When the council voted to raise their pay, was a comprehensive compensation study done looking at similar sized cities inside California? Knowing council got a 90% pay increase at a time when residents are lucky to get any pay increase, perhaps 4%, as housing costs go through the roof, and the residential property market is being significantly influenced by large investors, conversion of housing to short term rentals, properties are left empty to help qualify for a section 9 housing opportunity, and council hasn't committed to inclusive housing in their plans. Makes it harder to trust what council will do with our money. Since Colin Parent arrived the purse seems to have opened to a lot of non-essential issues, but closed to transparency and remote public access to comments.
Brenda Leek spoke on outdoor dining regulations.
Dianne Osterling spoke and submitted a comment on government transparency.
Susan Wayne spoke on the issue of dogs being off-leash outside of designated dog parks and the lack of enforcement regarding this behavior.
Barbie Wheeler spoke on her concerns about a house on Bellflower Drive.

Item 9.3 I support La Mesa City ensuring the city residents, businesses, and services have an adequate sanitary sewer system, adequate access for parties inside La Mesa City. Currently there are city residences that aren't connected to our city sewer system. Currently there is no public access available allowing identification of which city properties aren't connected to our sewer. Before you authorize noncity properties access to our city sewer system which is already old and facing stresses of rapid growth, council should ensure all current residential, business, and public properties inside La Mesa City are taken care of. You want us to extend a tax even as you waive regulations which protect us, and now you want to gift access to a sewer system our taxes pay for- build, maintenance, staff, etc. so developers can tap in. I say take care of the city properties first. Our sewer system has a limited amount it can handle.

Item 9.2 provides public access to the Conflict of Interest requirements for the employees, commissions and agencies listed. Missing are: Community Relations and Veterans, Environmental Sustainability, Youth Advisory, and The Planning Commission. Reference is given the Planning Commission, City Attorney, City Manager, City Treasurer, and City Council are covered by other regulations (GC 87200), therefore, aren't included in La Mesa's Conflict of Interest Code. Could you please provide public access to the document explaining the Conflict of Interest Code they must comply with. There's quite a bit of concern regarding lack of transparency and questionable behaviors from at least Council member Parent. Perhaps if the public had easy access showing what these individuals and the Planning Commission Conflict of Interest Code is, some might feel greater transparency is offered.
Dianne Osterling spoke and submitted comments on Items 9.2 and 9.3.
