Mayor A and Council Members,
I have no doubts that you will approve the CAP Update.
My concern is how strategically will this Council fund it?Any grant, any incoming funds that were previously backed up by the Federal Govt will stop in 2025. The incoming administration does not believe in Climate Change and it is on record that the next president's major donors are from the fossil fuel industry.
In addition, the future administration has gone on record saying it will seek to undo many of President Biden’s environment and climate policies and to stymie implementation of the Inflation Reduction Act (a huge source of funds for cities and states).
Although Council Member Lothian says La Mesa is barely responsible for any GHG emissions, the fact of the matter is that AIR MOVES. So, our air is another Ca cities' air and vice versa.
Therefore, your focus as a Council must be on the dire economic effects of Climate Change on California as a whole. La Mesa benefits as well as contributes to that economy.
California as the fifth largest economy in the world is straining under the effects of Climate Change. Insurance rates for home and business owners have risen as a result of fires and flood; agriculture is scrambling to adjust to competition for water; and shipping is constricted by less waterways. Add to that the impending tariffs on imported products and we have an economic disaster in the making.
Make a sterling budget for the Update that can no longer depend on the Federal Government. California and, therefore, La Mesa's economy will have a fighting chance.
Thank you
Mairs Ryan
Environmental Sustainability Manager Ego presented a PowerPoint presentation on the CAP Update, outlining the Council's actions related to the CAP, as well as the planning and development process. This process included community outreach and engagement, with the Environmental Sustainability Commission serving as advisors to staff. Key topics covered were the incorporation of climate equity and environmental justice, co-benefits such as improved air quality, public health, safety, job creation, economic growth, resilience, livability, and reduced cost of living. The presentation also addressed greenhouse gas (GHG) emissions, targets, and projections, CAP Update strategies, measures, and actions, as well as the mode share analysis and climate adaptation strategies. Additionally, the presentation included information on the Addendum to the 2018 SEIR for the CAP Update, the implementation and monitoring plan, and the public review period for the CAP Update.
Council questions and comments ensued.
Mairs Ryan submitted a comment inquiring about the funding strategy for implementing the CAP Update.
Lee Friedman, on behalf of San Diego Community Power, spoke in support of approving the CAP Update.
Wendy Mihalic spoke in support of approving the CAP Update.
Anthony Dang, representing the Climate Action Campaign, spoke in support of approving the CAP Update and provided recommendations for further improvement.

RESOLUTION APPROVING THE CAP UPDATE
Public Comments:
Resolution No. 2024-152
Moved By
Councilmember Shu
Seconded By
Vice Mayor Dillard
(1) Adopt the Resolution with the following staff directives: (a) It is acknowledged that the GHG reduction goals outlined in the plan represent minimum targets, and achieving these goals more quickly and to a greater extent is desirable, especially considering the co-benefits they provide to city residents; (b) In accordance with a previous City Council resolution, the Council will continue to receive updates every six months or more frequently on the progress of implementing the plan; (c) To address the climate emergency, a previous resolution called for the involvement of all City departments in the implementation of the CAP. Therefore, brief progress reports from each department shall be included in these regular updates; (d) Given that this update is nearly two years behind schedule due to various issues, and recognizing that delays place a greater burden on future residents, an update to the plan, incorporating the most recent science and methods for reducing GHGs, shall be initiated soon and presented to the Council within two years; (e) The City's efforts to implement the actions outlined in the plan, including staff time and other resources, shall generally align with the anticipated GHG reductions in each sector of actions; and (f) Priority shall be given to changes and additional ordinances called for in the plan, with these being presented to the Council within two years or less. (2) The Council CAP Ad Hoc Subcommittee shall collaborate with staff to develop strategies and methods for addressing equity issues in residential high-performance building conversions, including, but not limited to, budget augmentations.
