7. PUBLIC COMMENTS – (TOTAL TIME – 15 MINUTES)
Public Comments
Wendy Mihalic
Honorable Mayor and Council Members
It has been 136 days since the La Mesa Council ceased all public comment over zoom. Not just for Council meetings but for all 11 La Mesa Board and Commission Meetings.

Many many citizens have come before you over the ensuing four+ months to provide rationale for reinstating remote public access and to offer suggestions on how to hinder a repeat of the hateful comments in January. This has been expressed by a broad cross section of the community both in writing and in person. My observation is that the overwhelming sentiment from residents has been to reinstate remote access. Clearly, your constituents want to be able speak to you and the broader community, remotely.

Are you listening?
At the April 23rd Council meeting, 7 weeks ago, Councilmember Parent provided an update on the Council Subcommittee’s work. I believe he said that the public could expect announcement of an interim proposal “at the next meeting” (May 14) or the one following (May 28). We are still waiting.

I am out of town and cannot attend the June 11 meeting in person, so I am, again, stating my support for remote public comment. Sooner rather than later.

Respectfully
Wendy Mihalic submitted a comment regarding remote public comment.

Donna Munden-Bair spoke on the proposed lithium battery storage facility on El Paso Street.

Mairs Ryan spoke on remote public comment.

I would like to applaud the Police Department’s move to purchase an all-electric vehicle for the HOME program. This purchase will convey all the climate benefits of EVs –both in terms of reducing harmful air pollution, and the greenhouse gas emissions that are causing climate change and, perhaps equally as important, it will demonstrate by example CAP sustainability actions in La Mesa’s operations.

La Mesa’s municipal operations use 100% clean electricity from San Diego Community Power. Putting this power to use on our roads makes sense. EVs charged in La Mesa will be powered by clean energy.

Let’s not be dissuaded by the naysayers:
• EVs are NOT more prone to fires. An analysis of data from the National Transportation Safety Board (NTSB) found that that per 100,000 cars sold in each category, electric vehicles had the lowest number of fires. Hybrid vehicles had the highest with internal combustion in the middle. • Lithium-ion batteries use five critical raw materials: lithium, nickel, cobalt, manganese, and graphite. Up to 95% of these materials can be returned to new batteries or the economy. In comparison, fossil fuels are used just once. • At the beginning of their lives, EVs, are emissions-intensive, thanks in large part to their battery-manufacturing needs,” says Corey Cantor, senior associate, electric vehicles, BloombergNEF. “But once on the road, internal combustion engine vehicles quickly speed past BEVS – in terms of CO2 emissions, at least – because of the heavy emissions that gas-guzzling cars spew.” Thanks to the Police Department and Staff for using ARPA funds to support climate action! Vice Mayor Lothian spoke on the City's CAP, the top concerns of the City's residents, the amount the City spends on the CAP, the reliability of the Ford F150 Lightning, and the impact of EVs on the environment.

Council questions and comments ensued.
