Your Council and Managers embarked upon and adopted a Strategic Plan for the City that sets a course of action by establishing a vision, mission, values and strategies to effectively achieve objectives. Does this Fire and Rescue Risk Assessment Report compliment or compete with the strategies that Chief Swaney helped produce and your Council adopted as Safe Community Strategies, including:
• Maintain a low incidence rate using preventive inspections, code compliance and education • Improve residents’ capacity to prepare and respond to emergencies or natural disasters • Promote a safe community where all feel welcome and included? Does the Risk Assessment consider common performance measures including efficiency, and cost-effectiveness to help achieve the Strategies adopted by your Council one year ago? • What are the outcomes being tracked for fire department actions to better inform you and the community? • Are the number of work hours spent per incident, and the expenditures per incident, at or below the median for other fire departments responding to similar incidents? • Are major incidents evaluated for third party cost recovery? • Does the fire department monitor its education programs on an ongoing basis to determine their effectiveness? • Is the rate of fire and EMS incidents per capita at or below the median rate for similar communities in the region? These are only a few of the questions that an informed Council and Managers should consider before service levels and response time merit increased public expenditures.
A robust checklist for these and additional management questions may be found at https://www.auditor.leg.state.mn.us/ped/pedrep/9907apb.pdf Christopher Glenn
La Mesa Resident
Fire Chief Koch provided opening comments and introduced Jeff Stone, Project Manager, Emergency Services Consulting International, who presented a PowerPoint presentation on the Fire Department's Community Risk Assessment ("CRA") and Standard of Cover ("SOC"). The presentation covered the SOC summary score, provided statistics on the Fire Department's calls for service, and outlined the incident percentages. It identified a significant increase in calls for service as the primary risk and analyzed its potential impact on the Fire Department's operations. The presentation concluded with operational, service delivery, and administrative recommendations.
Fire Chief Koch provided an overview of the steps that have been taken to begin implementing these recommendations.
Council questions and comments ensued.
Christopher Glenn submitted a comment on whether the CRA aligns with the City's Strategic Plan, specifically in regards to the strategies aimed at achieving the goal of a safe community.
