SUBJECT: Climate Action Plan and Organics Recycling Progress Report Presentation In March 2018, City Council approved the Climate Action Plan (CAP), which charts a course to reduce community-wide greenhouse gas (GHG) emissions. Development of a CAP was identified as a mitigation measure in La Mesa’s 2012 General Plan Update.

The City of La Mesa prepared the CAP and established targets consistent with state goals and guidance. The CAP provides a roadmap by which La Mesa can reduce its contributions of GHG emissions in energy, transportation and land use, solid waste, water, and green infrastructure. The presentation will also expand upon the City’s compliance with Senate Bill 1383 and an update on organics recycling programs. A progress report to City Council occurs every six months.

DATE: January 9, 2024
TO: Mayor and Members of the City Council
FROM: Lynnette Santos, Director of Community Development VIA: Greg Humora, City Manager
SUBJECT: Development Services Process Improvement Plan Update Community Development will be presenting the City Council an update on the Development Services Process Improvement Plan (Process Improvement Plan) implementation efforts. On February 28th, 2023 staff brought forward to Council process improvement plan recommendations that would assist in enhancing the customer service experience, enhance the customer experience, identify bottlenecks in the permitting process, and assist in more time and resource efficiencies. This update will include an overview of accomplishments that have been made to date in the areas of process improvements, customer service, and tracking and data collection. Staff will also provide an update on the City’s ADU program.

Some of the accomplishments that will be presented to Council include implementation of MaintStar modules, efforts to improve predictability and improved communication for customers through things such as the reestablishment of preapplication meetings, regular updates to on-line information, the initiation of a “How To” video series, and the use of reports and customer surveys to track key permitting processes, customer service successes and areas in need of improvement, and review and inspection milestones.

Staff will also share the outcome of the first a series of community workshops, which was held by Community Development on October 17th, 2023. This community workshop was a meet and greet for the public with the new Community Development Director and Building Official and an opportunity to inform the community on a variety of Community Development Department efforts and projects underway
Lastly, staff will provide a status of the City’s ADU program. The City of La Mesa has published the ADU guidebook and FAQ to help guide homeowners who are looking to build an ADU. The guidebook answers common questions about the design, permitting, construction, and property management process for these individual as well as discussing the steps and factors that should be considered when making this decision. As part of the update staff will share that the number of ADU permits both applied for and issued, has

resulted in more than 220 permit applications processed since 2022, and that ADU fees waived to date equates to approximately $255,000.00.

On October 23, 2020, the City of La Mesa secured a Highway Safety Improvement Program (HSIP) Grant Fund in the amount of $499,000 for the replacement, repair, and improvement of guardrail throughout the City.

On May 9, 2023, the City Council approved a resolution awarding a construction contract to S.B.

General Engineering, Inc. in the amount of $422,780 for the Citywide Guardrail Project, Bid No. 23-15.

DISCUSSION:

To address unforeseen field conditions and additional work, City staff negotiated with S.B.

General Engineering, Inc., on Change Order No. 1 in the amount of $62,923.04 with the following changes to the scope of the base contract:

1. Increasing the percentage of Disadvantaged Business Enterprises on the contract for a cost of $7,500.00.

2. Installing Safety Sand Barrels in front of a new concrete barrier installed over the bridge along Alvarado Rd for $10,388.00.

3. Drilling needed to install guardrail posts due to unforeseen underground rock along Garfield St for $6,484.56.

4. Substituting wooden guardrail end treatments for metal end treatments for a total of $6,385.22 at locations along Spring St.

5. During construction, it was found that bent and damaged guardrail covered an extensive portion of Bancroft Dr. In order to ensure the safety of drivers, it was determined that additional replacement of existing guardrail (Bid Item 6) and new guardrail (Bid Item 8) was needed for a sum of $35,477.00.

6. Increasing the contract duration by 10 working days.

Administrative Instruction F-13 requires approval by the City Council for Public Works Construction Change Orders over $25,000. Staff is working with the design consultant related to reimbursement of the cost of the design errors (Item 4 above) or providing in lieu of professional services.

