We appreciate the opportunity to comment on the Fire Hazard Severity Zone Maps from Cal Fire. Additionally, we commend the City of La Mesa for its proactive outreach to residents. As the owners of the property located at 4199 East Arrieta Circle, La Mesa, Parcel No. 4756000900, which is zoned R1S, we have been dedicated property owners since December 2020. Upon acquiring this property, we learned about the diligent maintenance practices of the previous owners dating back to its unique design and build back in 1979. One of the key reasons for our purchase was the meticulous care the previous owner invested in the property. We assured them that we would maintain the same level of care, including fire mitigation efforts, and we have upheld this commitment. Our neighbor, Bill Best, has been the owner of the two adjacent properties located at 4197 E Arrieta Circle (APN 4756001800 and 4756001900) for the past 37 years. He shares our commitment to ensuring the safety and longevity of our properties and neighborhood. Regarding Parcel No. 4990101100, which is directly south of our properties and bound by High Street, we have identified its owner as Helix Water District. We plan to reach out to them to explore potential partnerships for shared mitigation efforts. There is another larger parcel, no. 4751402000, which appears to be owned by Wardley Development, Inc. in Los Angeles. This entity seems to have ceased business operations. We are eager to collaborate with the City of La Mesa to determine the best course of action for addressing the owner's risk mitigation responsibilities. This property is our forever home, and we take pride in being responsible property owners. We sincerely hope that the City of La Mesa can assist us in forming partnerships with our neighboring property owners to ensure the safety and well-being of our community. Thank you, in advance.

I support the staff recommendation to deny this appeal.
The City should approve this development. The additional homes will help with the region’s cost-of-living crisis, the leading cause of which is the shortage of homes. Additionally, it fits with the density and type of housing as the multi-family buildings next to it.
CONSIDERATION OF AN APPEAL OF PLANNING COMMISSION RESOLUTION PC-2024-14 RECOMMENDING APPROVAL OF A GENERAL PLAN AMENDMENT, ZONE CHANGE, SITE DEVELOPMENT PLAN, AND TENTATIVE TRACT MAP, FOR A 73-UNIT TOWNHOME DEVELOPMENT (INCLUDING EIGHT (8) MODERATE INCOME RESTRICTED UNITS) LOCATED AT 9407 JERICHO ROAD (APN 486-670-18-00) Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and at the time specified in the notice.
Mayor Arapostathis read the order of the appeal hearing.
City Attorney Sabine asked if any members of the Council had received any other information regarding the subject of the appeal that was not included in the staff report.
There were no members of the Council that had received any other information regarding the subject of the appeal that was not included in the staff report.
Associate Planner Traffenstedt provided a PowerPoint presentation summarizing the appeal of Planning Commission actions related to a proposed project at 9407 Jericho Road. The presentation outlined the project and the required actions for its approval, including a General Plan Amendment, Zone Change, Site Development Plan, and Tentative Tract Map. It also addressed key concerns raised by the appellant regarding traffic impacts, neighborhood compatibility, and zoning changes. Staff responses indicated that traffic assessments met professional standards, the project aligns with the surrounding community’s character, and existing infrastructure can support the development. Staff recommended that the City Council deny the appeal.

Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and at the time specified in the notice.
Associate Planner Traffenstedt provided a PowerPoint presentation outlining the proposed Meritage Homes project at 9407 Jericho Road, which includes requests for a General Plan Amendment, Zone Change, Site Development Plan, and Tentative Tract Map. The presentation detailed environmental review findings, including a Mitigated Negative Declaration, and addressed public concerns related to traffic, parking, drainage, and neighborhood compatibility. Key features of the project include 73 for-sale units, density bonuses, and compliance with the City’s design and zoning standards. Staff concluded that the project meets all required findings and recommended approval of the entitlements and related actions.
Louisa Feletto, Forward Planning Manager at Meritage Homes, provided a PowerPoint presentation introducing the company and outlining their experience and community presence, including active developments in Southern California. She highlighted the applicant’s public outreach efforts, which included mailers, community meetings, canvassing, and individual follow-ups. The presentation addressed common concerns raised by residents, such as project density, neighborhood compatibility, traffic, parking, drainage, views, and privacy. In response, Meritage proposed design adjustments, including additional on-site parking and enhanced fencing for privacy and security.
