15 hours/player we would automatically lose any conflicts with other organizations. Despite proudly registering over 80% La Mesa residents, tailored needs for a baseball field, no past performance breeches, and being in the primary season of play - we find it concerning that the 'Amount of Time' factor would negate all these other positive factors if/when conflicts arise.
In effect, this harms our ability to grow the non-profit Little League that serves hundreds of La Mesa families and has for 70+ years. It also misses nuances in our sport versus soccer or football - as baseball features smaller rosters, longer game lengths, and individual skill work built into each practice. Based on our Fall registration figures, we expect anywhere from 25-35% growth within each division this Spring, in addition to fielding a new division, Juniors. If we aren't able to secure additional field access, we will need to turn away dozens of La Mesa youth seeking the Little League character-building experience. These players (and their families) will likely either be forced to pay for a more expensive baseball experience - an equity toll on families - or be inconvenienced while commuting to a different city's Little League.
Please consider our request to remove the "immediate loss of priority in conflict" term for the Amount of Time factor as that runs counter to the rubric as well as our service of the community. We understand its role as a score in the rubric, and recommend that it should be treated as a weighted factor like any of the other priorities listed (i.e. 2 points under 14%, 1 point 14-16%, 0 points over 16%).
One last item, minor though important, is we request that the language used to define club/competitive leagues be consistent within the document. On page three it is listed as club level/ travel, but only competitive league is defined on page four. Using uniform language prevents confusion.
We fully support the clear and transparent nature of this policy. We just want to make sure it rewards organizations that serve the most La Mesa kids and use fields responsibly. A few small tweaks would make the system fairer and more accurate. ' style='font-weight: normal; width:100%;' >We applaud the rubric within the drafted Field Allocation and Use Policy that’s been developed to guide decision-making when allocation conflicts arise. La Mesa National Little League would like to express our thoughts/concerns specifically with the rubric within the policy that we feel will 'cap' our ability to serve the La Mesa Community. A letter has also been submitted to La Mesa Parks and Recreation on 11/8/2025.
Regarding the Proof of Residency metric, we learned the average residency across membership is in the 50th percentile. At La Mesa National, based off Spring 2025 registration, we're proud that 83% of our players are City residents. We propose a change to the Residency metric, since few organizations fall into the 81-100% range. 3 points: 81-100%
2 points: 61-80%
1 point: 51-60%
0 points: under 50%
Our deepest concern lies in the Amount of Time metric. While each of the other factors are assigned a weighted score within the rubric, the 'amount of time' factor has an absolutism that isn't present in the other scores. According to the chart on page 5, if our league has >15 hours/player we would automatically lose any conflicts with other organizations. Despite proudly registering over 80% La Mesa residents, tailored needs for a baseball field, no past performance breeches, and being in the primary season of play - we find it concerning that the 'Amount of Time' factor would negate all these other positive factors if/when conflicts arise.

For La Mesa, the estimated additional cost was approximately $750,000 per year, with any necessary sewer rate increases to be phased in over time.
La Mesa’s Metro Wastewater Joint Powers Authority (JPA) Representative and former City Councilmember William Baber provided an overview of the collaborative process behind developing the SARA and its objectives.
City of San Diego Executive Assistant Director of the Department of Public Utilities, Lisa Celaya, outlined the SARA’s purpose and how it reinforced the partnership among the participating agencies.
