BACKGROUND:
California Government Code Section 65400(a)(2) requires the legislative body of all general law cities to consider an annual report on their General Plan’s implementation, including progress on implementation of the individual goals within the General Plan. The document also includes information on the City’s progress in meeting its fair share of regional housing needs. This report must be submitted to the City Council and the State Office of Planning and Research and the California Department of Housing and Community Development (HCD) by April 1st of each year.
The General Plan is the City’s comprehensive planning document and the City Council and Planning Commission are charged with ensuring that public and private development is consistent with the Plan’s goals and policies. Each General Plan is required by State law to address seven specific elements, in addition to which La Mesa has adopted two additional elements. The most recent comprehensive update to the General Plan, covering a 20-year horizon, was approved and a Final Environmental Impact Report (EIR) certified by the City Council on July 9, 2013.
The Housing Element of the General Plan, which is required to be updated on an 8-year cycle, was updated in 2023. The newly adopted 6th Cycle Housing Element (2021-2029), includes a new section on Affirmatively Furthering Fair Housing (AFFH), new goals to address State housing policies, and an updated inventory of land suitable and available for residential housing.
DISCUSSION:
The 2023 Annual Report – Implementation of the General Plan, covers the time period from January 2023 to December 2023. The report provides an overview of existing, on-going programs that implement the General Plan’s policies. The report conveys information about current activities and programs in various stages of completion as well as background information about policies addressed in prior years where appropriate.
Each section of the report is organized by goal, objective, and policy, followed by a brief explanation of recent progress made toward completion, for each element listed below. • Land Use & Urban Design Element • Noise Element
• Circulation Element • Safety Element
• Conservation & Sustainability Element • Public Services & Facilities Element • Recreation & Open Space Element • Health & Wellness Element • Historic Preservation Element • Housing Element

Highlights of the report include:
Sustainability:
Furthering goals in the Conservation and Sustainability Element, implementation of the Climate Action Plan (CAP) continued. San Diego Community Power is fully operational with a local participation rate of over 95 percent. The City’s municipal accounts are now using 100 percent renewable electricity. There are currently 18 public electric vehicle charging stations in the City and in 2023 two electric vehicles were added to the City’s fleet. An organics recycling program for businesses, multi-family properties, and municipal facilities is diverting waste from the landfill. In collaboration with Tree San Diego, 160 new trees have been planted.
Transportation:
Transportation and transportation planning projects addressed goals in the Circulation and Public Services & Facilities Elements. The City continued to support the Vision Zero Plan. Work continued on the Complete Streets Integrated Design Manual, which will help integrate low-impact modes of transportation such as microtransit, micromobility, walking, and biking. Over $10.4 million in grant funding is being invested in bike and pedestrian infrastructure improvements.
Community Services:
Furthering goals in the Recreation and Open Space, Public Services and Facilities, and Health and Wellness Elements, improvement and planning activities were underway in the City’s parks. A Recreation and Park Master Plan project is being developed and a park master plan for the City-owned property on Waite Drive was adopted in 2023. A major capital improvement project at Collier Park was recently completed. Through an Age-Friendly Communities grant from the San Diego Foundation, a seven-piece outdoor fitness plaza at La Mesita Park was installed.
Housing:
To monitor how cities are responding to an urgent statewide need for housing, the Housing Element Annual Progress Report matrix (appended to Attachment A ) tracks housing at all stages of development, from discretionary review through occupancy.
Progress made in 2023 towards meeting the City’s the sixth cycle Regional Housing Needs Assessment allocation of 3,797 units includes 154 units of newly entitled housing, 175 217 units of newly permitted housing, and 142 units receiving certificates of occupancy. Of the new housing issued permits, 99 units were accessory dwelling units.
In addition to furthering goals in the Housing Element, new housing development supports the goals of the Land Use and Urban Design Element which supports preserved and enhanced neighborhoods and facilities, and high-quality development.

REPORT to the MAYOR and MEMBERS of the CITY COUNCIL
From the CITY MANAGER
DATE: March 26, 2024
SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA
MESA AUTHORIZING THE SUBMITTAL OF AN
APPLICATION FOR FISCAL YEAR 2025
CONGRESSIONALLY DIRECTED SPENDING
ISSUING DEPARTMENT: City Manager
SUMMARY:
Issue:
Should the City Council adopt a resolution authorizing the submittal of an application to U.S. Senator Padilla’s office for Fiscal Year 2025 Congressionally Directed Spending requests?
Recommendation:
That the City Council approve a resolution authorizing the submittal of an application for Fiscal Year 2025 Congressionally Directed Spending.
Fiscal Impact:
There is no direct fiscal impact associated with staff’s recommendation. If the City is allocated funding staff will return to the City Council to accept funding.
City’s Strategic Goals:
Maintain a community where residents and visitors feel safe. Invest in infrastructure to serve the needs of the community.
BACKGROUND:
Congressionally Directed Spending are one-time federal grant funds that are provided to state, local, and tribal governments and nonprofit organizations to fund a specific project in jurisdictions. The Senate Appropriations Committee only allows grants from certain federal funding accounts; therefore, projects must fit into an eligible account to qualify.
Report to Mayor and Councilmembers
Date: March 26, 2024
Page: 2 of 3
DISCUSSION:
On March 13, 2024, staff received notice that U.S Senator Alex Padilla is now accepting Fiscal Year 2025 Congressionally Directed Spending requests until March 29, 2024. Staff has evaluated the appropriations application criteria and recommends applying for the following projects:
Boulevard Drive and 69th Street Storm Drain Infrastructure Capital Project The intersection of Boulevard Drive and 69th Street, near the Kroc Center and the City’s border with the City of San Diego, experiences significant flooding as it collects runoff during rain storms, including during the recent storms. The project includes the construction of an approximately 200-ft long storm drain box culvert within Boulevard Drive, 69th Street, and a portion of the Kroc Center parking lot. Additionally, the project will include community enhancements by constructing a parklet at the top of the channel bank and adding a sidewalk. The total project cost is estimated at approximately $6.9 million. Current funding for the project includes a grant from the State, American Rescue Plan Act funding, and wastewater and street resurfacing funds. Staff recommends requesting $2.4 million to fully fund the project.
Wastewater and Stormwater Workforce Development Project This Workforce Development Project will provide critical training and equipment for employees to support the City’s sewers and storm drains to return clean water to the ocean and ensure a quality of life for residents. The appropriations request will fund California Water Environmental Association Collection System Maintenance certifications and Pipeline, Lateral, and Manhole Assessment certification classes for applicable employees and provide assurance of professional competency, training, and safe work practices for industry standards. Staff recommends requesting $97,358 to fully implement this project.
Swiftwater Rescue Training and Equipment Project
This project will impact critical lifesaving capabilities and provide lifesaving equipment and training to first responders for Heartland Fire and Rescue, a joint exercise of powers of agreement between the Cities of El Cajon, La Mesa and Lemon Grove for fire services.
Swiftwater rescues are dangerous calls for both victims and firefighters. During rainstorms, drainage canals and other waterways can have turbulent water moving at up to 45 mph. This appropriations request will fund specialized equipment and training that will allow firefighters to gain access to swift water rescue victims and provide enhanced rescue capabilities for the community. Staff recommends requesting $20,000 to fully fund this project.