REPORT to the MAYOR and MEMBERS of the CITY COUNCIL
From the CITY MANAGER
DATE: January 23, 2024
SUBJECT: RESOLUTION APPROVING FUNDS FOR PUBLIC ART

PROJECTS
ISSUING DEPARTMENT: Community Services
SUMMARY:

Issues:

Should the City Council allocate funding from General Fund reserves in the amount of $82,000 for public art projects for murals at the Walkway of the Stars, Lemon Avenue Parking Lot, and Collier Park?
Recommendation:

That the City Council allocate funding from General Fund reserves in the amount of $82,000 for public art projects for murals at the Walkway of the Stars, Lemon Avenue Parking Lot, and Collier Park.

Fiscal Impact:

General Fund reserves will be reduced by $82,000.

City’s Strategic Goals:
 Maintain a community where residents and visitors feel safe.  Invest in infrastructure to serve the needs of the community.

BACKGROUND:

The Arts and Culture Commission was established in 2021, to promote the arts, along with historical, aesthetic, and cultural aspects of the community by using the arts as a

mechanism to promote diversity, equity, and inclusion. On March 28, 2023, the City Council approved Resolution 2023-029 - Policy for Public Arts, that provides guidelines for the display of arts in public spaces. In accordance with the Arts and Culture Commission’s 2023 work plan, the Commission has identified three sites to install murals (Walkway of the Stars, Lemon Avenue Parking Lot, and Collier Park) and is requesting that funding in the amount of $82,000, be allocated for the projects from the General Fund reserve.

DISCUSSION:

In 2003, the City of La Mesa held created the “Walkway of the Stars” pedestrian walkway located between the Allison Avenue municipal parking lot and La Mesa Boulevard. The project transformed an alley into an urban park. The walkway features decorative stone stars with the names of volunteers who have given 10,000 hours or more of service to the City of La Mesa. As part of the improvement project, murals were painted by artists and students along the walls of the park’s walkway. The murals are now 20 years old, and have deteriorating plaster on the walls and patches of graffiti repairs over the murals. The Arts and Culture Commission has developed a call for artists to renovate the area with new murals. The project cost, including repair of the plaster and wall preparation, paying artists for their work, and the application of graffiti coating, is $65,000.

The La Mesa Park and Recreation Foundation has applied for grants for the renovation of the Walkway of the Stars murals from both AARP – Community Challenge and the Prebys Foundation - Art Bridging Communities programs but were not successful. The City has not qualified for other recent art grant opportunities due to not meeting the medium income level of a disadvantaged community.

The Commission was asked to recommend public art for the Lemon Avenue Parking Lot Project which is currently under construction. After reviewing the site plans, the Commission recommends that an artist be hired to add murals to three sides of the new concrete block trash enclosure and the utility boxes to deter graffiti and add color to the public space. The estimated cost for the project is $10,000.

The Collier Park Renovation Project is nearing completion. In the construction specifications, the concrete block trash enclosure was not specified to be painted. The enclosure is at the main entrance to the park and a prime target for graffiti, therefore, the Commission recommends an artist be hired to paint a mural around the three sides of the enclosure. The estimated cost for the project is $7,000.

In accordance with the La Mesa Public Art Policy, the Arts and Culture Commission will recommend the artwork for each particular site through a competition process, asking artists to submit proposals. Artwork will be selected by a panel generally composed of:

Two members of the Commission and two members selected at large from the community by the Commission, and a member of the City project team. A larger art selection panel that may include representation from special committees or districts within the community (e.g. La Mesa Village Association and/or Community Services Commission). The selection panel recommendation shall be presented to the Arts and Culture Commission whose recommendations will be forwarded to the City Council for approval.

CONCLUSION:

At the December 14, 2023, Special Meeting of the Arts and Culture Commission, the Commission unanimously recommended that City Council approve funding for the Walkway of the Stars, Lemon Avenue Parking Lot, and Collier Park mural projects in the amount of $82,000.

BACKGROUND:

In April 2018, the City advertised a request for qualifications (RFQ 18-15) and held a formal selection process to select highly qualified firms that could provide various services. Ardurra Group, Inc. (formerly Infrastructure Engineering Corporation) was selected to provide construction management and inspection services. On January 29, 2019, the Mayor executed a master agreement with Ardurra Group, Inc. for construction management and inspection services. The terms of the master agreement allow for the issuance of task orders to authorize specific items of work on an as-needed basis to the selected consultants.

