Dear City Council,
I support the Parking Commissions recommendations for allocation of VEH funds.
Further, as a property owner and business owner in Parking District 1, I am opposed to the investigation and formation of a Community Benefit District.
Parking District 1 is well maintained and supported by the City of La Mesa and the La Mesa Village Association, and therefore, an investigation into the possible formation of a CBD does not make sense, nor is an appreciate use of VEH funds.
Respectfully,
Michelle Huey
Craig DeWitt
Dear City of La Mesa Council members:
As a property owner in Parking District 1, I am opposed to forming a CBD. I am very happy with the maintenance and support this district receives from both the City and the LMVA. The village is thriving! Also, I urge the City Council to approve the Parking Commission's recommendation for the Village Enhancement Funds Program, as outlined in Staff Report Item 11.1.
Respectfully,
Craig DeWitt, CPM

Guy Halgren
Dear City of La Mesa Councilmembers:
The 3rd & Lemon LLC is the owner of the six duplexes at 8351-8363 Lemon Avenue, the commercial building at 8367 Lemon Avenue, and the house at 4685 3rd St. The family trusts of my brother Robert “Bob” Halgren and I hold the membership interests in the 3rd Lemon LLC. We have owned the properties since 2003. It is our understanding that all of these properties would be within the proposed Community Benefits District.
Bob and I were born and raised in La Mesa and have lived most of our lives in the City or one house away. We love La Mesa and are big cheerleaders. We spend money on our properties to make them fine places to live and work, often without regard to ROI. We take great pride in our properties and keep them in superior condition. We are not cheapskates nor is “no” our first reaction to a proposal.
From our observation, all of the properties within the proposed CBD show the pride of ownership that make the Village such a special place. Additionally, we believe the area within the proposed CBD receives adequate services from the City. In short, the proposed CBD and the expenditure of tax money and precious staff time to investigate formation of the CBD are both unnecessary and wasteful. As such, we strongly oppose using Village Enhancement Funds or any other funds, or any staff time, for this purpose.
We appreciate your consideration.
Guy Halgren
CONSIDERATION OF LA MESA COMMUNITY PARKING COMMISSION RECOMMENDATION FOR LA MESA VILLAGE ENHANCEMENT FUND PROGRAM FUNDING AND APPROVING RESOLUTION APPROPRIATING $201,000 FROM THE DOWNTOWN PARKING FUND TO THE FISCAL YEAR 2023-2024 DOWNTOWN VILLAGE ENHANCEMENT FUND BUDGET Assistant to the City Manager Dedmon provided a PowerPoint presentation on the La Mesa Village Enhancement Fund Program (“Program”), highlighting the key elements of the Program guidelines, the annual application timeline, and the Program funding history. Assistant to the City Manager Dedmon said seven applications were received; one application was disqualified for not meeting program guidelines, four applications were for special events (2023 Oktoberfest, 2023 Holiday in the Village, 2024 Classic Car Show, and the San Diego Made Spring Market), one application was for a Community Benefit District feasibility study, and one application was for a Downtown Village advertisement campaign. Assistant to the City Manager Dedmon summarized the La Mesa Community Parking Commission’s recommendation for the allocation of the La Mesa Village Enhancement Fund Program funding.

The following members of the public spoke or submitted a written statement in opposition to allocating funding for the Community Benefit District feasibility study:
