal year and has already been ordered to replace a 2007 Ford Escape Hybrid inspection vehicle for the Building Division. This division has a second 2007 Ford Escape Hybrid which is also used daily around the City by staff.

The City Hall fleet includes eight vehicles assigned to two departments (Community Development and Engineering). Two of the vehicles are specialized (an F-150 for the Public Works Inspector and a Ford Escape with a roof attachment for the Fats Oils and Grease (FOG) Inspector) and the remaining six include two Escapes of less than eight years of age and four other SUVs ranging from 12-15 years old, including the two hybrids referenced above. The vehicles not used by inspectors can be borrowed by other departments when requested.

In 2018, the City adopted the Climate Action Plan (CAP) which includes a greenhouse gas reduction goal of 53% by 2035. The CAP provides a list of measures and actions to explore in order to achieve this goal, including transitioning municipal vehicle fleet from gasoline and diesel-powered vehicles to zero-emissions vehicles.

The FY19-22 CAP Implementation Plan Measure T-6, Municipal Fleet, includes exploring opportunities to integrate alternative fuel options and more efficient vehicles, including EVs, into the City's fleet as older vehicles become eligible for replacement. In 2019, the City's fleet was analyzed as part of technical assistance provided by the San Diego Clean Cities Coalition and future opportunities continue to be explored.

DISCUSSION:

Chevrolet Bolt EUVs are currently available for order. Replacing the second 2007 hybrid now will increase the City’s EV use for a heavily-used vehicle. Further, moving the newer non-inspection vehicles to a pool system for City Hall will better utilize the vehicles and reduce maintenance needs and costs. An additional older SUV (2010 Ford Explorer) will be retired and the City Hall fleet will be reduced from eight vehicles to seven. The additional EV would also move the City Hall fleet to almost 30% full-electric in support of the City’s CAP. Future vehicle replacements would also be electric whenever possible.

Page: 3 of 3
The City received quotes from the two local Chevrolet dealerships that conduct commercial and government sales, Bob Stall in La Mesa and Courtesy Chevrolet in San Diego. A third quote from the cooperative purchasing contract Sourcewell was not available for the Bolt at this time. Bob Stall had the lowest quote at $31,908.84 after the local preference discount was applied. A total of $33,000 is recommended to be transferred from equipment replacement account 1315-6584 to vehicle replacement account 1315-6585 to include outfitting of a fuel system and logos.

CONCLUSION:

Staff recommends that the City Council adopt the resolution to add one vehicle to the current equipment replacement schedule with a budget of $33,000 and award the purchase of one Chevrolet Bolt EUV for Building Inspection to Bob Stall Chevrolet.