In October 2022, the City issued a task order to Ardurra Group, Inc. for miscellaneous engineering inspection services for $30,000. Ardurra Group, Inc. began providing services in November of 2022 and has provided services continuously since that time.

Ardurra Group, Inc. developed an estimated fee based on input from City staff in order to establish an anticipated level of effort that would be needed. At that time, it was understood that their services would be called on a limited basis to cover illness or vacation days for the City’s staff inspector. Up until recently their services have been used on a very limited basis, and the initial budget has been sufficient.

In November 2023, the City of La Mesa’s Public Works Inspector retired. Ardurra Group Inc. inspection services are needed on a full-time basis until the vacancy is filled. Due to this increase in effort from Ardurra Group Inc., the remaining portion of the original contract has been exhausted. At current activity levels, it is anticipated that $186,600 will be needed to cover expenses for the remainder of Fiscal Year 2023-2024.

Page 39 of 48 ends

Report to Mayor and Councilmembers
Date: January 23, 2024
Page: 3 of 3
DISCUSSION:

To maintain the support needed for the remainder of Fiscal Year 2023-2024, staff requests an additional $189,600 be appropriated from the General Fund for the Ardurra Group, Inc. agreement, increasing the annual budget amount in the Engineering Division Professional and Specialized Services account for this purpose from $30,000 to $219,600. The total amount budgeted in this account for this fiscal year is $130,839.66, which would increase to $320,439.66. The inspection services provided by Ardurra will be supported by salary savings from the Public Works Inspector vacancy and fees collected for engineering contract inspection.

Staff recommends therefore that to continue necessary public works inspections the budget for services provided by Ardurra be increased as noted. Recruitment for the vacant Public Works Inspector position is slated for Spring 2024.

CONCLUSION:

A. Adopt a resolution (Attachment A) authorizing Contract Change Order 1 to Ardurra Group, Inc. for additional public works inspection services for $189,000.

B. Adopt a resolution (Attachment B) to increase the Public Works Engineering Division Professional and Specialized Services account by $189,600 for Fiscal Year 2023-2024.

Mr. Michael Throne
City Engineer, Public Works Director
City of La Mesa
8031 Allison Ave
La Mesa CA, 91942
Reference: Request for Budget Increase for Public Works Inspection Services Dear Mr. Throne:

This letter is being provided as a request for an increase in our approved budget for Public Works Inspection Services.

In October of 2022, we were requested by the City of La Mesa (City) to provide a proposal to provide miscellaneous encroachment and grading inspection services on an on-call basis.. Ardurra Group, Inc. (Ardurra), began providing services in November of 2022 and has provided services continuously since that time.

Ardurra developed our estimated fee based on input for City staff in order to establish an anticipated level of effort that would be needed. At that time we also understood that our services would be called on a very limited basis to cover illness or vacation days for the City’s staff inspector.

Up until recently our services have indeed been called on a very limited basis, and our initial budget has been sufficient to last almost a year. Lately though our inspectors have been called on a daily basis, and provided a much higher level of involvement in the City’s day to day inspection needs. Due to this increase in our level of effort the remaining portion of our original budget was exhausted at a much higher burn rate than had been normal for the contract.

For the month of October the burn rate was almost equivalent to one full-time inspector. Consequently, our budget has been exhausted, and was $23,496.00 over budget as of October 20th, 2023.

It’s our current understanding that this level of effort will be maintained until a new staff member is identified to replace the City’s current inspector, Mr. Don Palmer. Based on the current level of effort being expended we anticipate that the Ardurra will be asked to provide approximately 120 hours per month of inspection services. We have included sufficient budget in this request to provide services through the end of FY23/24 at the anticipated rate of 120 hours per month. As usual our time will be billed on a time and materials basis and billed monthly. Based on our current understanding of the project schedule we need to request an additional $189,600.00 (One Hundred Eighty-Nine Thousand, Six Hundred Dollars) to our original budget to cover our already expended amount as well upcoming inspections. The estimated hours and associated personnel included in this request are presented below:
